Additional meetings may be scheduled as needed. Information Available: Documents related to this meeting are available on our Meeting Portal or by contacting the City Clerk. After the agenda packet is distributed, any documents related to an agenda item are available for public inspection at City Hall. Brown Act" (California Government Code Sections 54950, et seq.) and pursuant to the City of Calistoga Committee Bylaws, City of Calistoga Code of Ethics, ordinances of the City, and applicable state law. How to Participate - Written Comments: To submit a general public comment or to comment on a specific agenda item, please direct your email to publiccomment@calistogaca.gov. To guarantee that your comments are received and distributed appropriately, the subject line of your email should clearly state “Active Transportation Advisory Committee,” along with the relevant agenda item, if applicable. Comments must be submitted at least four hours prior to the meeting start time to be included in the agenda and posted online. Comments received thereafter, will be made part of the official record and given to the Committee after the meeting. How to Participate - Oral Comments: In accordance with the California Government Code Section 54954.3, members of the public are permitted to address the Active Transportation Advisory Committee during the designated public comment period and in relation to any agenda item under consideration. Each participant has the option to provide their name for the record prior to speaking and will be allotted three (3) minutes for their remarks. The Chair reserves the right to limit public comments should they become irrelevant to the agenda item or if they are repetitive of previous statements. ROLL CALL Vice Chair Schmiderer called the regular session to order at 2.02 PM. MEMBERS PRESENT: [Vice Chair Schmiderer, Member Miller, Member Coudert, Member Capiel] MEMBERS ABSENT: [Chair Heth] CITY COUNCIL & [City Council Member Eisenberg, City Staff Fradelizio, STAFF PRESENT: City Staff Winitchai] 3. PUBLIC COMMENTS A resident spoke regarding a proposed medical facility project near View Road. The resident spoke regarding pedestrian access related to the project and requested that any pedestrian access be located on the north side of the property, rather than the west or south sides, to avoid encouraging additional parking and traffic on View Road. Concerns included:  View Road is a narrow, curving neighborhood street with limited sight distance.  The street already has pedestrian activity (walking, strollers, bicycles).  Additional traffic or parking could create pedestrian safety concerns.  The City’s Circulation Element identifies View Road as a local neighborhood street, not a through street. 4. AGENDA ITEMS Minutes Page 1 of 4 Page 5 of 8  Item #5.1. Active Transportation Advisory Committee March 13, 2026 6.1. Clinic Ole Active Transportation Plan Discussion Staff explained that the project is currently in a preliminary site plan stage and that conditions include constructing a continuous sidewalk from the property to Wappo Avenue to provide pedestrian access. Committee discussion included:  Potential pedestrian routes from surrounding neighborhoods.  The possibility of a crosswalk across Lincoln Avenue to connect pedestrians safely to the facility.  Consideration of traffic safety due to vehicle speeds and passing vehicles along Lincoln Avenue. Recommendation was made to investigate options to improve pedestrian safety in the area, including potential crossings or other safety measures related to the proposed project. Motion by Member Schmiderer and seconded by Member Capiel Motion Carried Motion Carried 6.2. Washington Street Bike Parklet Signage Proposal (Phase I & II) Updates were provided regarding artwork and design files.  The artist is currently working on converting artwork into vector files required for production.  A vendor designer could also convert the files at a rate of $100 per hour if necessary.  Rotary has requested final files by April 15 in order to proceed with production. Committee members, Coudert offered assistance with graphic tools such as Photoshop or Canva if needed. 6.3. E-Bike/Electric Scooter Safety Many parents may not be aware of California laws regarding helmet use and age restrictions.  Class 1 and Class 2 e-bikes are generally permitted for youth, while Class 3 bikes have additional restrictions.  Observations that young riders often travel without helmets or at high speeds.  Education efforts through schools, community programs, and local organizations were suggested. Potential actions discussed included:  Educational outreach through schools and PTA groups.  Community awareness efforts through local media.  Encouraging enforcement of existing state laws. Petrified Forest Flashing Bicycle Sign  A previously approved letter related to Bike Month activities will be included in the upcoming City Council budget session. 6.5. Napa Countywide Active Transportation Plan A Vice Chair Schmiderer attended the regional meeting regarding the 2026 Napa Countywide Active Transportation Plan and reported back to the committee. Discussion included:  Proposed improvements to bicycle infrastructure.  A recommendation from the Bicycle Coalition to add buffered bike lanes on Silverado Trail, particularly between Deer Park and Napa due to safety concerns.  Additional concerns about narrow shoulders and roadway conditions in the Calistoga area. The motion at the regional meeting to recommend adoption of the plan was approved. 6.6. Hotel & Resort Bike Stickers 6.7. Traffic Calming Proposal: Lincoln Avenue & Fair Way Updates were provided regarding discussions with transportation officials.  The project may require going through the ISOAP process, which could cost approximately $10,000. 6.8. Traffic Calming on Foothill Boulevard, from Petrified Forest to Lincoln 6.9. South Oak Street Bridge - Letter of Support Discussion Staff reported ongoing efforts to secure funding for the project. Funding sources include:  TDA-3 funds currently totaling $300,000 across two fiscal years.  Potential additional grant funding to complete project design. Further updates are expected following upcoming regional transportation meetings. 6.10. Discussion of the Street Hazard Reporting Software 6.11. Sidewalk Trip Hazards/Gap Closure The committee discussed ongoing concerns regarding sidewalk conditions and capacity. Members were encouraged to document issues and provide feedback to staff. Grant Street Multi-Use Path Staff proposed prioritizing Grant Street for repaving ahead of Washington Street due to:  Road condition and safety concerns.  Coordination opportunities with recent County pavement work.  The ability to align city and county pavement schedules. Motion: A motion was made to approve the ATAC letter supporting the Grant Street repaving project and forward it to City Council.
