CITY COUNCIL WORKSHOP MEETING MINUTES Monday, June 6, 2016, 4:30 PM City Municipal Center, 616 NE 4th Avenue I. CALL TO ORDER Mayor Higgins called the meeting to order at 4:30 p.m. II. ROLL CALL Present: Greg Anderson, Bonnie Carter, Don Chaney, Tim Hazen, Steve Hogan, Melissa Smith and Shannon Turk Staff: Jerry Acheson, Sam Adams, Bernie Bacon, Phil Bourquin, Pete Capell, Sarah Fox, Jennifer Gorsuch, Mitch Lackey, Robert Maul, Cathy Huber Nickerson, Nick Swinhart, Steve Wall and John Frias (intern). Press: Heather Acheson, Camas-Washougal Post-Record III. PUBLIC COMMENTS Chris Kralik, 631 NW 18th Loop, Camas, commented about the NW 6th and Norwood roundabout project and oil train safety. IV. WORKSHOP TOPICS Mayor Higgins announced that the Finance Department items will be moved down on the agenda, but prior to item the City Administrator Miscellaneous Updates. A. Summary Report Regarding the Question of Broadening the Focus of the Friends of the Camas Community Center Details: A summary of the process and substance of a collaborative inquiry into the question of potential broadening of the focus and mission of the friends of the Camas Community Center. The report recommends such a broadening of focus. The decision is in the hands of the Board of the Friends of the Camas Community Center. The view and potential support of the Camas City Council was sought. Presenter: Lloyd Halverson, Consultant Summary Report by Lloyd Halverson Mr. Halverson summarized the presentation and discussion ensued. Page 1 B. Consultant Services for Phase I/II Environmental Site Assessment for Potential Reservoir Site Details: Staff has been working on siting a new 544-Foot Pressure Zone Reservoir near Prune Hill Elementary just north of NW 18th Avenue. Staff has been working with a private property owner on purchasing a portion of their property for the project. The work to date has included survey, geotechnical drilling and a cultural survey. During this preliminary work, consultants identified potential environmental risks on the site. As a due diligence measure, staff has asked BergerABAM to prepare a proposal to conduct a Phase I and II Environmental Site Assessment. The assessment will help characterize the presence or potential presence of environmental hazards on the property. BergerABAM has submitted a scope of work in the amount of $27,163. The Phase I and II Environmental Site Assessment was not included in the existing scope of work with Gray and Osborne, Inc. for the reservoir design. There are sufficient 2016 Water/Sewer funds to complete this work. Public Works Miscellaneous and Updates Details: This is a placeholder for miscellaneous or emergent items. Presenter: Steve Wall, Public Works Director Wall informed Council about the county-wide Solid Waste Steering Committee meetings and commented about item VIII. A. on the 7:00 p.m. Regular Meeting Consent Agenda . Wall also related information about infrastructure funding needs. D. Final Plat for North Hills Subdivision Details: A final plat for North Hills Subdivision was submitted for approval, which includes 44 single-family lots and is located at 27639 SE 15th Street. A notice of approval of the preliminary plat was issued on July 10, 2013. E. Final Plat for Belz Place Subdivision Details: A final plat for Belz Place Phase 1 was submitted for approval, which Page 2  includes 48 single-family lots and is located southeast of the intersection of Sierra Street and 23rd Avenue. A notice of approval of the preliminary plat was issued on July 10, 2006. Presenter: Phil Bourquin, Community Development Director There were no miscellaneous or emergent items from staff. G. 2017-2018 Budget Priorities Discussion Details: This presentation and discussion was to help solicit Council's priorities for the 2017-2018 Budget prior to staff preparations. Staff presented draft priorities for Council to rank in order to importance for the next biennium. Discussion followed. Presenter: Cathy Huber Nickerson, Finance Director and Pete Capell, City Administrator City of Camas Budget Priorities for 2017-2018 Nickerson and Capell reported on the 2017-2018 Budget Priorities and discussion ensued. This item will be on the June 20, 2016 Workshop Meeting Agenda. H. Open Budget and Open Spending Presentation Details: Staff demonstrated two transparent budget tools for the City: Open Budget and Open Spending. Council has viewed Open Budget with Open Spending as the next step. Council will preview the products prior to official public roll-out later in the month. Presenter: Cathy Huber Nickerson, Finance Director Nickerson demonstrated the budget tools and discussion followed. I. City of Camas 2016 1st Quarter Financial Review Details: This presentation included a review the 2016 budget to actuals for revenues and expenses, the investment portfolio, debt outstanding and fund balance projections. It also included an outlook for the remainder of 2016. Presenter: Cathy Huber Nickerson, Finance Director City of Camas 1st Qtr Financial Review Nickerson provided an overview of the 2016 1st Quarter Financial Review and discussion ensued. Page 3  J. City Administrator Miscellaneous Updates and Scheduling Details: This is a placeholder for miscellaneous or scheduling items. Presenter: Pete Capell, City Administrator Capell informed Council of a Columbia Land Trust meeting he attended with a consultant to develop a North Shore Conservation Plan. Staff will update Council at a future workshop. He also informed Council that Mayor and the Department Heads began a Leadership Team Development process. Capell stated that staff will be interviewing four candidates on June 7, 2016, for the Library Director position. V. COUNCIL COMMENTS AND REPORTS Hazen, Hogan and Smith attended the Federal Emergency Management Agency (FEMA) Rural First Responders meeting. Hazen attended the Parks & Recreation Commission, Friends of the Community Center and Finance Committee meetings. He informed Council about the Camas Days Parade, which is the 4th Saturday in July and invited the Council Members to contact him if interested in volunteering to assist with it. Chaney commented about the water quality of Lacamas Lake. He also commented about City annexations and addressing issues, which Robert Maul, Planning Manager, responded to. Hogan and Hazen attended the first Farmer's Market event and Downtown Camas Association's (DCA) First Friday's three ribbon-cuttings. Hogan and Smith attended the Camas Cemetery Memorial Day ceremonies. Hogan attended the June 2, 2016 Camas-Washougal Economic Development Association (CWEDA) meeting. He commended the staff and Boy Scouts for their work in preparing the Camas Cemetery for the Memorial Day events. Carter attended the Planning Commission meeting; will be attending the Library Board of Trustees meeting and the Retirement Party for Mike Nerland, outgoing Camas School District Superintendent. Turk attended an informational meeting regarding Justserve.org. Smith shared comments from citizens regarding the Camas Cemetery's condition. Mayor Higgins attended the International Council for Shopping Centers (ICSC) Page 4  conference last week. He reminded Council that he will not be attending the next two Council meetings. VI. PUBLIC COMMENTS Chris Kralik, 631 NW 18th Loop, Camas, commented about the water quality of Lacamas Lake. VII.
