CITY OF CALISTOGA HOUSING ADVISORY COMMITTEE REGULAR MEETING MINUTES April 15, 2024, at the City of Calistoga Fire Station, at 10:00 a.m. 1. ROLL CALL Committee members present: Chair Laurel Gourd, Gwen Becker, Gene Gorman, and Steven Pinsky. Staff members present: Lauren Clark, Greg Desmond Absent: Vice Chair Rios Director Greg Desmond introduces himself and describes his background. 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA Mayor Williams briefs the committee on the new Council Priorities. 3. CONSENT AGENDA 3.1. Approval of Draft Minutes from February 26, 2023, is approved unanimously with the revisions submitted by Laurel Gourd. 4. NEW BUISNESS 4.2 Discussion of City Council Priorities Chair Gourd reads the housing related council priorities. Discussion ensues about why Rural Residential was chosen as an option to re-zone. SB 330 is a new law that is typically used to develop Rural Residential properties. Re-zoning these larger properties would help encourage ownership not just rental opportunities. Discussion ensues about deed restricted models including the Palisades Subdivision which expire after 30 years of ownership. Discussion ensues about in-lieu fees, creating affordable housing by design, and modular housing. Committee members discuss how these priorities could be implemented. Director Desmond encourages the committee to investigate case studies of how middle-income housing has been built in other cities and to seek information from HCD. Mayor Williams comments that it would be helpful for the committee to develop a list potential affordable housing models with a separate memo with the pros and cons of each. Discussion ensues about the Housing Fund, and Chair Gourd requests a joint session with the Planning Commission, City Council, and the Housing Advisory Committee. The committee members and Mayor Williams agree that a joint workshop would be beneficial. The committee members request from staff more information on city-owned properties on Earl and Eddy St. Chair Gourd provides background for Director Desmond on the potential of affordable housing on the vacant School District owned site and the Land Trust model that was presented to the committee last year. 4.3 Discussion of Proposed ADU Ordinance Amendments Chair Gourd passes out the current regulations for ADUs found on the city website. Staff member Clark clarifies the past practice of determining when a new water and sewer meter and connection fee is required. Committee member Gorman presents a list of ADUs he has seen within the city. Discussion ensues about Section Four B which allows ADUs to be sold separately provided in Gov. Code Section 65852.26. Director Desmond encourages the committee to focus on incentives that could potentially offset the cost of a new water and sewer connection fees. Discussion Page 4 of 4 Item #3.1. Housing Advisory Committee Draft Minutes April 15, 2024 Page 2 of 2 ensues about in-lieu fees and the inclusionary zoning ordinance. Committee members discuss the changes to the existing regulations, and how the ordinance could be more objective instead of case by case in Section Five. Chair Gourd requests a word version of the ordinance, so the committee can add recommendations to be discussed at the next meeting. She also requests that a joint workshop be held to find out if the Housing Fund could be used to help provide those incentives. 5. OLD BUSINESS 6.
