MINUTES FOR THE MEETING OF THE
RECREATION ADVISORY BOARD
Wednesday, February 21, 2024
CALL TO ORDER:
A special meeting of the Recreation Advisory Board was held on Wednesday, February 21,
2024 at the Community Center, 715 E Main Street. Mckenzie Lyle called the meeting to order
at 7:35 am.
Roll Call
Members in attendance were Mckenzie Lyle, Marcus Trusty, Rick Bietermann, Kelly Matkovich,
and Luke Urbine. Also in attendance were Recreation Program Coordinator Ryan Vaughn,
Recreation Admin Assistant Jill Maher, Trustee Liaison Devon Rowe, prospective member
Laura Turk, and community member Chris Martin.
APPROVAL OF THE AGENDA:
Luke Urbine motioned to approve the agenda. Marcus Trusty seconds and motion passes
unanimously.
Approval of the Minutes
Marcus Trusty motioned to approve January minutes. Luke Urbine seconds and motion passes
unanimously.
Public Comment
Chris Martin spoke about the Legacy Stage and BVEC events for 2024.
• July 4th and Gold Rush Days events may or may not be focused at McPhelemy Park. That’s up
to Magpie Productions. BVEC will have music during those events at Legacy Stage.
• He asked about payment for the ramp which needs to be installed by June 1st which is the first
event. He would like to get that purchase and installment completed.
• He gave an update on the performance lights request. The request will come in the fall 2024. He
had budgeted $5K to $6K to have quality lights that have longevity, but they will plan to ask
Town of BV for $1500 as previously mentioned in previous conversations.
New Business
1. The Crossings Development
a. Luke brought up the concern about RAB’s role and “staying in our lane” as far as code
and policy for the developments in the town. He noted that we need to think about being
cautious in our verbiage, coming from the recreation viewpoint.

1. Recreation Staff Report Discussion
a. Billy Cordova Memorial Park Updates – None at this time; Shane can update at the next
meeting in March.
b. BV Rec Staffing Update – Jill Maher & Ryan Vaughn introduced themselves.
2. Disc Golf Course Tree Clearing Update –
a. Board asked to review the MOUs for all organizations when they are created, not just the
Disc Golf course.
b. ACTION - Shane has been asked to send an update about the tree clearing issue.
3. Municipal Code for Trail and Transportation Building Requirements
a. Discussed what should be done first as far as the creation of the comprehensive plan or
the master plan, or if they should they be created concurrently.
b. ACTION – McKenzie will find out if there is a timeline for the comprehensive plan and a
recommendation of the order to create documents.
c. ACTION – Jill will link to Master Plans on Town of BV Website.
d. ACTION – Jill will add to agendas moving forward to read existing code/plan documents
prior to meeting for discussion at meetings.
e. ACTION – All Board Members – Read Salida Survey (email from Earl) & Town of BV
Comprehensive Plan (2015) before March 20 meeting.
4. Prospective Rec Board Members Update
a. Laura submitted her application on 2/20.
b. ACTION - Current Board Members will vote for Laura’s membership via email following
today’s meeting and before March 20 meeting.
5. Boys & Girls Club Updates
a. They had to push back their groundbreaking to 2025 due to lack of funding at this point.
b. ACTION – Shane has been asked to send an update about the requests from RAB about
the inside of the new building.
6. Tree Board Minutes Discussion
a. Draft minutes from last meeting have not yet been received. Next month we hope to
include the Tree and Trails Advisory Board draft minutes to keep communication open
between the various boards.
7. Board Pulse
o Devon –
He is running for Board of Trustees position for 2024 election.
Top Side annexation is on the agenda for Trustees for the next meeting which is
Tuesday 2/27. He noted the public can show up or send an email for comment on
the issue.
Trustees approved a purchase of 50 acre feet of water for Town of BV, paid every
year for 10 years. Each year we get 5 acres. This will become the designated
emergency water source.
a. Luke –
i. The permit for the railroad was pulled, so the use of the railroad tracks in BV will
not occur.
ii. Shared water updates and information about Clear Creek Reservoir expansion.
b. Kelly –
i. She noted that there does not seem to be a location online for a special events
calendar. The board discussed that BV Chamber does have one for chamber
member events and BV Rec has one built into their website for any recreation
programs. Discussed the possibility of having a full event calendar that includes
recreation, special events, deadlines/registrations/sign ups. Not sure of the best
choice to ensure that website/calendar is maintained and up to date.
c. Rick –
i. His kids are active with the BV Rec Ski Program and are loving it.
ii. McGinnis Gym is moving forward with renovations.
iii. They are moving forward with planning and building a new preschool near
McGinnis Gym, using the maintenance building. The concept would create a
courtyard-type area.
iv. Once that is completed, the current “north” preschool building at the Grove will be
vacant and possibly available for usage by an interested childcare provider.
d. McKenzie –
i. None
e. Marcus –
i. The camping plan for San Isabel NF (Salida and Leadville) was temporarily on
hold but will be coming back online soon. It should improve the camping
districts.
