CITY OF CALISTOGA HOUSING ADVISORY COMMITTEE REGULAR MEETING MINUTES January 19, 2024, at the Community Center at 10:00 a.m. 1. ROLL CALL Committee members present: Chair Laurel Gourd, Vice Chair Laurel Rios, Gwen Becker, David Shaw, and Steven Pinsky. Staff members present: Lauren Clark Absent: None 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA There were no public comments received. 3. CONSENT AGENDA 3.1. Approval of Draft Minutes from December 26, 2023, Special Meeting is approved unanimously. 4. NEW BUISNESS 4.1 Oath of Office to New Committee Member, Gwen Becker Staff member Clark administers the Oath of Office to Gwen Becker. 4.2 Election of Officers A motion by committee member Pinsky to elect committee member Gourd as Chair and committee member Rios as Vice Chair is seconded by committee Becker and approved unanimously (4-0). 4.3 Adopt 2024 Meeting Schedule The meeting schedule is adopted unanimously. 4.4 Committee Goals for 2024 Discussion ensues about the public comment made to City Council concerning affordable housing in-lieu fees. Committee members discuss the impacts of the current in-lieu fees. Discussion ensues between the City Manager and the committee on how the committee can connect with Council members. Committee members express confusion about committees’ role now that the Housing Element has been adopted. They request having a subcommittee or liaison of the City Council and the possibility of a joint meeting with the Council, or an item on a City Council agenda to discuss the current role of the committee. Chair Gourd summarizes this history of the committees’ goal of helping with the Housing Element. The City Council has since adopted new priorities for FY 2023- 2024. Discussion ensues about the current situation concerning the Housing Element- in-shot - the version that was sent to HCD was not the same version that was adopted by the City Council. Staff will inform the committee if there are any updates. Discussion ensues about the next steps for the committee and the Council to connect to clarify their role. City Manager Snideman will connect with the Council members to form a plan. Discussion ensues about the School District site. 5. OLD BUSINESS 6. Identify the purpose to which the fee is to be put -AB 1600 development fees cover new development’s share of the costs associated with construction and preservation of affordable to very low-, low- and moderate-income households. 2. Demonstrate a reasonable relationship between the fee and the purpose for which it is charged. -The in-lieu Affordable Housing fee is imposed on new development to mitigate the impact the new development will have on available affordable housing within the City of Calistoga. The impacts are measured by either (1) the number of affordable units required by the Municipal Code and number of affordable units provided by the developer for residential projects or (2) the square footage of the development. 3. Identify all sources and amounts of funding anticipated to complete financing in incomplete improvements.
