CALL THE MEETING TO ORDER
Mayor Bill Krawietz called the meeting to order at 6:32 PM.

3.A. Consider approval of the Regular City Council Meeting Minutes from
December 10, 2024.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 4 Hays to approve the Regular City Council Meeting
Minutes from December 10, 2024.
Vote: Motion carried (5) ayes to (0) nays.
3.B. Consider approval of a resolution authorizing the submission of a
grant application to the Office of the Governor for Patrol Vehicle
Upgrade Grant #53300-01.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 6 Goth to approve a resolution authorizing the submission
of a grant application to the Office of the Governor for Patrol
Vehicle Upgrade Grant #53300-01.
Vote: Motion carried (5) ayes to (0) nays.

REGULAR AGENDA ITEMS
4.A. Discuss and consider acceptance of the Final Report of the City of
Bulverde Charter Review Commission.
Charter Review Commission Chairwoman Francesca Watson presented on
the Final Report of the Charter Review Commission.
Motion: Council Member, Place 4 Hays made a motion seconded by
Council Member, Place 6 Goth, accept the Final Report of the
City of Bulverde Charter Review Commission and to schedule a
future workshop of City Council for possible Charter Amendments
by February 1, 2025.
Vote: Motion carried (5) ayes to (0) nays.
4.B. Conduct a Public Hearing and consider an ordinance of the City of
Bulverde, Texas approving a Special Use Permit for 31880 Jay Bird
Ln, Bulverde, Texas 78163 to permit a guest house; amending the
zoning ordinance; directing the amendment of the zoning map;
repealing conflicting ordinances; and providing a severability clause
and an effective date.
Mayor Krawietz opened the Public Hearing at 7:19 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Council Member, Place 6 Goth made a motion seconded by
Council Member, Place 4 Hays, to approve an ordinance of the
City of Bulverde, Texas approving a Special Use Permit for 31880
Jay Bird Ln, Bulverde, Texas 78163 to permit a guest house;
amending the zoning ordinance; directing the amendment of the
zoning map; repealing conflicting ordinances; and providing a
severability clause and an effective date.
Vote: Motion carried (5) ayes to (0) nays.

4.C. Conduct a Public Hearing and consider approval of an ordinance
granting a variance to Sections 17.03.005, 17.04.003, and 17.04.004
related to Cuts and Fills and Disturbance within Steep Slope of the City
of Bulverde Code of Ordinances, at 4360 US HWY 281 N, Spring
Branch, TX.
Mayor Krawietz opened the Public Hearing at 7:34 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Council Member, Place 4 Hays made a motion seconded by
Council Member, Place 5 Alexandre, to approve an ordinance
granting a variance to Sections 17.03.005, 17.04.003, and
17.04.004 related to Cuts and Fills and Disturbance within Steep
Slope of the City of Bulverde Code of Ordinances, at 4360 US
HWY 281 N, Spring Branch, TX.
Vote: Motion carried (5) ayes to (0) nays.

Bulverde, Texas approving a Special Use Permit for 31342 Smithson
Valley Road, Bulverde, Texas 78163 to permit a guest house;
amending the zoning ordinance; directing the amendment of the
zoning map; repealing conflicting ordinances; and providing a
severability clause and an effective date.
Mayor Krawietz opened the Public Hearing at 7:39 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Council Member, Place 5 Alexandre made a motion seconded by
Council Member, Place 2 Chapman, to approve an ordinance of
the City of Bulverde, Texas approving a Special Use Permit for
31342 Smithson Valley Road, Bulverde, Texas 78163 to permit a
guest house; amending the zoning ordinance; directing the
amendment of the zoning map; repealing conflicting ordinances;
and providing a severability clause and an effective date.
Vote: Motion carried (5) ayes to (0) nays.

