1. ROLL CALL
Committee members present: Chair Laurel Gourd, Lana Richardson, David Shaw, and
Steven Pinsky.

2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA
There were no public comments received.
Discussion ensues about the public comment provided to the City Council at the last
meeting. The committee would like to follow up with the Council soon.
3. CONSENT AGENDA
3.1. Approval of Draft Minutes from November 13, 2023, approved unanimously.
4. NEW BUISNESS
4.1 Update on the Recruitment of the Planning and Building Director
Staff member Clark announces that the recruitment has begun for the position and will
close on January 7, 2024. Fifteen applications have been received thus far.
4.2 Reflections on the Lessons Learned During the Creation of the 2023-2031
Housing Element
Discussion ensues about the next upcoming Housing Element action concerning
Objective Design Standards that is due at the end of January.
Discussion ensues about what went well and what they would do differently during the
next update of the Housing Element.
At first, it was unclear to the committee members the role they were being asked to
play in the Housing Element’s update. Discussion ensues about the priority of middle-
income housing and the update to the in-lieu fees.
The committee expressed appreciation of the past Director, Jeff Mitchem’s, guidance
by listing out the areas of the Housing Element updates that the committee could
advise on.
Discussion ensues about the consultant hired to work on the Housing Element, M-
Group, and their role. The committee members express their disappointment with the
company’s work, specifically, the decisions made for the housing opportunity sites.
Discussion ensues about the focus groups and the lack of attendance and Spanish
translators.
The committee appreciated the interviews with the housing agencies. Although,
“workforce” was incorrectly interpreted as “farmworker housing.”
The committee appreciated the survey, but they would like to be included in the review
of the questions if another survey is conducted.

The committee appreciated the grid format of the Housing Element Actions and the
space provided for the committee to make comments. Also, they expressed that it was
helpful to have a detailed schedule that showed when Housing Element would be
presented to the committee, Planning Commission, and City Council.

7.1 Approval of the Next Regular Meeting Date of January 22nd, 2024, at 10:00 a.m.
Discussion ensues about the committee members’ availability. As many of the
committee members are unavailable on the 22nd, the committee member agree
unanimously that the next regularly scheduled Housing Advisory Committee meeting
is moved to date certain: January 19, 2024, 10:00 a.m.
Potentially outgoing committee members are acknowledged for their service to the
committee and the City of Calistoga.

RESOLUTION NO. 2021-022
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CALISTOGA, COUNTY OF
NAPA, STATE OF CALIFORNIA, ESTABLISHING A HOUSING ADVISROY
COMMITTEE
WHEREAS, the City Council has had an annual goal of addressing the Community’s
existing and future housing needs since 2014; and
WHEREAS, objectives under that goal include expanding balanced housing
opportunities including workforce housing and mixed—usecommercial/residential housing,
protecting and promoting special needs housing, maintaining the existing housing stock i
good condition, and promoting and expanding the use of accessory dwelling unit; and. n
WHEREAS, the need for workforce housing in Calistoga remains a priority of the
City Council; and
WHEREAS, a Housing Advisory Committee would provide an opportunity for
residents to advise the Planning Commission and City Council on matters relating to
policies and programs related to furthering the Goals and Objectives of the Calistoga
General Plan Housing Element as well as Council Goal 2; and
WHEREAS, a Housing Advisory Committee would provide a meaningful avenue for
input relating to the development of Ca|istoga’s 6”‘Cycle Housing Element during 2021 and
2022.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CIT
OF CALISTOGA HEREBY establishes a Housing Advisory Committee for the Y
specific
purpose of advising the Planning Commission and City Council on matters relating to
housing policy.
NOW THEREFORE BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF CALISTOGA adopts the following provisions as it relates to the Committee’s
membership, terms of office, duties, and responsibilities:
1. MEMBERSHIP : The membership shall consist of five (5) members appointed by
the City Council. All members shall reside within the Calistoga Joint Unified School District
The City Council may appoint additional members to the Committee as deemed necessary .
based on expertise and background needed to fulfillthe objectives and implement desired
programs of the Committee.
2. TERM OF OFFICE OF MEMBERS: The term of office of all members of said
Committee shall be two (2) years terminating on the first day ofJanuary; provided that three
(3) members‘ terms terminate on an alternate year than the other two (2) member's term.
Each member shall serve at the pleasure of the Mayor and the City Council until his or her
successor is appointed and qualified.
3. VACANCY: Vacancies on said Committee, for whatever cause, shall be filled by
the Council. Any member missing (3) consecutive regular meetings without approval ofthe
Committee shall be deemed as having vacated his or her seat on the Committee.

4. OFFICERS OF THE COMMITTEE: The Committee shall select one of its
members as Chairperson and one of its members as Vice—Chairwhose terms of office for
said positions shall be one year.
5. COMMITTEE MEETINGS: The Committee shall meet monthly on a regular
schedule at such time and place as the Committee may establish from time to time
following proper notice. Special meetings of the Committee may be called at any time by
the Chairperson, or by any two (2) or more members of the Committee, by providing notice
of said meeting as required by law.
6. ORGANIZATIONAND PROCEDUE: The Committee may make and alter rules
and regulations governing its organization and procedures not inconsistent with the
provisions contained herein or any ordinance of the City. The Committee is subject to and
shall comply with the requirements of the Brown Act (Gov. Code §54950 et seq.). Minutes
of the Committee meetings shall be summary minutes.
7. STAFF TO THE COMMITTEE: The City Manager shall appoint an officer or an
employee of the City who shall act as Secretary to the Committee and who shall provide
clerical assistance.
8. DUTIES AND RESPONSIBILITIES OF THE COMMITTEE: The Committee shall
advise the Planning Commission and the City Council, as appropriate, on matters relating
to policies and programs which willserve to implement the Calistoga Housing Element, City
Council Goal 2, and other housing policies and programs identified by the Council from
time to time.
PASSED, APPROVED, AND ADOPTED by the City Council ofthe City of Calistoga
at its regular meeting held 20"‘ day of April 2021.

