Additional meetings may be scheduled as needed. Information Available: Documents related to this meeting are available on our Meeting Portal or by contacting the City Clerk. After the agenda packet is distributed, any documents related to an agenda item are available for public inspection at City Hall. Governing Law: The Fairgrounds Advisory Committee conducts all meetings in accordance with the "Ralph M. Brown Act" (California Government Code Sections 54950, et seq.) and pursuant to the City of Calistoga Committee Bylaws, City of Calistoga Code of Ethics, ordinances of the City, and applicable state law. From: Douglas Allan Date: Mon, Jan 19, 2026 at 4:00 PM Subject: Calistoga Fairgrounds update from Doug & Lana To: Lana Richardson Friends and Neighbors, I wanted to share some thoughts and a few concrete calls to action that we can all take to help ensure that the fairgrounds planning process progresses on an upward trajectory. As you may know, the city formed a Fairgrounds Committee that has been meeting to discuss how to move forward with the property. In my opinion, the committee could use some input from the community to help guide their process and direction. Having this committee formed is a meaningful step forward and creates a real opportunity for thoughtful planning if the committee is empowered to do its work fully. That said, the committee currently has a 12-month sunset provision in place which expires in March. Given the complexity and importance of this property, many of us believe that this self-imposed timeline is unnecessarily restrictive. A project of this scale deserves adequate time for due diligence, public input, and careful evaluation. One immediate action we can support is requesting that this committee be re-approved and that the sunset provision be removed so the committee can operate without an artificial deadline. Equally important is how the committee approaches its work. To that end, there are four specific actions we could encourage at this present stage: 1. Move from words to visuals Written descriptions alone make it difficult to understand what is being proposed. Diagrams, conceptual site plans, graphics, and other visual tools would allow the community to better engage with what the fairgrounds could actually become. We should ask that the committee recommend that we commission some visual aids to support the discussion. 2. Study the property in meaningful sub-areas Rather than treating the fairgrounds as one monolithic parcel, the committee should examine individual components such as 5- or 10-acre segments, the racetrack area, or different configurations of the golf course. This kind of granular thinking encourages creativity and more realistic planning. Page 4 of 18 Item #3.1. 3. Introduce reasonable ballpark costs We are not asking for final budgets or precise estimates. However, basic context such as cost per square foot, cost per acre, or demolition cost ranges would allow the community to evaluate ideas within a financial framework and compare alternatives more thoughtfully. 4. Assign clear leadership for public involvement Public input is central to the committee’s purpose, yet responsibility for coordinating community engagement has not been clearly assigned. Designating a committee member to lead this effort would help ensure consistent opportunities for input, such as reviewing evolving conceptual drawings, incorporating local knowledge about infrastructure, and gathering feedback on traffic and circulation. City staff and volunteers can support this work, but leadership should reside with the committee as part of its role linking the Council and the community. If you share these goals, I encourage you to respectfully reach out to the two City Council liaisons and Fairgrounds Committee members to voice your support for ideas like the above. Hearing from engaged community members helps empower them to take a more active and comprehensive approach. There is power in numbers so please take a few minutes to take action, even if it is simply forwarding this email to the respective official's email addresses listed below. Your opinion matters. This is a rare opportunity to shape a public space that will serve Calistoga for generations. A careful, transparent, and inclusive planning process is the best way to get there. Fair Advisory Committee, I would like to follow up on comments supporting the restoration of the nine hole golf course provided at your meeting on November 20th. The course would be a tremendous asset to the community as it is accessible by being in the center of the city. Young people could play as well as all members of the community. It could be used by the Calistoga High School golf team for practice. It would be a nice option for tourists as well as golfers in the Napa Valley. I believe it would be a valuable economic driver if marketed well. As I mentioned in my public comments, the course would be the third in the valley and was a fun course to play. It also was highly ranked in the community survey for future uses of the fairgrounds, In summary, I believe the course will be a benefit to the city and visitors. Thank you, committee members, for considering the potential value of the fairgrounds to residents and visitors alike. My name is John Gleazer. I’ve been a resident of Calistoga for twenty years. You, no doubt, have heard a variety of suggestions for the fairgrounds. But, consider the question: what is the potential value of Open Green Space to ALL our residents, particularly for working families in the surrounding neighborhoods? Are they to be denied access to a large area, as when, in the past, the golf course was fenced off and inaccessible to all but a handful of golfers? To deny access to all Calistogans who live nearby is a missed opportunity to benefit all residents. Consider the possibilities for the area that was formally occupied by a golf course. Consider the immense benefits to be enjoyed by all in our community if this area were a large public park. And note that we are in a town with a growing population. Consider…. • A park that encourages physical activity through playgrounds, recreational fields, and walking paths, aspects that promote physical health and enabling many social activities. • Consider a river walk from Heather Oaks to the public pool, the Boys and Girls Club, to Logvy park, to schools and beyond. There’s also room for a wide walkway parallel to Grant Street, safely away from traffic. • There can be access to green spaces with benches along wide walkways and picnic tables for social gatherings. Such open spaces offer a calming environment for relaxation and relief from the stresses of everyday life. • Such a large, conveniently located, central space means there’s room for a large dog park and a more accessible community garden, for fitness equipment along walkways, perhaps a perimeter running track, and, in the interior, a large grassy area for sports or summer performances. Page 7 of 18 Item #3.1. • A large, tree-filled natural park reduces the so-called "urban heat island effect" by lowering surface temperatures and offering shade and providing relief from summer heat. • A central park can also enhance our city’s attractiveness to tourists, and the RV park visitors in particular. It can boost nearby property values, and stimulate local economic activities in other areas of the fairgrounds. • By providing these healthy social and environmental benefits, a Calistoga Central Park can increase the overall resilience of Calistoga to increased population density and climate extremes. We know there are some with sentimental feelings for the return of a golf course, but restricting such a large area to a handful of golfers is a bit unfair, considering all the potential benefits that a creative, imaginative park plan can bring. And, everyone knows, there already is a fine golf course just twenty minutes down the road in Yountville. But here you have an opportunity now to advance a plan with far greater value for the ENTIRE Calistoga community. Thank you. John Gleazer Calistoga Page 8 of 18 Item #5.1.
