CITY OF CALISTOGA GREEN COMMITTEE REGULAR MEETING MINUTES April 9, 2024, Calistoga Fire Station 1113 Washington St. Calistoga, CA 94515 1. ROLL CALL Committee Members present: Antoinette Mailliard, Millie Pease, John Gleazer, Jeremy Grove, and Sean Birge Absent: None Staff members present: Lauren Clark 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. APPROVAL OF MINUTES 3.1 Draft Minutes from March 12, 2024, were approved with edits submitted by Chair Mailliard. 4. NEW BUSINESS 5. OLD BUSINESS 5.1 Anti-Idling Discussion Committee member Pease presents a flyer and facts on anti-idling that her and committee member Birge have been working on. Discussion ensues about starting with the educating city staff. She presents the letter to the editor that she drafted for the committee’s review at the next meeting. Discussion ensues about continuing the discussion at the next meeting so the committee can vote on the flyer and the fact sheet so they can be passed out to the schools. 5.2 Foodware Ordinance Update Committee member Pease announces that she has noticed that businesses have not fully complied with the ordinance since it took effect. She presents a draft letter, and recommends the city send it to food vendor business owners as a friendly reminder. Discussion ensues about having another workshop for nonprofits. Discussion ensues about how the code is enforced by the city. 5.3 Guest Speaker: Council Member Eisenburg Council Member Eisenburg addresses the committee and voices appreciation for the work they have done. He discusses the implementation of the Foodware Ordinance and reports on his attendance at the Climate Action Committee, specifically concerning the County’s Foodware Ordinance. He also discusses the Council meeting tonight concerning the Council’s discussion about the Housing Advisory Committee. He expresses the importance of the connection between the council and the committees. Discussion ensues concerning bike parking and the proposal created by Vice Chair Gleazer that will be presented at the council meeting by the Public Works Director. Discussion ensues about how to encourage biking and walking in the city. Discussion ensues about the city budget for the next fiscal year. 5.3 Earth Day Tabling Committee member Pease announces that she will be tabling on Earth Day with a volunteer at Calmart. Vice Chair Gleazer will table with committee member Birge at the Farmer’s Market. She presents a flyer with a QR code leading to a survey for the public to input their opinions about what the committee is proposing to work on for the next year. 5.5 EV Charging Stations Discussion Vice Chair Gleazer announces he has reached out to John Draper about a grant program called CALeVIP that has recently included Napa County. It would allow for level three chargers, but the grant is awarded based on a tier system determined by PG&E. The city has applied for this grant, but it is unclear when the city will receive a response. Discussion ensues about “free wire” technology as an option. 5.6 Bicycle Parking Update Discussion about bike parking took place earlier in the meeting. Committee members discuss speaking to the council during public comment in support of the bike proposal. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION 7. To the editor: We are writing to urge everyone to make a simple lifestyle change that will save you money and protect the health of our entire community. Simply stop idling your car except when absolutely necessary. Why do people idle their vehicles? Generally, it’s just a bad habit, one that we can easily change, especially when we understand just how costly and harmful it is. While it is particularly harmful to the still-developing lungs of young children, pollution from idling is also well known to be directly linked to asthma and both lung and heart disease for people of all ages. The myth that restarting your car is harder on the engine and wastes more fuel than idling is just that, a myth. According to the Department of Energy, idling for just 10 seconds wastes more fuel than restarting the engine. And according to Ford Motor Company, if you idle habitually for more than 30 seconds, you can actually damage your engine over time. What if we worked together to stop idling? According to the California Air Quality Board, stopping all unnecessary idling in the U.S. would have an impact comparable to removing 5 million vehicles from the road, or planting 30 million acres of trees every year. So, let’s get started! Waiting for someone in a parking lot? Turn off your engine. Picking up kids at school? Turn off your engine.
