Free Wednesday” that will take place on Earth Day.

3.1 Draft Minutes from December 12, 2023, were approved unanimously after a few
minor edits.

A motion by committee member Grove to nominate Antoinette Mailliard as Chair
and John Gleazer as Vice Chair is seconded by committee member Birge. The
motion carries 4-0.
4.4 Green Committee Goals
Chair Mailliard presents a list that she has created as ideas for goals. Discussion
ensues about the current goals that the committee has been working on for the past
year. New ideas are suggested, including education in schools about composting.
Discussion ensues about the Local Climate Action Plan. Discussion ensues about
the status of the EV charging stations within the City.
4.5 Request to Change Green Committee Meeting Time to Every Second Tuesday
at 3:30 P.M.
A motion by Chair Mailliard is seconded by Vice Chair Gleazer and approved
unanimously.
4.6 Adoption of 2024 Green Committee Meeting Calendar
A motion by Chair Mailliard to approve the Green Committee Calendar is seconded
Vice Chair Gleazer and approved unanimously.
5. OLD BUSINESS
6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION
Chair Mailliard requests to discuss the implementation of the Foodware Ordinance.
Discussion ensues about the progress including a Q&A session, mailings to local
businesses, and letters to the editor.

Vice Chair Gleazer requests to discuss the bike parking plan. He provides an update
on the progress of the plan including his presentation to the Active Transportation
Committee, Napa County Bicycle Coalition and Napa Vine Trail Coalition.
Discussion ensues about the need for City staff support and approval so it can be
presented to City Council.
Vice Chair Gleazer inquires as to how one reports gas leaf blowers. He agrees to
send any complaints to City Hall for, so the complaints can then be directed to Code
Enforcement.
The committee requests a discussion about planning an event for Earth Day or the
Saturday before.

To the Editor of the Calistoga Tribune:
With just a month to go before the Calistoga Foodware & Waste Reduction ordinance takes
effect on March 20, we want to thank all the restaurants, groceries, food trucks, and B&B’s that
have made important changes already.
The new code requires the use of reusable foodware only for dining-in, and compostable
foodware for take-out, with some defined exceptions where recyclables are allowed. Clamshells
for take-out and leftovers, as well as straws, must be made of compostable natural fiber.
Utensils too must be compostable, which includes bamboo, wood fiber, cardboard, sugar cane,
and wheat. While many food vendors are already on board, by March 20 all must be in
compliance.
Calistoga is leading the way in the Napa Valley, opening the door for the County and other cities
to take similar action. Thanks to our community, to the City Council, and to all our local food
vendors for doing your part in preserving our beautiful planet for future generations.

In Town Bicycle Parking
A Bicycle Friendly Town
Why have a central bicycle parking place? Because it is a useful, practical and a visual feature that
implies an endorsement by the city for this healthy and sustainable mode of travel. If we can leave
the car at home, why wouldn't we want, if it is a reasonable option, to ride to town on a bike and get
some exercise in the process? As someone with a bike, wouldn't you feel good knowing there is a
central parking place for you with lots of space? And from there you could visit the stores, your
downtown, see some neighbors, see some things about downtown you didn't know or walk along and
encounter things of interest just by happenstance. Visitors to the Farmers’ Market on Saturdays will
appreciate it. Hotels can direct their bicycle riding guests to it.
The document that follows suggests an economical plan, reviewed and approved by Calistoga's
Green Committee, for just such a parking area reconfigured from an underutilized and former
"park-let" built during the height of covid. Providing this element in our community, makes it a visible
characteristic of who we are, that bicyclists have a role in our community and a place downtown
where they can reliably and conveniently park. This can be done without impacting any existing
parking or sidewalk space.
Many of the current bicycle stands are single, not for convenient for use by a group of cyclists, a
family or a group from an hotel or with a touring group. Groups will prefer a parking place where the
entire group can park. The Vine Trail will certainly bring more individual and group riders. It’s a good
plan to have an easily recognized location where they can all secure their bikes.
The parking structure inself (formerly a city parklet) will need signage and an appearance that
integrates well with the Lincoln Avenue aesthetic. The high quality interior racks will offer a means to
secure any bicycle confidently with a cable or U-lock.

