CITY OF CALISTOGA GREEN COMMITTEE REGULAR MEETING MINUTES October 10, 2023, Calistoga Community Center 1307 Washington St. Calistoga, CA 94515 1. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. APPROVAL OF MINUTES 3.1 Draft Minutes from September 12, 2023, were approved unanimously. 4. NEW BUSINESS 5. OLD BUSINESS 5.1 Foodware Ordinance Implementation Update Chair Maillard presents the Q&A document for Foodware and Waste Reduction. Discussion ensues about what happens when a restaurant will not be able to obtain complaint foodware and how the code will be enforced. Discussion ensues about visual graphics posted to help businesses comply with the foodware code. Committee member Pease agrees to reach out to Sebastopol to request if the City of Calistoga can use the graphics. Discussion ensues about how to prepare the businesses that are currently not in compliance. Discussion ensues about composting ordinances in other municipalities that require all residents and businesses to have a compost bin. City Manager Sniderman agrees to check to see if it is possible for the City to have a similar ordinance. Committee Member Pease requests reimbursement for the purchase of the green bins and charge for a certified letter to the owners of the Bank of America to put samples in the window. Committee Member Pease brings up the three bins for the City. City Manager Sniderman answers by saying that the budget is being updated in January and it is on the list to be added to the budget. The collection of the bins is also an additional charge that will need to be considered. 5.2 Downtown Bicycle Parking Project Update Vice Chair Gleazer reads a public comment that he composed which was read at the last City Council meeting. Discussion ensues about the number of bikes that could be accommodated by the racks. Cal Trans may need to be involved in the permitting of the project since it is within their authority, but the footprint will not increase. Discussion ensues the parklet’s original approval. Vice Chair Gleazer suggests decorating the outside of the parklet with a mural of bikes or hanging flowerpots. A motion by Chair Mailliard to request formal approval from ATAC for a bike rack of up to 32 bicycles is seconded by Committee Member Pease and approved unanimously. Page 4 of 7 Item #3.1. GC Meeting Minutes October 10, 2023 Page 2 of 2 5.3 Elementary School Project Update Committee Member Franquelin announces that because of the lack of transportation, project cannot move forward. It is agreed that the school district should exhaust their options to provide transportation before the committee moves forward with the idea. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION Chair Mailliard asks about current city standards for lighting for new construction. Staff member Clark will send the section of the General Plan that mentions the Dark Sky regulations. Discussion ensues about how the focus of light pollution fits within the scope of the Green Committee’s task to implement the current Climate Action Plan. Committee Member Pease asked staff member Clark to send a link to the video of the seminar that she attended recently. Staff member Clark is instructed to ask Committee Member Butler if there is anything that she would like to have on the agenda for the next meeting. 7. Effective date March 20, 2024 The City of Calistoga is committed to reducing the significant impact of plastic and other food packaging pollution on climate change, wildlife, landfill, litter, the local economy, and the health of future generations. In support of that commitment, on March 21 of this year, the Calistoga City Council passed a Foodware & Waste Reduction Ordinance governing single-use foodware and food packaging, which will take effective on March 20, 2024. Compostables will be required for most single-use items, and recyclable products for the rest, with very few allowed exceptions. Further, there will be a total ban on all polystyrene. It is important to note that definitions for “compostable” and “recyclable” are based on the capabilities of our local disposal agency, and not as defined by foodware manufacturers or distributors. You, the suppliers of the products in question, are critical to this process. Attached are two succinct documents designed to inform and support you as you support Calistoga’s restaurants and other food vendors in making a smooth transition. • A Summary of key points of the new legislation. • A Frequently Asked Questions page for both merchants and suppliers.
