Call to Order/Roll Call John C. Thompson called the meeting to order at 6:32 pm. Present: Greg Sled, Mike Nash, Matt Moudy, John C. Thompson, Tricia Ambeau, Adam Noble Maggie Cope. II. Minutes of Regular Meeting The minutes of the regular meeting held on September 17, 2019 were presented. MATT MOUDY MOTIONED TO ACCEPT THE MINTES OF SEPTEMBER 17, 2019, SECOND BY GREG SLED, ALL VOTED AYE. III. Financials September 2019 financials were presented. General Director Travis Young stated that the utility fees have decreased due to the installation of digital meters. The community center’s meter has not yet been replaced. The new website with CivicPlus is currently being structured and will include ADA access to the site. The company specializes in Government operations. Pool chemical expenses are high due the high temperatures in September. Overtime wages will be paid out in October. Grants will be paid out soon and will decrease the current revenue over $100,000.00. Commission Tricia Ambreau asked it was possible to include the Spanish language on the website. Concession revenue is a little off due to the large amount of back stock. GREG SLED MOTIONED TO ACCEPT THE FINANCIALS AS PRESENTED, SECOND BY MATT MOUDY, ALL VOTED AYE. IV. Programs Program Director Lorenzo Mendoza stated that registration for youth wrestling is being held with 62 already registered in the program. Basketball registering is also registering currently. The programs are now a member of National Alliance of Youth Sports. Unfortunately, the competitive league will not be played due to lack of participants. Staff met with coaches from the high school to make some changes on rules to comply with USA basketball standards and have the coaches hold some clinics for volunteer coaches. Football – Only a couple of weeks left with the Super Bowl scheduled November 9 th. Overall this was a good season. Flag Football – No report. Lorenzo will reach out the association for a report. 103  Youth Cheer – Everything is going well with better communication with youth football. Commission Tricia Ambreau asked if the group had accommodations for special needs individuals. BMX – Heather Phillips presented the report. They are down to the last two months of the season and are seeing an increase in riders. Races are held every Thursday evening and on Saturday’s. Soil Tack has been applied on one stretch. The entire track has not been put down yet but will be done soon weather permitting. General Director Travis Young explained the working relationship between the parks and the associations to the new members of the commission. V. Construction/Facility Update General Director Travis Young gave an update on the bike trails proposed at Cabot Regional Park. The International Mountain Bike will do a site visit on 11/19/19. Mr. Young suggested that the parks hold a public meeting on that same day to allow citizens to ask questions while the group was in town. Stage 1 of 3 has be completed on the baseball fields with the installation of the turf. Progress going well and weather permitting, the grid system will be put in place. The Aquatic park ended the season with the Doggie Dive with 68 dogs taking part. The pool was drained and the last of the leaks has been repaired. Over seeding on the football fields has started. October 29th Travis Young will meet with the grant committee involving the project on Richie Road. VI. Old Business None VII. New Business Field Donation – The park department was approached about waiving field rental fees for a benefit tournament. The fields are under construction to install the artificial turf and the commissions feels that it would not be in the best interest of all involved to approve rental on fields that may not be ready for play. Using tax dollars to pay expenses for a benefit tournament was discussed. The commissions suggested looking at other park departments as to how they handle such requests. 104  General Director Travis Young asked for commission members to volunteer to serve on the budget committee. John C. Thompson, Nick Whitaker, and Tricia Ambeau will serve on this committee. VIII. Community Input Matt Webber spoke on behave of Cabot City Beautiful and the Lions Club to thank the staff of Cabot Parks and Recreation for “bending over backwards” to help the groups anytime they are asked and wanted to let them know how much they are appreciated. Commissioner John C. Thompson said he spoke with Cabot High School Coach Scott Reed who stated that the school coaches would gladly help with any programs if needed. The joint usage agreement between the parks department and CPS is now a five-year agreement. Commissioner Matt Moudy stated that he was asked by the mayor to step down from the Park Commission and accept an appointment to the Planning Commission. IX. Adjournment JOHN C. BUSINESS ITEMS: Staff asked to sole source the clarifier drive replacement since no bids were received. A motion to approve sole sourcing the specialized equipment to Water Technology Equipment in the amount of $129,000, 2nd by Jim Burk. Motion Carried Unanimously. The cost was not included in the 2019 budget; therefore, a motion was made by Bert Mayer to amend the 2019 budget to increase by $129,000, 2nd by Richard Gray. Motion Carried Unanimously. Discussion on bid award for water and sewer pipe materials for Hwy 321 project. A motion was made by Jim Burk to award vendors on lines items, 2nd by Richard Gray. Motion Carried Unanimously. Gina Jones gave roll call. Minutes- The Commissioners reviewed the minutes for the September 2019 meeting. Motion to approve was