All in favor; motion is carried. UNFINISHED BUSINESS NEW BUSINESS Rotary Park Playground | Preliminary Design. Sarah Ward presents two playground design options created by Buell Recreation – Option A, Option B. She asks board members to evaluate the two options in hopes of achieving a recommendation for council’s consideration at their 12/14/23 meeting. Ultimately, if authorization to proceed is given by council, staff can pursue an agreement with Buell that will sidestep an expected 4% price increase taking effect in January. Cost estimate with Option A is $625,792.40 and with Option B is $738,695.14. The estimates include the play surface material, a variety of play-elements selected specifically for their high degree of accessibility, and installation. The primary difference between the two options is the number of play elements incorporated into the design. Both options fit within the roughly $1,200,000 budget while still allowing for other project components (restrooms, walkways, landscaping). Three surface types were considered during design conversation: poured in place rubber, astro turf, and rubber tiles. Since the price point is similar with all three types, focus is be directed solely on the attributes of each type as they relate to this project. Staff have selected rubber tile surfacing as the most feasible for this project as it is easily accessible to all abilities, is reliable in all weather conditions (permeable; heat resistant), and is simplest to fix if tiles become damaged, vandalized, or worn. Sarah mentions that nearby examples of the tile surfacing can be found at Bellingham’s Cordata Park and Sunnyland Elementary School. Jamie Weiss enquires with Marv Pulst whether any construction challenges seem more probable in either of the design options. Marv says no, none that he can foresee. Sarah shares that she prefers Option B as the play-elements it offers do a good job of capturing the desires expressed by the inclusive playground focus group. Jim Rabenstein agrees, Option B feels like the best fit for the City’s ambitions. Board members discuss the options presented and ultimately agree that Option B is their preference with the understanding that some play-elements may change as design conversation proceeds, but the $738,695.14 price will not be exceeded. 01/09/2024 Parks and Recreation Advisory Board Agenda Packet - Page 3 of 4  Karly Gruendle/Jennifer Eddleman make a motion to recommend Design Option B to council. All are in favor; motion is carried. James Stavig asks whether there will be any other grant opportunities in the near future. Sarah says that since RCO operates on a 2-year cycle for grants, there will not be another opportunity from them for this particular project, but there is the potential for support from community businesses or service groups. She adds that there are several RCO grants that could be of interest to the City in 2024, however it would require reallocating staff priorities in order to make time for RCO’s demanding and labor intensive grant process. James suggests that working with a grant consultant might be a consideration. Next steps will include a decision on a restroom facility. The Portland Loo style is still a strong contender. STAFF REPORTS OPEN COMMENT Baseball Fields Irrigation. Jim Rabenstein shares that the addition of pop-up irrigation at Skagit River Park’s North Diamonds is nearly complete. Work remaining is to connect the pump and backfill ditches. Contractors will return mid-February to hydroseed. Rotary Park’s Volleyball Courts. Jim Rabenstein reports that his crew has completed the setting of the new standards and delivery of 100yds of fresh sand at Rotary Park’s volleyball courts. This work was made possible by a grant award from Burlington Lodging Tax. Retirement. Jim Rabenstein has set his retirement date. January 19, 2024 will be his final working day at the City. The January 9 meeting will be his last with the advisory board. Pickleball RFQ. Jamie Weiss asks about the status of the RFQ. Marv Pulst answers that a designer has been selected, however the project is on hold until a suitable location can be identified. Parks & Rec Building Renovation. Jamie Weiss asks for an update on renovations to the Parks & Rec building. Marv Pulst responds that after several conversations with the architects, the modest renovations initially planned will cost significantly more than estimated. Marv plans to revisit the topic with council to determine their wishes for next steps. ADJOURNMENT: Vice-Chairperson Marylynn Baker adjourns the board meeting at 7:00PM.
