Committee Members present: Chair Antoinette Mailliard, Millie Pease, Vice Chair John
Gleazer, Jenna Franquelin, and Cynthia Butler
Absent: None
Staff members present: Lauren Clark, Sandra Meyer
2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA
Sandra Meyer introduces herself as the Interim Planning and Building Director, and
staff member Clark announces that committee member Butler has discovered grant
funding for City compost, recycle and trash bins. She has also researched the
opportunity to utilize Sonoma State students as interns for certain projects.
3. APPROVAL OF MINUTES
3.1 Draft Minutes from October 10, 2023, were approved unanimously.
4. NEW BUSINESS
4.1 Review of 2023 Goals and Discussion of 2024 Goals
Chair Mailliard begins the discussion of the 2023 goals for the Green Committee.
Discussion ensues about what has been accomplished and what priorities changed
over the past year. Staff member Clark asks the committee members to submit goals
they would like to add to the list for 2024. Discussion ensues about ideas that each of
the committee members has for calendar year 2024. The discussion will continue at
the next meeting after the committee members submit their ideas via email to Chair
Mailliard.
5. OLD BUSINESS
5.1 Foodware Ordinance Implementation Update
Staff member Clark presents a flyer for the Foodware and Waste Reduction with a QR
code to the info page on the city website. Committee member Pease reports that she
is asking businesses for testimonies about the Q&A sessions hosted by the
committee. Discussion ensues about having another workshop on January 4, 2024.
Discussion ensues about inviting the Code Enforcement Officer to better understand
the code amendments.
5.2 Downtown Bicycle Parking Update
Vice Chair Gleazer reports that he met with Director Rayner last week and submitted
the proposed plans. He has not received a response from Director Rayner and
requests better communication between the City and the committee. Vice Chair
Gleazer agrees to meet with staff member Clark and Interim Director Meyer to discuss
the matter further.
5.3 Chair Mailliard adds an item to the agenda to discuss the City’s compliance with
the Dark Sky regulations. Committee member Franquelin reports on her investigation

into noncompliant lighting (Dark Sky regulations in the General Plan) on City owned
property. Discussion ensues about when a standard or code can be enforced.
5.4 Chair Mailliard adds to the agenda, committee member Butler’s report on her
research the three bins for City property. Committee member Butler announces that
grant funding is available from Napa County, for three bins on city properties and
public right of way. Amanda Griffis is applying for the grant funding on the City’s behalf.
Public Works just needs a formal bid. Committee member Butler will continue to
update the committee on the progress of the grant. She also provides a report on her
research on using interns from Sonoma State University to with city projects. Staff
member Clark will find out what is already in place for the City to hire interns.
5.3 City Vehicle Anti-Idling Ideas
Committee member Pease reports her research on idling regulations. Discussion
ensues about the amount of emissions that idling produces compared to starting up a
vehicle.
6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION
Discussion ensues about adding recommendations to the newspaper. Staff agree
that this would not be under the prevue of the committee.
Committee member Pease requests that staff find out the possibility of moving the
Green Committee meeting time to later in the evening to allow those who work a
daytime position to join the committee or attend the meetings.

The meeting adjourned at 4:31 PM.