made by Jay Lallu, with Brian Knowles making the second. The commission voted. September 2019 minutes were approved. Financial Report- The Commission reviewed the September 2019 financial report. Jay Lallu made a motion to approve the financial report, with Brian Knowles making the second. The financial report for September 2019 was approved. Funding Request – Coach Scott Reed was here with Kasey Wylie and Tony Thurman, all from Cabot High School requesting $5,650.00, because they are hosting the 6A State Volleyball tournament at the end of October. We will be bringing in lot of teams from out of town that will be staying overnight. The biggest expenses are our hospitality and items for our goodie bags. Motion to approve was made by Jay Lallu with a 2nd by Norma Naquin and it was approved. Chamber Report – Amy Williams stated that Cabotfest was a huge success. The weather was the best since Amy has been here. She heard businesses talking that they were swamped due to Cabotest and that was great. We had lots of volunteers to make it happen. Lots of vendors and the food trucks did great. Gina Quattlebaum said it was busy, but a great day and everyone seemed happy. We don’t have exact numbers, but there were A LOT of people. Our entertainment reached out to us afterwards with compliments of how everyone here helped. We have a ribbon cutting on Friday for Shiver Shack Snack Shack. The VIP event at the hospital is Friday night and their ribbon cutting is at 10:00AM Monday morning, when they open up. The groundbreaking for the Crestview Assisted Living Facility is the 30th. Cabot Parks & Rec – Travis Young was here. He said that fall sports are winding down. We do have basketball registration is going on and we already have over 140 kids. Wrestling registration is going on too and we currently have 49 kids and we had 70 kids last year. We are trying to get to 100 kids this year and will be the largest in the state of AR. They have completed the first phase of the turf project. Travis asked if the A&P Commission would start paying on what they agreed on. We had 78 teams here for the baseball state tournament. They are about to install the LED lights on the walking trail on Richie Road. Memberships are holding steady and its business as usual. The beverage cart seems to be a huge success at the ball park. General Discussion- Jeff Green was here from Ellis, Tucker & Aldridge to go over the A&P audit. Cash was up this year. Revenues were good. Everything looked good and it was a clean audit. Tommy went over the names to possibly fill the open A&P seat. They were Buddy Merritt, with Mean Pig BBQ, Nelson Lively, with Dairy Queen and Candace Tomboli, with Chef Candace. Ed Long made a motion make a resolution to approve Candace Tomboli, with a 2nd by Norma Naquin. All voted and she was approved as the one to submit to the mayor in a resolution. Clint McGue mentioned there is a business that we continue to have issues with them not paying their taxes. It is JoJo’s and they have not responded to the letter. The commission said to move forward with the final letter. The food truck vendor ordinance was discussed and the fact that the enforcement potion of the ordinance was not followed through at the Food Truck Frenzy. A vendor was allowed to set up without an A&P permit at that event, that had been on the past due list since June and should not have been allowed to set up. The organizer of the event was aware and allowed him to set up anyway. It was discussed that a few “tweaks” may need to be made to the ordinance and that Phil Weaver with Kona Ice, was planning to come to the city council meeting on Oct. 21st to give his perspective from the food truck side. 110 The next A&P meeting will be November 19, 2019. As such, the preliminary plat will need revisions based on the outcome of this request,  If approved, additional notations on the plat specifying the waivers requested, code reference, as date approved;  If not approved or partially approved, adjust roadway cross sections as applicable based on degree of waivers applied to the project UDC Section 5.5.2 regarding required half-street improvements may only be waived if one or two conditions are met. 1) The development entails four lots or less; or 2) The public roadway is not slated for future improvement. Given that the State Statute allows Cities’ to plan and implement improvements in their defined Planning Area Boundary, requiring half-street improvements in line with adopted Mater Street Plan is warranted here. This is especially the case given that an increase in development beyond the ‘Phase 1’ (as platted) area is likely in the future, which will result in increased utilization of the local road onto the minor arterial (Mt. Tabor Road). Otherwise, an In- lieu contribution may be requested to Municipal Services; Temporary easement must be placed on preliminary plat for purposes of fire/safety apparatus to service the lots as platted; water service confirmation letter from Grand Prairie Bayou prior to final plat approval; unless the applicant can demonstrate otherwise, the use of ADS (HDPE) materials may not be used to convey stormwater underneath roadway. AS recommended by engineering review, reinforced concrete should be utilized instead, and noted as such on the plans street layout and cross section; plans must be revised to show the installation of additional inlets upstream from Mt. Tabor Road; move fire hydrant at the end of lot 17 to the lot line between lot 15 and lot 17; sheet 3 of 5/ Street Profile must be changed and edited accordingly from 50’ to 60’ R/W. c.
