CITY OF CALISTOGA GREEN COMMITTEE REGULAR MEETING MINUTES May 14, 2024, Calistoga Community Center 1307 Washington St. Calistoga, CA 94515 1. ROLL CALL Committee Members present: Antoinette Mailliard, Millie Pease, John Gleazer, and Sean Birge Absent: Jeremy Grove Staff members present: Lauren Clark, Greg Desmond 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA Mary Ellen presents a public comment regarding code enforcement complaints. Discussion ensues about other complaints that have been received from the committee members concerning the Foodware and Waste Reduction code violations. Mary Ellen presents another public comment regarding the meat trays at Calmart. 3. APPROVAL OF MINUTES 3.1 Draft Minutes from April 9, 2024, were approved with minor edits. 4. NEW BUSINESS 4.1 Committee Budget Discussion Staff member Clark shares that the budget for the committee for the next fiscal year may be cut. Committee member Pease presents ideas that could potentially require funds for the next fiscal year that she would like to suggest to the City Council. The ideas she mentions include restarting the “Bring Your Own Cup Campaign.” Discussion ensues about how ideas that require funding will be presented to City Council. Chair Mailliard introduces the committee’s new liaison, Council Member Scott Copper. 5. OLD BUSINESS 5.1 Foodware & Watse Reduction Discussion – Clarification on the Committee’s Role Chair Mailliard announces possible revisions to the Foodware Ordinance in order to help businesses having difficulty meeting the requirements. Staff member Clark that when a complaint is received, the proper code enforcement procedure is carried out. Committee member Pease agrees to help draft a letter. 5.3 Update on Parklet Bicycle Parking Chair Mailliard announces that the project has been proposed to be cut from the city budget. The Blue Zones Project has offered to donate the funds to pay for the bike racks. Mayor Williams and Council member Copper will investigate the possibility of keeping the project moving forward since the Council has already approved it. 5.4 Update & Discussion on Anti-Idling – Letter to the Editor Committee member Pease presents the letter to the editor and the flyer that she would like to add to the Calistoga School District’s newsletter. Discussion ensues concerning edits to the letter. A motion by Committee member Pease to approve the letter to the editor as edited and to allow a flyer to be included in the School District’s newsletter is seconded by committee member Birge. 5.5 Earth Day Survey Results Committee member Pease shares the survey that was presented to the public during Earth Day. They present the results of the top ideas that the public was interested in which included the Foodware Ordinance, urban forestry, pesticide and herbicide use, and ani-idling education. A total of twelve people responded to the survey. Discussion ensues about expanding the survey and allowing more opportunity for the public to respond. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION Vice Chair Gleazer would like to continue the discussion regarding the potential of purchasing an electric city bus. He agrees to send updated information to Council member Eisenburg and Mayor Williams to inquire if the current order for a gas powdered bus can be canceled, so an electric one can be purchased instead. 7. June 11, 2024 California Transportation Commission Tanisha Taylor Executive Director 1120 N Street, MS 52 Sacramento, CA 95814 RE: Oak Street Pedestrian Bridge and Community Facilities Access Improvement Project - Letter of Support Dear Ms. Taylor, The Calistoga Green Committee would like to offer its unqualified support for the City of Calistoga’s (City) application for the California Transportation Commission Active Transportation Program (ATP) funding for the proposed Oak Street Pedestrian Bridge and Community Facilities Access Improvement Project. An off—streetpedestrian bridge connecting South Oak Street and North Oak Street is something the Green Committee has long viewed as a major priority. Currently, the Napa River is effectively a barrier between the north and south areas of the community which, in addition to being a daily inconvenience, also creates serious safety and environmental concerns. Children walking to and from school must take a longer, more hazardous route than is desirable. This results in more parents driving more cars to and from school twice a day than otherwise would be needed. Further, it increases traffic for what should be short pedestrian and bike routes to shopping and other daily tasks for adults. These countless, unnecessary car trips add another unfortunate element; a significant increase in local air pollution from both the driving and idling of automobiles. ATP funding of the Project’s design, construction, and educational programs will result in safe bicycle and pedestrian access for students, families, and seniors to and from schools, community centers, parks, religious institutions, sports, shopping, the Boys & Girls Club, the Community Pool, the Art Center and single—and multi—familyresidences, among many other destinations. It will close three sidewalk gaps and create ADA-compliant curb ramps along Oak Street and Cedar Street. It will also implement a safety education component for students K through 12 to ensure that all students learn safe pedestrian and bicycle practices through an annual Walk/Biketo School Day. The need for an education—and- encouragement program is based on recommendations provided in the 2020 Walk Audit Reports.
