City of Bulverde, Texas Planning & Zoning Commission Meeting Thursday, June 13, 2024 Meeting Duration: 6:00 PM to 6:45 PM CALL THE MEETING TO ORDER Chair Hawkins called the meeting to order at 6:00 PM. Members of Planning & Zoning Commission Present: Chair Ted Hawkins Vice Chair Ashley Cartier Commissioner James Flavin Commissioner Michelle Molina Commissioner Gregory Porter Commissioner Brad McCollum Commissioner Jeff Burrier (arrived 6:12 pm) Commissioner Fred Perry (Alternate) Members of Planning & Zoning Commission Absent: City Staff Present: Planning Director Danny Batts, City Attorney Lloyd Newton, and City Secretary Sandra V. Ham REGULAR AGENDA ITEMS 2.I. Consider approval of the Planning and Zoning Commission Meeting Minutes from May 16, 2024. Motion: Commissioner McCollum made a motion seconded by Vice Chair Cartier to approve the Planning and Zoning Commission meeting minutes from May 16, 2024, as corrected to reflect the attendance of City Attorney Megan Santee. Vote: Motion carried (6) ayes to (0) nays. 2.II. Consider the approval of a Master Development Plan (MDP) for Ventana II & III, an extension of the Park Village (Ventana) neighborhood, generally located approximately 3,700 feet east of the intersection of State Highway 46 and Blanco Rd. Motion: Commissioner Porter made a motion seconded by Vice Chair Cartier to recommend approval of a Master Development Plan (MDP) for Ventana II & III, an extension of the Park Village (Ventana) neighborhood,  generally located approximately 3,700 feet east of the intersection of State Highway 46 and Blanco Rd. Vote: Motioned failed with one (1) aye to (6) nays, Chair Hawkins, Vice Chair Cartier, and Commissioners Burrier, Porter, McCollum, and Flavin opposed. Motion: Chair Hawkins made a motion seconded by Commissioner McCollum to table action on the approval of a Master Development Plan (MDP) for Ventana II & III, an extension of the Park Village (Ventana) neighborhood, generally located approximately 3,700 feet east of the intersection of State Highway 46 and Blanco Rd. Vote: Motion to table carried unanimously seven (7) ayes to zero (0) nays. Without formal approval, the Master Development Plan (MDP) for Ventana II & III was automatically approved by the Commission through operation of law under Sec. 212.009, LGC. 2.III. Consideration of a Final Plat for The Terrace at Bulverde Village, Block 1, Lots 1-3, Approximately 3/4 of a mile west of Highway 281 on the north side of Bulverde Rd. Motion: Commissioner Molina made a motion seconded by Vice Chair Cartier to conditionally approve (provided that all outstanding comments are satisfied) a Final Plat for The Terrace at Bulverde Village, Block 1, Lots 1-3, Approximately 3/4 of a mile west of Highway 281 on the north side of Bulverde Rd. Vote: Motion carried (7) ayes to (0) nays. 2.IV. Consideration of a Replat of Monteola, Subdivision II, Block 2, Lots 18-19, Block 1 Lots 29-30 Phase II, Block 4, Establishing Lot 18A and 29A. Motion: Vice Chair Cartier made a motion seconded by Commissioner Porter to conditionally approve (provided that all outstanding comments are satisfied) a Replat of Monteola, Subdivision II, Block 2, Lots 18-19, Block 1 Lots 29-30 Phase II, Block 4, Establishing Lot 18A and 29A. Vote: Motion carried (7) ayes to (0) nays. PUBLIC COMMENTS NOT RELATED TO POSTED AGENDA ITEMS Chair Hawkins opened the meeting for public comments not related to posted agenda items at 6:44 PM.
