CITY OF CALISTOGA HOUSING ADVISORY COMMITTEE REGULAR MEETING MINUTES June 17, 2024, at the Calistoga Community Center, at 10:00 a.m. 1. ROLL CALL Committee members present: Chair Laurel Gourd, Gwen Becker, Gene Gorman, and Steven Pinsky. Staff members present: Lauren Clark, Greg Desmond Absent: None 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. CONSENT AGENDA 3.1. Draft Minutes from May 20, 2024, Regular Meeting are approved unanimously. 4. OLD BUSINESS 4.1 Update on the ADU Ordinance Amendments and Incentives Director Desmond updates the committee on the status of the ordinance amendments presented to City Council at the last meeting. He will provide a draft staff report of the ADU incentive ideas to the committee before they are presented to the Council. Chair Gourd requests the staff report in advance, so the incentives can be reviewed by the committee. Discussion ensues about single family homes that appear to be overcrowded. 4.2 Discussion of Housing Element Action Item A2.1-7 – Inclusionary Housing In-Lieu Fee Nexus Study Staff begin the discussion of the inclusionary housing in-lieu fee nexus study and ask the committee to help research affordable housing in-lieu fees for cities similar to Calistoga. Discussion ensues about possible ways the fee could be applied and when. Committee members agree to research the in-lieu fee ordinances from other cities similar to Calistoga. 5. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION Chair Gourd requests information on a property on Grant Street. Committee members request that Lisa Gift be notified when a meeting is posted. Chair Gourd requests discussion of the project on Kortum Canyon Road. The committee requests a presentation from the architect that is working on the school district site. Committee members request an update on the housing fund. The meeting is adjourned at 11:25 am
