CITY OF CALISTOGA GREEN COMMITTEE REGULAR MEETING MINUTES March 12, 2024, Calistoga Community Center 1307 Washington St. Calistoga, CA 94515 1. ROLL CALL Committee Members present: Antoinette Mailliard, Millie Pease, John Gleazer, Jeremy Grove, and Sean Birge Absent: None Staff members present: Lauren Clark 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA Mary Ellen shares a public comment stating that local non-profits are having difficulty understanding which foodware products are permitted under the Foodware Ordinance. Specifically, there is confusion when a product claims to be, “compostable in a commercial facility”. She also shares appreciation for Mille Pease’s article concerning the use of Round-Up. 3. APPROVAL OF MINUTES 3.1 Draft Minutes from March 12, 2023, were approved unanimously. 4. NEW BUSINESS 4.1 Earth Day - April 20th - Tabling at Cal Mart and/or Farmers Market Committee member Pease states that she would like to table Earth Day and requests volunteers and ideas for what the focus would be. Discussion ensues about ideas including having a survey for the public to comment on ideas for the committee and basic information about climate change. 4.2 Report on County Climate Action Committee Meeting Chair Mailliard announces that she spoke with Councilmember Eisenberg and Councilmember Gift and encouraged him to attend Climate Action Committee Meeting. Councilmember Eisenberg attended and spoke with the committee regarding Napa County’s proposed Foodware Ordinance. The next meeting is on March 22nd. Discussion ensues about the differences between Calistoga’s Ordinance and the County’s proposed ordinance, specifically a charging $.25 for a single use coffee cup. 4.3 Foodware Ordinance- Discussion of Bag Charges and Foodware Show-and-Tell Presentation to City Council Chair Mailliard announces that the Council members Gift and Eisenberg are in support of the $.25 bag charge. Discussion ensues about having another workshop to educate non-profit organizations and the City Council on the upcoming Foodware regulations. 5. OLD BUSINESS 5.2 Discussion / Share History on Electric Bus Potential Page 4 of 6 Item #3.1. GC Meeting Minutes March 12, 2024 Page 2 of 2 Chair Mailliard announces that Councilmember Gift approached Vice Chair Gleazer about the electric bus discussions. There is a seven-year cycle for city buses, so the next opportunity for the city to purchase an electric bus may not be until then. Discussion ensues about why an electric bus wasn’t purchased. Vice Chair Gleazer agrees to approach one of the board members of NVTA to find out if purchasing an electric bus is possible in the future. Discussion ensues about the number of buses the City of Calistoga uses. 5.3 Continued Discussion of Committee Goals for 2024 Chair Mailliard presents the goals for 2024 including all the ideas the committee has had for the past few months. There are a few items that have not yet been linked to a specific action item of Calistoga’s Climate Action Plan. Discussion ensues about committee member Grove’s idea for native habitats and urban trees. Discussion ensues about how treated re-used water is piped to the areas in the city that use the water for irrigation and how that could be for potential projects at the fairgrounds. The goals list is amended to add native plants and EV charging to General Public Education. A motion by committee member Pease to adopt the list of goals with amendments is seconded by committee member Birge. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION Vice Chair Gleazer suggests having more visitors to the committee to present on different subjects that might interest the committee. 7. City Logo and QR Code Dear Food Vendor, This is a friendly reminder that the enactment of the Calistoga Foodware and Waste Reduction Ordinance has begun as of March 20th, 2024. Please check the following items to make sure you are in compliance: • No polystyrene or Styrofoam items whatsoever may be sold or used. • For in-house dining, reusable foodware must be used and condiments must be in reusable containers or dispensers. • Compostable clamshells or containers (without wax or plastic/PLA coating) must be used for takeout and all utensils must be made of compostable materials such as bamboo or birchwood. No plastic or plant-based plastic, even if it says, “compostable in a commercial facility”. • Straws must be made of compostable materials such as paper, bamboo, or agave. • Where trash bins are provided for customer use, there must be three bins: one for recyclables, one for food waste and compostables, and for landfill trash. • At the point of checkout, bags must be BPI certified or made of 40% post-consumer recycled material. Customers must pay 25 cents as duly noted on their receipt.