Notes
Most bicycles are about 70” in length or less, with handlebars as much as 30” wide.
The illustrations shown in this document present the general idea. Detailed blueprint style drafts may be
required before the modification can take place.
Potential enhancements:
1. Solar lighting on inside walls.
2. Bright, colorful paint; perhaps the Art Center or other organization has an interest in painting a mural
with a bicycle or ATAC theme on the outer walls.
Summary
The well constructed city owned parklet built in the covid period sees very little usage and is not adjacent to
any food/beverage serving business. Repurposing to allow parking for multiple bicycles will eliminate the
scattering of single and smaller bike parking structures spread about the same central area, giving a cleaner
and more easily recognized spot for bike parking.
Few modifications to the old parklet are necessary. All that is needed is that the existing parklet bench be
removed and a large bicycle rack be placed inside along the long wall adjacent to the street. A small section of
the smaller end walls wiil be removed to allow easy ingress and egress without impinging on sidewalk traffic. A
grate is to be placed there at both entrances at an angled slope from floor edge to road pavement to allow
bicycles to roll up and onto floor.
Suggested Modification Steps
1. Remove the sitting bench within the parket
1.1. Remove all boards that make up the bench, both vertical and horizontal boards
1.2. Reverse all screws and remove, taking care not to damage the wood
1.3. Remove the structure within the bench to which the boards were attached
1.4. Set all boards aside for future use

5. Overall look and quality to match original style of parklet.
6. All work to be completed in no more than 5 days.

Re: The Green Committee’s recommendation to convert a parklet on Washington
Street to bike parking
Blue Zones Project Upper Napa Valley is writing this letter in support of The City of
Calistoga’s Green Committee in their efforts to convert an underutilized parklet on
Washington Street into an on-street bicycle corral.
As a health and well-being initiative focused on increasing opportunities for use of
active transportation, we encourage the Active Transportation Advisory Committee to
support this project. A lack of bicycle parking near services and key destinations makes
riding a bike less feasible. Adding much needed bicycle parking in the downtown core
will encourage the community to hop on their bike when headed downtown, instead
of hopping in a car. When more community members and visitors opt for a bicycle, we
support reduced levels of traffic congestion and positively impact the health Calistoga
residents. Additionally, placing bicycle parking in a corral off the sidewalk eliminates
competition for valuable sidewalk space. This conversion seems like a win-win to us.
Blue Zones Project Upper Napa Valley supports this project and encourages the Active
Transportation Advisory Committee to voice their support as well. We appreciate the
committee’s commitment to fostering safe, connected, and convenient opportunities
to ride a bicycle, which includes providing high quality bicycle parking.

Re: The Green Committee’s recommendation to convert a parklet on Washington Street to bike
parking
Dear Members of the Active Transportation Advisory Committee and Public Works Director Mr.
Rayner,
The Napa County Bicycle Coalition (NCBC) represents over 2,000 members and supporters
throughout Napa County in advocating to make riding a bicycle in our communities safe,
convenient, and accessible for riders of all ages and abilities. Since 2008, we have worked with
local organizations, businesses, elected officials, and the public to align our transportation
infrastructure with the needs of cyclists and other active transportation users.
We are writing in support of The Green Committee’s request to convert a parklet on
Washington Strett to a bike parking corral. While standard two-bike racks are needed for many
types of riders, a standalone two-bike rack cannot accommodate a group. Cyclists often ride in
groups, as do tourists who rent bikes or borrow them from hotels.
A group of tourists riding the Vine Trail is already a ubiquitous sight, and with the coming
completion of the segment between St. Helena and Calistoga, these groups stand to become
even more prevalent. A corral where many bikes can be parked together in one location will
help ensure that group riders can stop comfortably and conveniently to eat and shop in
downtown Calistoga. It will also help ensure that the City of Calistoga is ready for the increase
in bicycle tourism that will surely come with the Vine Trail’s completion.
As cited in the League of American Bicyclists’ “Bicycling Benefits Business”: “…bicycle tourists
tend to stay in lodging for an average of 3.7 nights, more than the average standard tourist who
stays 2.5 nights. Bicycle tourists spend more on the lodging and on dining, transportation, and
other purchases during their lengthier stay.” Ensuring that locals and visitors alike can
comfortably park their bikes downtown will benefit the economy, not to mention the
environment and community health.
