UNFINISHED BUSINESS NEW BUSINESS Discussion: Maiben Park Concept Plans. MxM Landscape Architecture has developed three concept plans for consideration that illustrate options for Maiben Park improvements. MxM’s Brice Maryman presents the three plans to members of the advisory board members, city council and staff. After a brief round of introductions from those present, Brice Maryman begins the conversation by describing MxM’s tactics used to develop the contrasting plans. Each plan takes into consideration Maiben Park’s proximity to other civic spaces, namely Burlington’s Public Library, Parks & Recreation building, and Senior Center, and the intention of creating a sense of cohesion & connectivity. Each plan also includes settings for restrooms, a natural playground, basketball courts, spray park, and the potential for pickleball courts. After thoughtful discussion, option 2 - “The Braided Channel” receives consensus as the plan that strikes the best balance to build upon. Priorities: • Protect the urban forest by being cautious with amenities added nearby or within • Keep as many of the trees in the park as possible. Replace those that cannot be kept. • Include accessible features for varying abilities • Include topographical interest while maintaining line-of-sight priority • Incorporate open & unstructured green space for informal activities Other considerations: • Marylynn Baker offers a reminder that as the original donor, B-E Kiwanis should be made aware of changes to the spray park. Would they perhaps have interest in the updated version? • Is Maiben Park the right location for pickleball courts? Greg Young remarks that Grafton Park is another potential location which offers fewer worries over noise level. • Considering the popularity of the basketball courts, is it practical to remove the third court in order to allow for design elements? Keith Chaplin says he would prefer to see the “Headwater Plaza” area depicted on the concept plan repositioned to allow for keeping the third court. 12/12/2023 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 6  • Bump-outs and other traffic calming measures could be used to dissuade speeding concerns described by Jennifer Eddleman. • Weighing pros & cons of additional parking: − Addition of parking along Maiben Park’s Washington Avenue border is one suggestion from MxM, which would create approximately 35 new spaces. − Jamie Weiss remarks that the addition of more parking seems in opposition to a chief concern of council, that being walkability within the city. − Jim Rabenstein comments that that ideally any added parking space will not overwrite park area to any significant degree but he does feel that added parking will be important given the impact improvements to the park will likely have on parking for Senior Center guests. − Keith Chaplin would prefer to see parallel parking added along Washington Avenue rather than pull-in, feeling it is safer option in a park setting. Marv Pulst says he would recommend back-in parking, similar to that found at the dog park. − James Stavig likes the idea of strengthening Maiben Park’s connection to the Parks & Recreation building, feeling that the additional parking gained there would also benefit park-goers. • What type of restroom facility makes the best sense? The Portland Loo or a similar style is an attractive option which is noted for its resilience against vandalism and misuse. Jim Rabenstein remarks that if a traditional restroom facility is the choice, he believes doing away with individual units would be wise. James Stavig asserts that selecting the most appropriate type of restroom facility is an essential piece of Maiben’s renovations. Notables: • Christi Kinney supports the idea of covered basketball courts, feeling that this would expand options for recreation programming as well as benefit annual special event organizers who use Maiben Park. • Greg Young finds value in covered areas throughout the park offering parents respite while watching their children play. • Keith Chaplin would like to see the ‘Log Jam Hill’ play area depicted in option-3 incorporated into the next rendering. • In response to a question from Scott Green, Brice Maryman explains that the concept plans leave Maiben House access unchanged. • When asked by Anna Chotzen about budget, Brice Maryman responds that each plan could be completed for about the same cost. He adds that the direction chosen for the spray park will be a big driver of project cost. In response to a question posed by Marylynn Baker, he adds that each plan can be tailored to accommodate a phased approach. Next steps have MxM returning a revised option-2 concept plan which incorporates suggestions made at the board meeting/workshop. Brice Maryman estimates January as a reasonable expectation considering the quickly approaching holidays. Jamie Weiss would like to see December as the goal, feeling that time is of the essence on this long-awaited project. All are in favor; motion is carried. UNFINISHED BUSINESS Update on SOQs/Projects. Maiben Park. MxM Architects recently met with Sarah Ward and Jim Rabenstein to present initial drafts of 3 concept plans. The concept plans will be refined once staff have had an opportunity to review and offer feedback. Tentatively, a presentation of the 3 refined concept plans to the advisory board and council members is scheduled for November 14. MxM will be in attendance and available to respond to questions from board and council members. Rotary Park. Marv Pulst reports that one of the required tasks as an RCO grant recipient is a site evaluation for culturally significant artifacts. The Request for Qualifications from cultural resource consultants was launched in early September with a deadline for submittal on October 2. Marv says now that he has returned after a week away, he will connect with City Engineer Brian Dempsey to review the 3 submissions received and ultimately select the best qualified firm to perform the evaluation. The Focus Group who helped guide the grant submission will reconvene on Wednesday evening, October 11 to offer insight on best practices in creating a fully inclusive playground facility. The Group is comprised of community members with particular knowledge of the needs of differently-abled people. NEW BUSINESS STAFF REPORTS Recreation Report. Sarah Ward reports on Recreation highlights over the last month: • B’Town Fall Fest was a tremendous success with very positive feedback received; • 5th/6th Grade Boys Basketball registration is going well with 59 students currently registered; • Youth fall soccer is off & running smoothly with over 450 registrants and 50 teams. The regular season began on Saturday, September 9 and will conclude on Saturday, October 28. Teams from the U11 & up divisions will compete in the County’s End of Year tourney on November 4. 12/12/2023 Parks and Recreation Advisory Board Agenda Packet - Page 5 of 6  Orlando Macias comments that he and his family had a great time at the fall festival. He suggests beefing up its marketing. Orlando adds that an acquaintance at Home Depot expressed interest in donating equipment/supplies for the 2024 event. Marylynn Baker asks if roadway improvements to help ease parking & traffic flow concerns during large events is a priority. Jim Rabenstein answers that adding a roadway which runs east-west behind the Cedars housing complex is intended. Marv Pulst says that design of the exit-only road is on Engineering’s to-do list and will likely be incorporated into the city’s annual paving program. OPEN COMMENT Project Timeline. Jamie Weiss asks whether a milestone timeline has been prepared for the Maiben Park project, as requested. Marv Pulst replies that he would prefer to get through this initial phase of concept plan development before establishing a timeline. A concept plan will help to inform decisions regarding prioritization of the various improvement components. Jamie, Marylynn Baker, Karly Gruendle, and Jennifer Eddleman express their frustration over what they perceive is lack of progress. Pickleball Courts. Marv Pulst reports that concerns over the noise pickleball play generates in a residential neighborhood have been raised. Worries have surfaced from a few Burlington residents as well from municipalities experiencing legal action because of noise complaints. Staff will evaluate further before dedicating resources to the Maiben location. Board members express their concern that the pause over pickleball courts will impact progress with other Maiben Park improvements.
