MINUTES FOR THE MEETING OF THE
RECREATION ADVISORY BOARD
Wednesday, March 20, 2024
CALL TO ORDER:
A special meeting of the Recreation Advisory Board was held on Wednesday, March 20, 2024
at the Community Center, 715 E Main Street. Luke Urbine called the meeting to order at 7:38
am.
Roll Call
Members in attendance were Gary Crowder, Luke Urbine, Rick Bieterman, Kelly Matkovich,
and Laura Turk. Also in attendance were Recreation Director Shane Basford, Recreation
Special Projects Director Earl Richmond, Recreation Admin Assistant Jill Maher, and Trustee
Liaison Devon Rowe.
APPROVAL OF THE AGENDA:
Kelly Matkovich motioned to approve the agenda. Gary Crowder seconds and motion passes
unanimously.

New Business
1. Legacy Stage - $5000 budget for the ramp
Ramp - Not a fully ADA ramp, but people with mobility issues can use it.
Will be back left of stage, about 15 feet long and 3 feet high.
This current ramp is not a long-term solution, but there is a long-term plan to make
the park ADA friendly.
d. Lights - Shane said BV Rec is not interested in giving $1500 for the lights for the
stage. BV Rec hosts the Concerts in the Park, and that “goes with the sunlight.”
Ongoing Business
1. Recreation Staff Report Discussion
BCMP - Purchase of pavilion caused a hiccup in the process. Had to be purchased
now which saved money. There will be installation costs from the
contractor. Had to decide on the purchase of the pavilion earlier than planned, and
BoT gave approval for the purchase.
• Final design expected by end of March, create RFP, and start construction
in May.
Boys & Girls Club Update - Shane sent an email after the previous meeting to
clarify the discussion with BG Club. Need to work out a trash plan, landscaping,
etc.
• Luke made the point that the BG Club has a lot of policies they have to
adhere to on a national level.
Disc Golf Course - Earl met with Logan on Monday to review an MOU and each
party’s responsibilities and the channel of communication.
• The previous MOU was from 2010. It was a good reset, and they were
behind it. Realized they had to go through Town before making changes.
• ACTION - Earl will create a new MOU for the Rec Advisory Board to
review.
Other Updates - BV Rec is back in the building and using the Aspen Room and
offices.
2. Other Board Minutes Discussion -
Trails Board
Tree Board
Trails Adoption - Earl explained how the adoption process works. Town of BV
offers trail adoption for town trails. BVSC offers trail adoption for public land
trails.
• Jennifer DiCeseare is hosting a full day trail building course in April for
anyone interested.
ACTION - Jill will send the draft minutes to the Tree and Trails Board
chairpersons.
3. Program Event Master Calendar -
Shane explained that the BV Recreation page is set up as an event calendar, but
right now only the “next” event of the calendar rather than the entire schedule.
Luke asked what the “line” is where we do web design - whether in-house or out-
of-house. Discussed that we may be ready for web redesign. $5000 is in the
marketing budget.
ACTION – Shane will talk with Annie about adding a note to the Special Event
Permit Application that the organizer is open to post their event to the BV Rec
calendar and a note to post their event to the Chamber.
4. Timeline for Master Plans/Comp Plan -
Comp Plan first, then Master Plan
Applications for the Comp Plan were due Monday, and 11 have been
received. Reviews should be occurring in the next few months (4-6 months to
completion).
Rec/Park/Trails Master Plan - $50,000 in the budget for grant matches. Turned
down by Chaffee Common Ground b/c it didn’t fit within their
parameters. Climax and DOLA are options. BV Rec does not yet have the
funds. DOLA requires a 1-1 match.
• If we get the Climax grant, we could apply and receive the DOLA
grant. The earliest time to apply for DOLA would be August if we had the
Climax grant.
• Luke suggested that we investigate Blue Triton for grant or award money.
Rick suggested that we put our big-ticket items into the Comp Plan. When
applying for grants, it’s always asked if it’s in our Comp Plan/Master Plan.
Discussion followed about lodging tax and how to get a constant revenue stream.
5. Document Review Project

6. Board Pulse
Gary - Senior Scholarships from Veterans organizations are becoming
available. All they have to do is submit a short application. Newbees offered
$10,000 scholarships every year, and then they get an additional $1000 each year
that they stay in school.
Devon - Elections aren’t over yet. If you have any questions about the ballot
questions, let Devon know.
Laura - Connectivity is key. Jill will contact Laura about the website.
Luke - Train permit got denied their appeal.
