MINUTES: Motion to approve the 06/14/2022 meeting minutes was made by Jamie Weiss/Marylynn Baker; Motion to approve the 07/12/2022 meeting minutes was made by Marylynn Baker/Jamie Weiss. Motions were carried with all in favor. OPEN COMMENT Maiben Park’s Splash Pad. Jamie Weiss mentions that the splash pad at Maiben was not working when he recently visited with his son. Jim Rabenstein shares that a component has been malfunctioning since the splash pad’s reopening last June. A new part has been on order since the problem was first discovered; maintenance crew are still waiting on its arrival. In the meantime, crew have been able to help it limp along with temporary fixes in between the splash pad’s kaput periods. Downtown Mural. Darla Chafe offers kudos to fellow board member Elizabeth Turman-Bryant on the ample progress made with the downtown mural project. Elizabeth says it is owing to the many helping hands. She adds that the muralist, Christen Mattix, will begin painting soon. OLD BUSINESS NEW BUSINESS CIP Budget & Projects Explained. City Administrator Greg Young joins the board meeting to share his insight on the city’s Capital Improvement Plan (CIP) and its capital budgets. Greg describes the two capital funds the city holds, funds “301” and “311”. The 311 holds capital funds primarily dedicated to Parks projects and is funded by real estate excise tax posed on the sale of real property (REET) and also Impact Fees (fees paid by developers of new residential dwellings). A time limit is not imposed by which municipalities must spend REET funds, however Impact Fees have an expiration period after which they must be returned to the payer if unused. Greg says that funding from real estate sales and development can be unpredictable, but it tends to fluctuate within a predictable margin which allows for projectable budgeting. An updated CIP budget is adopted by city council each year which forecasts a 6-year adaptable plan. He describes it as a valuable tool for planning. Parks’ 311 fund sits at roughly $1,800,000 currently. Greg shares that city council recently voted to “self-fund” a crucial renovation to Burlington’s fire station with an estimated $2,500,000 project cost. The City’s intention is to borrow funds from itself to cover the cost and then repay with interest over a period of time. It is anticipated that an approximate $450,000 will be borrowed from Parks’ 311 fund as a result. 09/13/2022 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 5  A lengthy discussion ensues among those present regarding capital projects, funding for them, and prioritization. Concern is expressed about how the borrowing of 311 funds will impact long overdue capital projects in parks. Darla Chafe shares her thoughts about Burlington’s rapidly growing number of multifamily residential complexes and the resulting need for expansion of park space and services. James Stavig states that he would like to see the advisory board more involved in setting priorities for Parks’ capital projects. Greg says the time is now to hold those discussions since city council will seek to approve the updated CIP before year’s end. The board will hold more in depth CIP discussions at upcoming board meetings. Sarah Ward suggests workshops can be held as well if the board feels that would be beneficial. Greg will share a budgeting spreadsheet he developed for the 311 fund that will be helpful during the discussions. Jamie Weiss suggests each board member outline their considerations prior to the next meeting perhaps via SurveyMonkey. Elizabeth Turman-Bryant will take the lead in putting the survey together.
