CITY COUNCIL WORKSHOP MEETING MINUTES Friday, January 16, 2015, 1:00 PM Camas School District Zellerbach Administration Center Board Room 841 NE 22nd Avenue Annual Planning Conference Note: This recording contains audio only. I. INTRODUCTIONS AND OPENING REMARKS (1:00 p.m.) The City of Camas Annual Planning Conference began at 1:02 p.m. In attendance were Mayor Scott Higgins, and Council members Greg Anderson, Don Chaney, Linda Dietzman, Tim Hazen, Steve Hogan, Melissa Smith, and Shannon Turk. Staff members present were Jerry Acheson, Bernie Bacon, Phil Bourquin, Pete Capell, James Carothers, Leisha Copsey, Sherry Coulter, Sarah Fox, Jennifer Gorsuch, Cathy Huber Nickerson, Leona Langlois, Eric Levison, Robert Maul, Shyla Nelson, Linda Swenton, Nick Swinhart, Steve Wall, and David Zavortink. Jeanne Lawson, of JLA was present to assist with the Strategic Plan presentation and to facilitate part of the conference. Heather Acheson and Dawn Feldhaus, from the Camas-Washougal Post Record were also in attendance. Parks and Recreation Commission member Randy Curtis, Planning Commission Vice-chair Tim Hein, and Camas Youth Advisory Council (CYAC) member Thomas Matthews were also present. Camas School District Superintendent Mike Nerland was present to facilitate the conference. There were approximately seven members of the public present throughout the conference. Nerland welcomed everyone to the conference and made opening remarks. Mayor, Council members, City Administrator Pete Capell and Public Works Director Steve Wall introduced themselves and spoke about teachers that had made an impact in their lives. Nerland commented about the Camas community and the importance of partnerships. Page 1 II. PLANNING CONFERENCE TOPICS A. Flag Page (1:30 p.m.) Details: The Council learned about the strengths, passions and motivations of themselves and the other Council members. This activity was intended to serve as a team builder and to enhance communication between the Council members. Presenter: Pete Capell, City Administrator Chaney suggested that the four applicants that have applied for the Council vacancy do the flag page exercise. After discussion, it was decided that the flag page should be done by the applicant after they have been selected by Council. III. BREAK (2:30 p.m.) The conference went into recess at 2:08 p.m. for a short break. The conference reconvened at 2:33 p.m. B. Vision 2035 (2:45 p.m.) Details: Over the past six months, under the guidance of the Vision Steering Committee, hundreds of community members have participated in two rounds of Camas 2035 outreach activities. The purpose of the first round was to identify Camas’ strengths and understand what citizens value about Camas today. The purpose of the second round of outreach efforts was to validate the draft vision statement and identify actions needed to achieve the vision. On January 8, 2015, at the second vision summit, the participants discussed the survey results, and affirmed that the draft vision was a true reflection of their input. At the summit they began the process of identifying the actions needed to implement the vision over the next 20 years, and where future development should occur. Presenter: Phil Bourquin, Community Development Director Camas2035 Outreach Summary 1-6-15 Camas Vision 1-7-2015 Mayor commented about minutes from the 1987 City of Camas Planning Conference regarding visioning for the Camas community. The minutes were provided to him by retiring Public Works Director Eric Levison. Community Development Director Phil Bourquin read excerpts from the minutes. Mayor recognized Thomas Matthews. Matthews is a member of the CYAC and is job shadowing the Mayor for his senior project. After discussion, Bourquin stated that he would bring this topic back to Council for further discussion during the February 2, 2015, Council Workshop. Page 2 C. Strategic Plan (3:30 p.m.) Details: The City of Camas is preparing a Strategic Plan to guide the City over the next two years. Staff presented a draft Strategic Plan and sought input from the Council. Presenter: Pete Capell, City Administrator and Jeanne Lawson, Principal, JLA Camas Strategic Plan 2015 (added January 15, 2015) During the discussion, Council provided direction to staff for developing a Strategic Plan. The conference went into a recess at 4:08 p.m. for a short break. The conference reconvened at 4:17 p.m. Council member Smith departed the conference during the break. Jeanne Lawson began facilitating the remainder of the Friday conference. This topic will come back to Council in the future for further discussion. D. Community Center (4:15 p.m.) Details: Council discussed the potential of a future Community Center and the existing Crown Park Pool and Community Center. PUBLIC COMMENTS/CLOSING REVIEW (4:45 p.m.) Tim Hein, 3512 NW Logan Court, Camas, WA, commented about the community center topic. The conference went into a recess at 4:57 p.m. The conference reconvened at 5:24 p.m. V. JOINT MEETING WITH THE CAMAS SCHOOL DISTRICT BOARD OF EDUCATION (5:00 p.m.) The joint meeting with the Camas School District Board of Education began at 5:24 p.m. The following Camas School District Board of Education members joined the meeting: Casey O'Dell, Doug Quinn, Julie Rotz, and Mary Tipton. Camas School District Deputy Superintendent Jeff Snell and Camas School District Community Ed Director Mary Weishaar were also in attendance. Nerland welcomed the school board to the joint meeting and gave an overview of the afternoon session. Mayor thanked the school district for the use of their facility and welcomed the school board and staff to the conference. Page 3 A. Community Center Details: The Council continued the Community Center discussion with the Camas School District Board members. Presenter: Pete Capell, City Administrator; Jerry Acheson, Parks and Recreation Manager; and Jeanne Lawson, Facilitator It was the consensus of the group to move forward with developing a scope and financial costs for a community center, explore partnership opportunities, and place it on a future general obligation ballot. B. Community Education and Recreation Details: Discussion occurred about creating a joint City and Camas School District site to register for Community Education and Recreation Programs. The City's and School District's programs will remain separate. Citizens will have the opportunity to register for programs from one consolidated website. Presenter: Pete Capell, City Administrator; Jerry Acheson, Parks and Recreation Manager; Mary Weishaar, Camas School District Community Education Director; and Jeanne Lawson, Facilitator After discussion, there was a consensus for a consolidated program and staff was directed to explore a partnership between the Camas School District and the City of Camas for Community Education and Recreation Programs. C. Population Projection and Building Needs Details: Growth in the City and the Camas School District boundary, as well as the proposed development north of Lacamas Lake will necessitate the need for new City and School District facilities. This session allowed the Council and the School District to begin a dialog about how the two entities can work together to best meet the needs of the community. Presenter: Jeanne Lawson, Facilitator Discussion between the Camas School District and City staff will continue in the future as plans develop. Lawson, Mayor and Nerland made closing remarks and thanked everyone for their participation. Camas School District Board members and City Council members commented about the day's events. VI.