Calistoga City Council FY 2023-2024 Priorities
The Calistoga City Council is mindful of the following values, in no order of ranking, as they consider city
business and focus on the annual priorities shown below the values: economic vitality, housing,
infrastructure, recreation, professional services, our environment, public safety, small-town character.
1. Infrastructure – Human and Physical. The Calistoga City Council wishes to enact a policy
establishing a proportionally allocated “Human and Physical Capital Infrastructure Reserve Fund”
based on fiscally responsible principles for the following purposes:
a. Future physical capital asset acquisition such as the Fairgrounds.
b. Disaster response or major systems failures including wildfires, flooding, earthquakes, or
infrastructure/facilities breaks.
c. Road and transportation system repairs, upgrades, and traffic mitigation efforts.
d. Maintain existing staffing and accommodate prudent increases in staffing based on
Council-established priorities.
For the purpose of budgeting for the FY 2023-2024 year, any available monies above the base
General Fund needs and General Fund reserve will be directed to this fund and proportionally
allocated with 85 percent toward Physical Capital, and with 15 percent toward Human Capital.
2. Housing. The Calistoga City Council wishes to enact a policy establishing its criteria for encouraging
the creation and maintenance of the housing stock to continue to support Calistoga’s unique
identity and to minimize commute traffic impacts, described as follows:
a. The City Council’s foremost housing interests are in encouraging ownership and rental
housing for city employees, school employees, and local businesses with an emphasis on
the “missing middle” for those who wish to live and work in Calistoga.
b. The City Council wishes to begin discussion with the school district about collaboration
on reuse of the property the district has identified as a possible housing site.
c. Active staff engagement to support the above interests may require additional staff
resources and will be explored as specific efforts are determined.
3. Fairgrounds. The Calistoga City Council wishes to resolve the ownership and future uses of the
Fairgrounds with FY 2023-2024 efforts described as follows:
a. Mayor Williams and Councilmember Cooper will continue to lead the data collection
effort, focusing on revenues and expenditures including for capital repairs and on-going
maintenance, and prepare for potential negotiations with Napa County with minimal
staff assistance.
b. Mayor Williams, Councilmember Cooper and additional interested community partners
will host a community discussion to share information and identify interests, uses, and
resources that could lead to reactivation of the Fairgrounds.
c. As part of the budget preparation process for the FY 2024-2025 budget year, Mayor
Williams and Councilmember Cooper will present a potential plan of action for the
Council's consideration.

Subject: Proposed Goal 2 Priority Projects for Fiscal Year 2023-2024
To support your strategic planning for the 2023-2024 fiscal year, we submit for your
consideration seven (7) proposed priority projects in support of your existing (2021-2022) Goal
2, which we hope you will readopt.
Current Goals and Objectives
We support Council’s existing Goal 2 and its objectives and request your continued commitment
to them.
Goal 2: Address the community’s existing and future housing needs.
Objectives
1. Expand balanced housing opportunities including workforce housing and mixed-use
commercial/residential housing.
2. Protect and promote special needs housing for such groups as seniors, veterans’, low-
income households and persons with disabilities.
3. Maintain the existing housing stock in good condition.
4. Promote and expand use of accessory dwelling units.
Proposed Priority Projects
1. Reestablish the Council Housing Subcommittee to lead Goal 2 priority projects.
Subcommittee meeting schedule to include joint meetings held at least twice annually
with the Calistoga Housing Advisory Committee.
2. Implement the 6th Cycle Housing Element of the General Plan with a focus on actions that
advance the Council’s housing objectives.
3. Leverage the Calistoga Housing Advisory Committee, for example, to advise on the
implementation of the housing element and to support the design and promotion of
housing resources and events, including public hearings on proposed housing
development.
4. Quantify Calistoga’s current and projected workforce housing needs.
5. Develop a strategy to grow and deploy the Affordable Housing Fund in support of the
city’s housing objectives.
6. Negotiate an agreement with a housing land trust to support permanently affordable
workforce homeownership in Calistoga.
7. Acquire properties suitable for workforce housing development and partner with
developers to produce housing.

Additional Priority Projects
• Support the “Rebuilding Calistoga” housing rehabilitation efforts by Calistoga Affordable
Housing and continue to implement the HOME and CDBG residential rehabilitation loan
programs.
• Consider reclassifying appropriate potential development sites to residential land use
classifications or higher-density land use classifications where feasible.
• Modify the “multi-family residential” definition to allow detached units in order to
provide more design flexibility and explore precluding construction of single-family
dwellings on multi-family lots.
• Subsidize or defer connection fees for ownership units affordable to households with
incomes less than 120% of area median income.
• Negotiate Lease/Development Agreement with non-profit housing organization for
construction of affordable housing at Earl/Eddy property, including Sonoma Land Trust
concept.
