A complete description of the services provided is included as “Exhibit A: Scope of Services.” Additional services to expand the Candlewood Drainage study are also included in the scope of services. We hope this project will improve the City of Cabot’s ability to assess needs for drainage improvements and to effectively administer future capital improvement programs. The fee for conceptual design services described in the scope of work shall be provided on a lump sum basis for $98,000. A task order form is attached to this letter, which when signed and returned to Halff, will serve as authorization to proceed with the described scope of work. The study area follows an open channel from the culvert crossing at the Union Pacific Railroad near the end of South Adams Street to the vicinity of South 6th Street. The study includes tributary areas to this channel. The study is more particularly defined by Tasks 1 and 2 (Data Collection and Survey & Existing Conditions Hydrologic and Hydraulic Modeling), and final deliverable includes a report with recommendations for future capital improvements. Task 1 - Data Collection and Survey 1.1 Data Collection and Review- Consultant shall collect and review relevant items to be utilized for the hydrologic and hydraulic modeling effort. Data includes, but is not limited to: • Most recent LiDAR terrain information • Stormwater GIS Inventory • Stormwater Drainage Basins (provided by City) • Existing FEMA Base Level Engineering Study 1.2 Limited Field Survey- Consultant shall determine the locations needed for field survey based on the data review. Anticipated required field survey includes, but is not limited to: • Roadway crossings (approx. 9 locations) – Measurements to verify dimensions and invert elevations • Open Channel cross sections of Drain 2 (approx. 10 locations) Task 2 - Hydrologic and Hydraulic Modeling 1) Hydrologic Modeling- Hydrologic analysis will be performed to generate flows and hydrographs for the 1D/2D Unsteady hydraulic model. City provided drainage areas will be subdivided to ensure adequate computational points and capture effects of significant hydrologic features such as culverts, major outfalls, railroad crossings, and other features. SCS Curve Number methodology will be used for infiltration and runoff parameters. NOAA Atlas 14 will be used for precipitation estimates for design storms. The hydrologic model will be executed for a range of storm events including the 5-, 10-, 25-, 50-, and 100-year storms. Results of the model will be reviewed/compared to existing models, if available. 2) Hydraulic Modeling- A 1D/2D, unsteady hydraulic model will be developed to estimate water surface elevations (WSEL) and flooding inundation for the simulated storm events. Channels and culvert crossings will be modeled in 1D and connected to the 2D surface. Page 1 of 3  Exhibit A – Scope of Services The model will reflect the most current terrain data and land use data for model parameters, including roughness values, obstructions, and ineffective flow areas. Culverts and storm pipes will be added to the model as needed based on GIS information and field survey data. The hydraulic model will be executed for a range of storm events including the 5-, 10-, 25-, 50-, and 100-year storms and compared to existing models, if available. 3) Identify improvement projects to improve drainage and reduce flooding within the basin. The proposed improvements may consist of detention and/or conveyance improvements including ditch widening, ditch cleanout, and culvert upsizing. Task 3 – Design Layouts and Estimates 4) Preliminary schematic drawings and estimates will be developed based on proposed improvement alternatives. 5) Final schematic drawings and construction budget cost estimates completed based on selected alternative(s). The study includes updating the existing conditions and analyzing additional alternatives. The study is more particularly defined by Tasks 1 and 2 (Existing Conditions Hydrologic and Hydraulic Modeling & Alternatives Analysis), and final deliverable includes a report with recommendations for future capital improvements. Task 4 - Hydrologic and Hydraulic Modeling 1) Existing Conditions Modeling- Update the previously developed 2-D HEC-RAS model to include the Wolfsbridge development. Incorporate the change in landuse and the detention pond within the development. The City will provide the development plans and proposed digital surface, if available. 2) Identify any potential downstream impacts to homes, roads, and drainage infrastructure from the Wolfsbridge development. Compare pre-development flows and water surface elevations to post-development. Task 5 – Alternatives Analysis Proposed conditions modeling will be performed for additional alternatives. Preliminary cost and feasibility will be performed for each alternative. The additional alternatives are outlined below: 3) Alternative 1 – North Channel. Extend proposed channel improvements from Lassiter Lane to Kerr Station Road. 4) Alternative 2 – Conveyance Improvements. Analyze neighborhood wide channel improvements and culvert capacity improvements. Determine the feasible level of service able to be provided through conveyance improvements only. 5) Alternative 3 – Regional detention. Analyze additional areas where regional detention could be located and determine potential benefits. 6) Alternative 4 – Buyouts. Determine feasibility and cost-effectiveness of buyouts in comparison to flood control projects. Identify if any locations would potentially qualify for funding.
