CALL THE MEETING TO ORDER
Mayor Bill Krawietz called the meeting to order at 6:30 PM.

REPORTS AND PRESENTATIONS
2.A. Proclamation for Domestic Violence Awareness Month – Crisis Center of
Comal County
Mayor Bill Krawietz presented a Proclamation in recognition of Domestic Violence
Awareness Month to the Crisis Center of Comal County.
2.B. Proclamation for Hill Country Night Sky Month
Mayor Bill Krawietz presented a Proclamation in recognition of Hill Country Night
Sky Month to Michelle Molina of the Comal County Friends of the Night Sky.
2.C. Police Department: Monthly Report
Report given by Police Chief Gary Haecker.
Prior to the commencement of the Police Department Monthly Report, Mayor Bill
Krawietz presented recognition to Chief Gary Haecker for 20 years of service to
the City of Bulverde. Additionally, Texas State Senator Donna Campbell presented
a special recognition to Chief Haecker.
2.D. Finance Department: Monthly Report
Report given by City Manager Charles West.
2.E. Public Works Update
Report given by Public Works Director Tim Parker.
2.F. Parks & Recreation Update
No report was given.
2.G. Economic Development Foundation
Report given by Economic Development Foundation Executive Director Paula
Stakes.
CONSENT AGENDA ITEMS
3.A. Consider approval of the Regular City Council Meeting Minutes from
September 10, 2024.
3.B. Consider approval of the Joint City Council and Planning & Zoning
Commission Workshop Minutes from September 19, 2024.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5
Alexandre to approve the Consent Agenda.
Vote: Motion carried (5) ayes to (0) nays.
REGULAR AGENDA ITEMS
4.A. Consider acceptance of the annual Audit for Fiscal Year 2022-2023.
Motion: Council Member, Place 4 Hays made a motion seconded by Council
Member, Place 5 Alexandre to approve acceptance of the annual Audit
for Fiscal Year 2022-2023.
Vote: Motion carried (5) ayes to (0) nays.
4.B. Presentation, discussion, and possible action on the 2025 Street
Maintenance Plan.
Public Works Director Tim Parker provided a presentation on the 2025 Street
Maintenance Plan.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve the listed projects as stated, as well as to approve the
utilization of current contractor LCR for the bid alternate in the 2024
Street Maintenance Plan.
Vote: Motion carried (5) ayes to (0) nays.
4.C. Presentation and discussion on the Charter Review Commission and report
on the first meeting of the Commission.
Charter Review Commission Chairman Francesca Watson provided a report.
Council provided direction for the Commission to have a completed report in early
2025, in order to have possible charter amendments included on the May 2025
Election ballot.
4.D. Hold a public hearing and consider approval of an ordinance granting a
variance to Sections 17.03.005, 17.04.003, and 17.04.004 related to Cuts and
Fills and Disturbance within Steep Slope of the City of Bulverde Code of
Ordinances, at 4360 US HWY 281 N, Spring Branch, TX.
Mayor Krawietz opened the Public Hearing at 8:09 PM. There being no one wishing
to speak, the public hearing was immediately closed.
Motion: Council Member, Place 5 Alexandre made a motion seconded by
Council Member, Place 6 Goth to table an ordinance granting a variance
to Sections 17.03.005, 17.04.003, and 17.04.004 related to Cuts and
Fills and Disturbance within Steep Slope of the City of Bulverde Code of
Ordinances, at 4360 US HWY 281 N, Spring Branch, TX, until the
requestor provides a revised site footprint.
Vote: Motion carried (5) ayes to (0) nays.
4.E. Hold a public hearing and consider approval of an ordinance granting a
variance to Section 3.08.102(a)(2) and Section 3.08.102(a)(3) of the City of
Bulverde Code of Ordinances, at 407 Singing Hills, Ste 101, Spring Branch,
TX 78070.
Mayor Krawietz opened the Public Hearing at 8:14 PM. There being no one wishing
to speak, the public hearing was immediately closed.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve an ordinance granting a variance to Section
3.08.102(a)(2) and Section 3.08.102(a)(3) of the City of Bulverde Code
of Ordinances, at 407 Singing Hills, Ste 101, Spring Branch, TX 78070,
as recommended by the Planning & Zoning Commission.
Vote: Motion carried (5) ayes to (0) nays.

