Consider approval of the Regular City Council Meeting Minutes from November 12, 2024. 3.B. Consider action certifying the Ad Valorem Tax Levy for the Tax Year 2024 as presented by the office of the Comal County Tax Assessor / Collector. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5 Alexandre to approve the Consent Agenda. Vote: Motion carried (4) ayes to (0) nays. REGULAR AGENDA ITEMS 4.A. Hold a public hearing and consider approval of an ordinance granting a variance to Sections 17.03.005 related to Disturbance within Steep Slope of the City of Bulverde Code of Ordinances, at 30519 Buck Lane, Bulverde, TX. Mayor Krawietz opened the Public Hearing at 7:07 PM. One comment was received by Council. Mayor Bill Krawietz closed the Public Hearing at 7:08 PM. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre, to approve an ordinance granting a variance to Sections 17.03.005 related to Disturbance within Steep Slope of the City of Bulverde Code of Ordinances, at 30519 Buck Lane, Bulverde, TX. Vote: Motion carried (4) ayes to (0) nays. Ordinance #782 4.B. Hold a public hearing and consider approval of an ordinance granting a variance to Section 3.08.102(a)(2), Section 3.08.102(a)(3), and Section 3.08.132 of the City of Bulverde Code of Ordinances, at 20725 Hwy 46 W. Mayor Krawietz opened the Public Hearing at 7:24 PM. There being no one wishing to speak, the public hearing was immediately closed.  Motion: Mayor Krawietz made a motion seconded by Council Member, Place 4 Hays, to approve an ordinance granting a variance to Section 3.08.102(a)(2), Section 3.08.102(a)(3), and Section 3.08.132 of the City of Bulverde Code of Ordinances, at 20725 Hwy 46 W., with a reduction in the wayfinding signage from 6 ft to 4 ft 6 inches. Vote: Motion carried (4) ayes to (0) nays. Ordinance #783 4.C. Hold a public hearing and consider approval of an ordinance granting a variance to Chapter 10A, § 2.05 Drainage and Flood Protection, related to the Drainage Design Criteria Manual - 5.1.1 Urban Streets, in the City of Bulverde Code of Ordinances, on Ventana Phase II and III MDP. Mayor Krawietz opened the Public Hearing at 7:43 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5 Alexandre, to deny an ordinance granting a variance to Chapter 10A, § 2.05 Drainage and Flood Protection, related to the Drainage Design Criteria Manual - 5.1.1 Urban Streets, in the City of Bulverde Code of Ordinances, on Ventana Phase II and III MDP. Vote: Motion carried (4) ayes to (0) nays. 4.D. Hold a public hearing and consider approval of an ordinance granting a variance to Chapter 10A, § 2.05 Drainage and Flood Protection, related to the Drainage Design Criteria Manual - 5.3.4 Freeboard Requirements, in the City of Bulverde Code of Ordinances, for Ventana Phase II and III MDP. Mayor Krawietz opened the Public Hearing at 7:49 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre, to deny an ordinance granting a variance to Chapter 10A, § 2.05 Drainage and Flood Protection, related to the Drainage Design Criteria Manual - 5.3.4 Freeboard Requirements, in the City of Bulverde Code of Ordinances, for Ventana Phase II and III MDP. Vote: Motion carried (4) ayes to (0) nays. 4.E. Hold a public hearing and consider approval of an ordinance granting an amendment to Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.03, Zoning District Regulations, Section 14.03.013(f), PD Planned Development District, to amend the application standards required to apply for the creation or amendment of a Planned Development District. Mayor Krawietz opened the Public Hearing at 7:55 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Council Member, Place 5 Alexandre made a motion seconded by Council Member, Place 4 Hays, to approve an ordinance granting an amendment to Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.03, Zoning District Regulations, Section 14.03.013(f), PD Planned Development District, to amend the application standards required to apply for the creation or amendment of a Planned Development District. Vote: Motion carried (4) ayes to (0) nays. Ordinance #784 4.F. Hold a public hearing and consider approval of an ordinance granting an amendment to Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.01, Administration and General Provisions, Section 14.01.019, Special Use Permits, to establish requirements for Special Use Permits for Guest Houses. Agenda Item 4.F was considered by City Council after the consideration of Agenda Item 4.G. Mayor Krawietz opened the Public Hearing at 8:07 PM. One comment was received by Council. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 2 Chapman, to approve an ordinance granting an amendment to Chapter 14, Zoning, City of Bulverde Code of Ordinances, by amending Article 14.01, Administration and General Provisions, Section 14.01.019, Special Use Permits, to establish requirements for Special Use Permits for Guest Houses. Vote: Motion carried (4) ayes to (0) nays. Ordinance #785 4.G. Discuss and consider approval of an ordinance of the City Council of the City of Bulverde, Texas, amending the City of Bulverde Code of Ordinances, Chapter 10, Subdivision Regulation, Exhibit 10A, Subdivision Ordinance, Article I, General, Section 1.04, Procedure, to amend application filing and disapproval processes. Mayor Krawietz opened the Public Hearing at 8:02 PM. There being no one wishing to speak, the public hearing was immediately closed. Motion: Council Member, Place 4 Hays made a motion seconded by Council Member, Place 5 Alexandre, to approve an ordinance amending the City of Bulverde Code of Ordinances, Chapter 10, Subdivision Regulation, Exhibit 10A, Subdivision Ordinance, Article I, General, Section 1.04, Procedure, to amend application filing and disapproval processes. Vote: Motion carried (4) ayes to (0) nays. Ordinance #786 4.H. Consider and take possible action on appointing a subcommittee of City Council to review the City of Bulverde’s sign ordinances. Motion: Mayor Krawietz made a motion seconded by Council Member, Place 5 Alexandre, to appoint Mayor Pro Tem Morkovsky, Place 1, Council Member, Place 4 Hays, and Council Member, Place 2 Chapman to a subcommittee of City Council to review the City of Bulverde’s sign ordinances. Vote: Motion carried (4) ayes to (0) nays. 4.I. Discuss and consider possible action on a request from the Bulverde Hills neighborhood to name the City-owned park located at the corner of Cougar Bend and Wildcat Drive. Motion: Council Member, Place 2 Chapman made a motion seconded by Council Member, Place 4 Hays, to approve a request from the Bulverde Hills neighborhood to name the City-owned park located at the corner of Cougar Bend and Wildcat Drive to “Krawietz Park”. Vote: Motion carried (4) ayes to (0) nays. PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS Mayor Bill Krawietz opened the meeting for public comments not related to posted agenda items at 8:27 PM. There being no one wishing to speak, the public comments were immediately closed. REPORTS BY ELECTED OFFICIALS AND CITY STAFF ON ITEMS OF COMMUNITY INTEREST Chief Gary Haecker announced Santa Claus would be touring the City of Bulverde on December 22, 2024.
