PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. APPROVAL OF MINUTES 3.1 Draft Minutes from November 14, 2023, were approved unanimously. 4. NEW BUSINESS 5. OLD BUSINESS 5.1 Foodware Ordinance Implementation Update Committee member Pease has updated the list of foodware suppliers. Staff member Clark has emailed the letter and supporting documents to the suppliers to all on the updated list. She will post the updated list to the city website. Discussion ensues about visiting each of the restaurants to invite them to the last Q&A session on January 4, 2023. Each of the committee members agrees to visit a couple of the restaurants on the list. Discussion ensues about inviting the Code Enforcement Officer, Dan Cahill, to the workshop. Committee member Pease reads off the letter to the editor that she plans to send to the Tribune. A motion by committee member Pease for the letter to be endorsed by Green Committee is seconded by committee member Butler and approved unanimously. 5.2 Downtown Bicycle Parking Update Vice Chair Gleazer reports that he has spoken with the Active Transportation Advisory Committee, and the chair of the committee agreed to add the topic to the next meeting in February. He also proposed the idea to the Napa County Bicycle Coalition and the Napa Vine Trail Coalition. Discussion ensues about the next steps to help the project move forward and how to improve communication between the committee and staff. 5.3 Update on Grant Funding for City Trash Bins Committee member Butler reports that she has not heard back from Anna at Public Works. She also reached out to Amanda Griffis, but she has not received any proposals yet. Discussion ensues about the next steps. 6. RESOLUTION NO. 2022-054 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALISTOGA, COUNTY OF NAPA, STATE OF CALIFORNIA, RESCINDING RESOLUTION 2015-007 AND DEFINING THE GREEN COMMITTEE'S ROLE, DUTIES AND RESPONSIBILITIES, AND GREEN INITIATIVES FOR FY 22/23 WHEREAS, on September 6, 2011, the City Council adopted Resolution 2011-092 establishing the Calistoga Green Committee and defining its role, duties and responsibilities and in support of the City Council's Climate Emergency Declaration (Resolution 2021-063) supporting a goal of net zero climate pollution by or before 2030; and WHEREAS, on December 5, 2013, the Green Committee forwarded a recommendation to the City Council to revise its meeting time and date; and WHEREAS, on January 6, 2022, the City Council adopted Resolution 2015-007 re- defining is role, duties and responsibilities; and WHEREAS, on May 27, 2022, the Napa County Climate Action Committee unanimously supported a Regional Climate Action Plan (RCAP) and that, as committee members, Calistoga Mayor Chris Canning and Councilmember Gary Kraus supported the RCAP process. WHEREAS, the City Council desires to continue a Green Committee to advise and make recommendations to Council on how to best refine the Calistoga Climate Action Plan and implement the RCAP, and work towards an environmentally-sustainable community; and WHEREAS, in order to coordinate the RCAP process and local climate initiatives, it is necessary to re-define the Green Committee role, duties and responsibilities accordingly. NOW, THEREFORE BE IT RESOLVED, that the Council rescinds Resolution No. 2015-007 and adopts this resolution re-establishing the Green Committee and adopting the following provisions as it relates to the Committee's membership, terms of office, duties and responsibilities: 1. MEMBERSHIP: The membership shall consist of a minimum of three (3) core members appointed by the City Council. All members shall reside within the Calistoga Joint Unified School District and preference shall be given to individuals with expertise in sustainability. The City Council shall appoint additional members to the Committee as deemed necessary based on expertise needed to fulfill the objectives and implement desired programs. 2. TERM OF OFFICE OF MEMBERS: The term of office of all members of said Committee shall be two (2) years terminating on the first day of January; provided that at least two (2) members' terms terminate on an alternate year than the third member's term. Each member shall serve at the pleasure of the Mayor and the City Council until his or her successor is appointed and qualified. 3. VACANCY: Vacancies on said Committee, for whatever cause, shall be filled by the City Council. Any member missing three (3) consecutive regular meetings without approval of the Committee shall be deemed as having vacated his or her seat on the Committee. Page 6 of 15 Item #4.4. OFFICERS OF THE COMMITTEE: The Committee shall select one of its members as Chairperson and one of its members as Vice-Chair whose terms of office for said positions shall be one year. 5. OFFICES OF THE COMMITTEE: The Committee shall meet at 3:00 pm on the second Tuesday of every month at Calistoga City Hall, Administrative Conference Room, 1232 Washington Street, or such other time and place as the Committee may establish from time to time following proper notice. Special meetings of the Committee may be called at any time by the Chairperson, or by any two (2) or more members of the Committee, by providing notice of said meeting as required by law. 6. ORGANIZATION AND PROCEDURES: The Committee may make and alter rules and regulations governing its organization and procedures not inconsistent with the provisions contained herein or any ordinance of the City. The Committee is subject to and shall comply with the requirements of the Brown Act (Gov. Code §54950 et seq.). Minutes of the Committee meetings shall be action minutes. 7. STAFF TO THE COMMITTEE: The City Manager shall appoint an officer or an employee of the City who shall act as Secretary to the Committee and who shall provide clerical assistance. 8. DUTIES AND RESPONSIBILITIES OF THE COMMITTEE AND GREEN INITIATIVES FOR FY 22/23: The Committee shall advise the City Council on matters relating to policies and programs which will serve to help create and implement the Calistoga Climate Action Plan and any future Napa County Regional Climate Action Plan, and other sustainable programs identified by the City Council from time to time. For FY 22/23 Green Initiatives will be: Climate Action Committee Membership; GHG Inventory; Leaf-blower rebates; Food Ware Ordinance, Administrative (City staff, printing, mailing, etc.) and other initiatives upon advisement to, and direction by, City Council. BE IT FURTHER RESOLVED, that it is the intention of the City Council that the Green Committee shall function in an advisory capacity and shall not be an administrative body, and shall be funded through General Fund account 01-4107-4568.