4.F. Hold a public hearing and consider approval of an ordinance granting a
variance to Section 3.08.102(a)(2) and Section 3.08.102(b)(2)(B) of the City of
Bulverde Code of Ordinances, at 18502 Forty-Six Parkway, Spring Branch,
Texas 78070.
Mayor Krawietz opened the Public Hearing at 8:22 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 8:25 PM.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4
Hays to approve an ordinance granting a variance to Section
3.08.102(a)(2) and Section 3.08.102(b)(2)(B) of the City of Bulverde
Code of Ordinances, at 18502 Forty-Six Parkway, Spring Branch, Texas
78070, specifically granting the requested variance for the monument
sign, and granting a variance for the attached sign of 80% of the sign
area requested.
Vote: Motion carried (5) ayes to (0) nays.

4.G. Discuss and consider an ordinance of the City Council of the City of
Bulverde, Texas, amending Chapter 14, Zoning, City of Bulverde Code of
Ordinances, by amending Article 14.13, Miscellaneous Development
Standards, to add a new Section 14.13.015, Structures Permitted within
Setbacks, to define which types of structures may be placed within required
building setbacks.
Mayor Krawietz opened the Public Hearing at 8:33 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 8:33 PM.
Motion: Mayor Pro Tem Morkovsky, Place 1 made a motion seconded by Mayor
Krawietz to approve an ordinance of the City Council of the City of
Bulverde, Texas, amending Chapter 14, Zoning, City of Bulverde Code
of Ordinances, by amending Article 14.13, Miscellaneous Development
Standards, to add a new Section 14.13.015, Structures Permitted within

4.H. Discuss and consider an ordinance of the City Council of the City of

14.01.019, Special Use Permits, to expand the types of uses that may be
authorized by special use permits (SUP).
Mayor Krawietz opened the Public Hearing at 8:39 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 8:39 PM.
Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5
Alexandre to approve an ordinance of the City Council of the City of
Bulverde, Texas, amending Chapter 14, Zoning, City of Bulverde Code
of Ordinances, Article 14.01, Administration and General Provisions,
Section 14.01.019, Special Use Permits, to expand the types of uses
that may be authorized by special use permits (SUP).
Vote: Motion carried (5) ayes to (0) nays.

PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS
Mayor Bill Krawietz opened the meeting for public comments not related to posted agenda
items at 8:40 PM. There being no one wishing to speak, the public comments were
immediately closed.
REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF COMMUNITY
INTEREST
Mayor Krawietz announced that the Musik in the Park Committee was seeking additional
volunteers.
EXECUTIVE (CLOSED) SESSION
At 8:42 PM the City Council convened into Executive Session to discuss the following:
7.A. The City Council will meet in closed session regarding Personnel Matters
pertaining to the annual review, evaluation, and goals of the City Manager.
7.B. The City Council will meet in closed session to seek the advice of legal
counsel about pending or contemplated litigation, to discuss a settlement
offer, or on matters in which the duty of the attorney to the City Council under
the Texas Rules of Professional Conduct conflict with the Texas Open
Meetings Act; to wit:
i. Diamante Ranch Development
7.C. The City Council will meet in closed session to deliberate the purchase,
exchange, lease, or value of real property.
ACTIONS ITEMS AFTER EXECUTIVE (CLOSED) SESSION
At 10:45 PM the City Council reconvened from Executive Session and took the following
action on items discussed in Executive Session.
7.A. The City Council will meet in closed session regarding Personnel Matters
pertaining to the annual review, evaluation, and goals of the City Manager.
Motion: Mayor Krawietz made a motion seconded by Mayor Pro Tem
Morkovsky, Place 1 to approve a merit increase for City Manager West
as discussed in Executive Session.
Vote: Motion carried (5) ayes to (0) nays.
7.B. The City Council will meet in closed session to seek the advice of legal
counsel about pending or contemplated litigation, to discuss a settlement
offer, or on matters in which the duty of the attorney to the City Council under
the Texas Rules of Professional Conduct conflict with the Texas Open
Meetings Act; to wit:
