AGENDA BUENA VISTA TRAILS ADVISORY BOARD May 3, 2022 Community Center 5:30 pm Present: Pat Mc Carthy, Jonathon Litwiller, Dawn Dennison, Ryan Cole, Colleen Fitzgerald, Earl Richmond (Recreation Special Projects Manager) I. Call to order 5:35 pm II. Agenda adoption or changes No changes. Motion to approve the agenda made by Fitzgerald, second by Dennison. Motion passed. III. Approval of April 5, 2022 meeting minutes Motion to approve minutes of April 5, 2022 made by Litwiller, second by Dennison. Motion passed. IV. Public Comment No public comment V. Reports  Recreation (Earl Richmond) – Richmond reported that there is a movement lead by Jon Terbush, Executive Director of Salida Mountain Trails, to create a county wide trails master plan. Terbush recently presented the scope and need for a master plan to the Chaffee County Recreation Advisory Board. The goal of the plan is to connect the county through trails and by understanding what currently exists and what is needed long-term to meet the growing needs. Richmond supports this concept and says it is an exciting opportunity. He suggests a TAB member volunteer to be a part of planning in addition to his involvement. TAB members interested are asked to consider this opportunity. This item will be put on the TAB agenda for June. Any TAB member interested and not able to attend the June meeting should notify Kelly Collins of their interest. NES, the consultant who developed the Master Plan for the Chicago Ranch/Rodeo Grounds presented to the Town Board of Trustee’s. The BOT were very receptive of the plan and happy with the work completed. Points of discussion included the aspects of the dog park and also aspects of the shooting range. NES is now working on cost estimates for different items within the plan understanding that the plan build out is many years and costs will change. Triview Metropolitan Water district has many items to address regarding water flow which will need to be completed prior to any further work. Whipple Trail – Richmond was happy to report that the Southwest Conservation Core provided a Train the Trainer program beginning on April 19 th. As a part of their program students completed a variety of work on the Whipple Trail. They completed rock walls, addressed social trails, created new trails that will bring users to the river amongst other work. Their work was invaluable to the Town and Richmond publicly thanked the Core. 1  AGENDA BUENA VISTA TRAILS ADVISORY BOARD May 3, 2022 Community Center 5:30 pm Walton Loop- A section of the town’s Walton Loop needs to be rerouted due to the town selling off 2 parcels in which the trail currently goes through. The parcel’s are no longer usable and will be sold. Richmond reported that it is not a difficult task to move the trails. Pump Track work- Richmond announced that he is seeking volunteers to assist with the sprucing up of the Pump Track before the busy summer season. A work day has been scheduled for May 25 from 9:00-4:00pm. Volunteers need only work 2 hour shifts. Please let Richmond know if you are available. Richmond provided an update on the work being done by the two students in the Masters of Urban and Regional Planning program at the University of Colorado at Denver. Their work with GIS mapping is going well and almost complete. Richmond will provide an update at the June meeting. Richmond reported that he and Mike “Diesel” Post, Parks and Recreation Director for the City of Salida met with software developers who are working on an App that will be utilized by staff and community members. The App will allow people to provide feedback on trails and information will be immediately relayed to city and town staff. Richmond said that this will be a valuable tool. Richmond said that this will allow staff to get away from paper and pen reporting. The project should be completed by September. More to come. Town Clean Up Day was held on Sunday April 24th before the snow started to fly. He said that it was very successful and over 200 people volunteered to beautify Bewnie. Richmond reported that the three new TAB members have been officially approved by the BOT. The first Buena Vino Wine Festival is coming up this weekend, May 7 at the Surf Hotel from 3:00-7:00pm. Tickets are SOLD out. This event is a joint fundraiser for the BV White Water Park and the Buena Singletrack Coalition. The event promises to be fun. There will be a raffle and of course wine.  Public Works (Shawn Williams) – No report  Other Trails News (Kelly Collins) – Mc Carthy reported for Collins that she would like the board to discuss the need to update the current TAB Master Plan. Discussion included options. The Board take on 2  AGENDA BUENA VISTA TRAILS ADVISORY BOARD May 3, 2022 Community Center 5:30 pm completing the plan or seeking out an organization to work with the Board in developing one. If the latter, the board would need to seek out funding. The current plan is at https://www.buenavistaco.gov/2194/Master-Plans A motion was made by Fitzgerald to pursue grant funding to develop a trails master plan. Second by Cole. Motion passed. VI.
