MINUTES: Motion to approve the 08/09/22 meeting minutes was made by Marylynn Baker/Jamie Weiss. All are in favor; motion is carried. OPEN COMMENT Recreation Highlights. Sarah Ward briefly runs down some recent recreation highlights. She says over 450 children enrolled for BEYS, the City’s fall soccer program which is approximately 100 more than last year. Plans are underway to run a new 5th & 6th grade basketball camp in partnership with BESD elementary schools. Sarah was informed that the City’s RCO grant application was ranked 17th out of over 60 which puts us in the realm of award. Seattle Luchadore wrestlers will be hosted at B-EHS this coming Friday evening for “Luchadore Mania” in thanks to the Burlington Library Foundation. Shelley Johnstone offers a reminder to board members to join the fun on September 24 & 25 at Skagit River Park which is when the City’s reimagined harvest festival event, “B’Town Fall Fest” will take place. Boom Cart. Jim Rabenstein reports that one of the two new irrigation boom carts on order has been delivered. There are a few minor modifications that will be needed too the boom cart in order to make it function as needed at the playfields, but Jim feels that the modifications will be easily made. No word yet about when the second boom cart will be delivered. Downtown Mural. Elizabeth Turman-Bryant shares that the muralist, Christen Mattix has nearly finishing painting the new mural at the corner of Fairhaven Avenue/S. Anacortes Street. Christen is applying the finishing touch which is a coat of protectant from graffiti. Sarah Ward shares that she and Greg Young will meet with Christen soon to talk about a plaque they would like to order to commemorate the mural. A ribbon cutting ceremony is also in the plans. Visit to the Dog Park. James Stavig is happy to see the progress made with the new dog park at the Jack & Helen Doyle Memorial Park. He shares that after a recent visit to the park he was concerned that a pipe that will serve as a tunnel for visiting pups might be too small. Mayor Sexton took the comment as a challenge and demonstrated with good humor that the tunnel would be more than adequate by crawling through it himself. In response to a question asked by Marylynn Baker, Jim Rabenstein replies that the restroom building has still not arrived, but adds that he feels the circumstances causing the delay were beyond the manufacturer’s control. The latest estimation has delivery of the prefabricated building arriving 10/11/2022 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 5 in October. Jim comments that Travis Schwetz and his Streets Department crew have been invaluable resources for the minor adjustments that are inevitably needed as construction progresses. OLD BUSINESS NEW BUSINESS CIP Budget & Project Prioritization. Board members begin what will be the first of several deep dives into Parks’ capital improvement plan (CIP). The intention is to have a unified recommendation ready for council’s review of the updated plan which will span 2023-2028. As discussion progresses, members find that they reach an easy consensus. The top 4 priorities they feel funds should be allocated for are: 1. Finish SRP irrigation project, 2. Maiben Park, 3. Rotary Park, and 4. Jason Boerner Memorial Park. Board members would like to see focus shift to restoring or renewing key neighborhood parks. They were also in agreement that at the present time they would choose to reallocate moneys assigned for the community gardens and the pump track to those priorities. The meeting concludes with intent to continue the discussion at the October board meeting. Sarah Ward recommends using the next meeting to focus on priorities for the next year or two as the CIP is a living document that is intended to shift with needs or opportunities.