4.E. Conduct a Public Hearing and consider an ordinance of the City of
Bulverde, Texas approving a Special Use Permit 5140 Hwy 281 N,
Spring Branch, Texas 78070 to permit a single-family residential home;
amending the zoning ordinance; directing the amendment of the
zoning map; repealing conflicting ordinances; and providing a
severability clause and an effective date.
Mayor Krawietz opened the Public Hearing at 7:43 PM. There being no one
wishing to speak, the public hearing was immediately closed.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 6 Goth, to approve an ordinance of the City of Bulverde,
Texas approving a Special Use Permit 5140 Hwy 281 N, Spring
Branch, Texas 78070 to permit a single-family residential home;
amending the zoning ordinance; directing the amendment of the
zoning map; repealing conflicting ordinances; and providing a
severability clause and an effective date.
Vote: Motion carried (5) ayes to (0) nays.

4.F. Conduct a Public Hearing and consider approval of an ordinance
granting a variance to Section 3.08.102(a)(4), and Section
3.08.102(a)(5), of the City of Bulverde Code of Ordinances, at 23061
Hwy 46 W., Bulverde, Texas 78163.
Mayor Krawietz opened the Public Hearing at 7:45 PM. One comment was
received by Council. Mayor Bill Krawietz closed the Public Hearing at 7:46
PM.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 4 Hays, to approve an ordinance granting a variance to
Section 3.08.102(a)(4), and Section 3.08.102(a)(5), of the City of
Bulverde Code of Ordinances, at 23061 Hwy 46 W., Bulverde,
Texas 78163.
Vote: Motion carried (5) ayes to (0) nays.

4.G. Discuss and consider approval of an amendment to the development
agreement between the City of Bulverde and Gerald H. Laubach, filed
as Doc. No. 201606033061 in the records of the Comal County Clerk’s
office, between the City of Bulverde and JDM Hills, LLC.
Motion: Mayor Krawietz made a motion seconded by Council Member,
Place 2 Chapman, to approve an amendment to the development
agreement between the City of Bulverde and Gerald H. Laubach,
filed as Doc. No. 201606033061 in the records of the Comal
County Clerk’s office, between the City of Bulverde and JDM
Hills, LLC.
Vote: Motion carried (5) ayes to (0) nays.
4.H. Discuss and consider approval of a resolution of the City of Bulverde,
Texas, consenting to the inclusion of a portion of the City of Bulverde
Extraterritorial Jurisdiction in the proposed Kendall County
Emergency Services District No. 1; and providing a severability clause
and an effective date.
Motion: Council Member, Place 4 Hays made a motion seconded by
Council Member, Place 5 Alexandre, to approve a resolution of
the City of Bulverde, Texas, consenting to the inclusion of a
portion of the City of Bulverde Extraterritorial Jurisdiction in the
proposed Kendall County Emergency Services District No. 1.
Vote: Motion carried (5) ayes to (0) nays.
Resolution #354
4.I. Discuss and consider direction to staff regarding the approval of an
ordinance of the City of Bulverde, Texas, regarding Road Construction
Requirements and Deadlines.
Direction was given to staff to move forward with possible amendments to
the proposed ordinance.
PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS
Mayor Bill Krawietz opened the meeting for public comments not related to posted
agenda items at 8:02 PM. One comment was received by Council. Mayor Bill
Krawietz closed the public comments at 8:08 PM.
REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF
COMMUNITY INTEREST
No comments or reports were provided.
EXECUTIVE (CLOSED) SESSION
At 8:08 PM the City Council convened into Executive Session to discuss the
following:
7.A. The City Council will meet in closed session to seek the advice of legal
counsel about pending or contemplated litigation, to discuss a
settlement offer, or on matters in which the duty of the attorney to the
City Council under the Texas Rules of Professional Conduct conflict
with the Texas Open Meetings Act; to wit:
i. Legal Issues related to the current land use at the Oak Village North
Fire Station.
ACTIONS ITEMS AFTER EXECUTIVE (CLOSED) SESSION
At 8:37 PM the City Council reconvened from Executive Session and took the
following action on items discussed in Executive Session.
The City Council will meet in closed session to seek the advice of legal
counsel about pending or contemplated litigation, to discuss a settlement
offer, or on matters in which the duty of the attorney to the City Council
under the Texas Rules of Professional Conduct conflict with the Texas
