CITY OF CALISTOGA GREEN COMMITTEE REGULAR MEETING MINUTES June 11, 2024, Calistoga Fire Department 1113 Washington St. Calistoga, CA 94515 1. ROLL CALL Committee Members present: Antoinette Mailliard, Millie Pease, John Gleazer, Jeremy Grove, and Sean Birge Absent: None Staff members present: Lauren Clark 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. APPROVAL OF MINUTES 3.1 Draft Minutes from May 14, 2024, were approved with corrections. 4. NEW BUSINESS 4.1 Letter from the Green Committee in Support of the Oak St. Footbridge Vice Chair Gleazer explains the location and need for the footbridge. Chair Mailliard will make minor changes to the letter from the Green Committee in support of the footbridge. A motion by Vice Chair Gleazer to approve the letter as written is seconded by committee member Grove and approved unanimously. 4.2 Update on the Electric City Bus Discussion Vice Chair Gleazer and Chair Mailliard provide background on the previous discussions regarding the potential to order an electric bus instead of a bus run on gas. There are two gas buses on order for the City of Calistoga. NVTA will apply for a grant in 2025 for an electric bus, but an appropriate charging station is required before a bus can be purchased. The committee members agree to continue to communicate with Mayor Williams and Councilmember Eisenberg, who are members of the NVTA, to gain clarity. 5. OLD BUSINESS 5.1 Update on Foodware & Watse Reduction Committee member Pease has filed multiple complaints about businesses that are nonconforming to the Foodware and Waste Reduction regulations. The committee requests a monthly report of all letters code enforcement letters that have been sent to the nonconforming businesses. Committee member Pease announces that the Chamber of Commerce has purchased reusable coffee cups with the Green Committee and Chamber of Commerce logo. Committee member Pease agreed to draft a letter to businesses informing of the bag regulations. She will draft a letter to be included in the next agenda packet. Page 4 of 6 Item #3.1. GC Meeting Minutes June 11, 2024 Page 2 of 2 Committee member Pease requests staff to investigate if the Boys and Girls Club is responsible to have three trash bins. Staff confirms that the Boys and Girls Club is not a “designated business”, but it could be a recommendation by the Green Committee. Committee member Grove agrees to reach out to the schools and committee member Pease agrees to reach out to Councilmember Cooper to inquire if the city could provide three bins for the Community Center. 5.2 Update on Parklet Bicycle Parking/ Committee Budget and Alternative Funding Chair Mailliard presents the committee budget and the amounts the committee allotted for each project. Discussion ensues about using alternative funding from the Blue Zone Project or donations from local businesses if the City Council decides to cut the parklet bike parking from the budget. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION Committee member Pease and committee member Birge provide an update on the ad in the school flyers. They are waiting to hear back from the school superintendent. Committee member Pease would like to table at the July 4th event at Pioneer Park. Committee member Birge agrees to join her. 7. Dear Calistoga Retailer, This letter is intended to assist you and your colleagues in understanding the changes to Calistoga City Code passed by City Council in March 2023, and which took effect a year later, on March 20, 2024. These provisions are part of a larger Waste Reduction ordinance designed to reduce the harm caused by plastics and other pollutants. While much of the new code pertains to restaurants and other food vendors, a small number of provisions apply to other merchants as well. Below is a summary of those provisions. Bags supplied to customers by merchants must be made from compostable paper or compostable “bio” bag material. No plastic bags. While customers are encouraged to bring their own reusable bags, when the business does provide a checkout bag it must charge a minimum of $0.25 per bag. This charge, which must be itemized on the sales receipt, is to be kept by the store. Packaging for wine or other bottled items, whether for transport to car/home, or for shipping, must likewise be made from 100% compostable material. No polystyrene (Styrofoam) may be sold or otherwise provided in Calistoga. We thank all who are already offering paper or other “green” bags, and we encourage you to assure that your business is complying with these requirements.
