CITY OF CALISTOGA HOUSING ADVISORY COMMITTEE REGULAR MEETING MINUTES August 19, 2024, at the Calistoga Community Center, at 10:00 a.m. 1. ROLL CALL Committee members present: Chair Laurel Gourd, Gwen Becker, Gene Gorman, and Steven Pinsky. Staff members present: Lauren Clark Absent: None 1.1 Oath of Office to Lana Richardson The Oath of Office is administered to Lana Richardson by Lauren Clark. 1.2 Election of Vice Chair A motion by committee member Pinsky to nominate committee member Gorman as Vice Chair is seconded by Chair Gourd and approved unanimously (4-0). 2. PUBLIC COMMENTS ON MATTERS NOT ON THE AGENDA 3. CONSENT AGENDA 3.1. Draft Minutes from July 15, 2024, Regular Meeting are approved unanimously. 4. NEW BUSINESS 4.1 Calistoga Affordable Housing Presentation The president, Larry Croman, and Chair, Steve Patel, of Calistoga Affordable Housing introduce themselves to the committee. Each committee member introduces themselves and states their background. Discussion ensues regarding the benefits of a housing needs assessment to discover needs beyond what is required from the state as referenced in the Housing Element. Committee members inquire about studies conducted by Calistoga Affordable Housing and the Calistoga School District. If a study were to be carried out of the city, the committee members agree that the Chamber of Commerce, Gen Housing, and Napa Housing Coalition should be included. Larry Croman, on behalf of Calistoga Affordable Housing, agrees to help fund a housing needs assessment for the City of Calistoga if the City Council agrees to pursue the idea. 5. OLD BUSINESS 5.1 Housing Element Implementation – Discussion of action items due and how the committee can help Staff member Clark announces that the city staff have been gathering flyers and planning to have a table at the School District’s open housing on August 30th. The flyers are relevant to the action items required in the Housing Element. She requests assistance from the committee to table with city staff during the event. Committee members agree to join as they are able. Discussion ensues regarding the progress of conducting the housing in-lieu fee nexus study. Committee members question if staff need City Council direction before releasing a Request for Proposal. 6. COMMITTEE MEMBERS’ IDEAS & REQUESTS FOR FUTURE DISCUSSION The meeting is adjourned at 11:43 am Page 4 of 4 Item #5.2. Housing Element Implementation - Required Events to be Addressed (2024): October 2024 EVENT: Homeowner Public Workshop #1 • A1.2-5 • DELIVERABLE: Website • DELIVERABLE: Outreach Flyer • Intent: Connect homeowners of long term rentals with restaurants, hotels, and other hospitality related companies to leverage their properties for workforce housing • Intended Participants: Homeowners, restaurants, hotels, and other hospitality related companies, city staff, HAC July 2024 EVENT: Annual Homeowner Event • A1.2-6 • DELIVERABLE: Website • DELIVERABLE: Outreach Flyer • Intent: Connect community organizations with the owners of hospitality related companies (B&Bs, inns, hotels) and owners of second homes for the provision of long term lease agreements for workforce housing. • Intended Participants: Hospitality related companies, homeowners, community organizations, city staff, HAC December 2024 EVENT: Annual Parent Resource Workshop • A4.1-9 • DELIVERABLE: Website • DELIVERABLE: Outreach Flyer • Intent: Connect female, minority and single-parent households with childcare operators and other community organizations to support their needs. • Intended Participants: Childcare operators, community based organizations (i.e. Hearts & Hands), single parent households, city staff, HAC December 2024 EVENT: Affordable Housing Developer Outreach Event • A2.2-2 • DELIVERABLE: Website • DELIVERABLE: Outreach Flyer • Intent: Assist developers in seeking funding for affordable housing from at least three sources • Intended Participants: Housing developers, local banks, investors, Housing Authority City of Napa, city staff, HAC
