PARKS & RECREATION COMMISSION MEETING MINUTES - DRAFT Wednesday, March 22, 2017, 5:00 PM Lacamas Lodge, 227 NE Lake Road I. CALL TO ORDER Staff: Jerry Acheson, Sam Adams, Sarah Fox and Susan Newlove Excused: Tim Hazen Present: Vice Chair Steve Lorenz, Eunice Abrahamsen, David Gast, Cassi Marshall, Sean Vergillo, Chair Randy Curtis and Juli Bradley II. APPROVAL OF MINUTES A. Approve Minutes of the February 22, 2017 Parks Commission meeting. Parks Commission Minutes of February 22, 2017 A motion was made by Marshall, seconded by Gast, and carried to approve the minutes of the meeting held on Wednesday, February 22nd, 2017. This Action Item was approved. III. MEETING ITEMS A. Eagle Scout Project This agenda item was canceled. B. Parking Lot at Goodwin Road Acheson did a powerpoint presentation on Goodwin Trailhead parking lot options. He stated that due to findings of archaeological artifacts in the location, the cost of construction for the original parking lot proposal has increased dramatically. Acheson presented a chart with five different alterations of the parking lot and outlined the fees associated with each option. A few of the options leave room for future development of the parking lot in case funding does come available at a later date. In response to Vergillo, Acheson stated that he likes having the flexibility to add on to the site if funding comes available. The following guiding principles were made by the Parks Commission on this project: 1) At least double the amount of parking spaces 2) Keep within the budget Page 1  3) Design in a way to easily add parking spaces in the future C. Debrief - March 20th City Council Meeting Curtis stated that the annual report was presented at the City Council workshop on March 20th. He talked about the The Crown Park Master Plan and how it might be separated into two phases. Marshall stated that Curtis represented the Parks Commission very well at the meeting. Curtis mentioned that several studies are going on within the local area. Curtis talked about the local spirit of partnership and the importance of working together as a community. The Port of Camas-Washougal is looking into multipurpose recreational facilities that can accommodate meetings of up to 400 people. The City of Washougal is looking into building a community center. D. PRGA Study - next steps Acheson stated that they will be working with Ryan Mottau of MIG on this project. In response to Lorenz, Acheson stated that MIG specializes in Parks and Recreation and they helped the City of Camas complete two Parks comprehensive plans. He added that Mottau is very well educated on alternative funding resources. Curtis will meet with Acheson and Mottau to begin this process. An ad hoc committee has been highly recommended to study alternative funding resources and Curtis would like to have six people on this committee. In response to Curtis, Acheson stated that Pete Cappell will be on the ad hoc committee in addition to Curtis and Gast. E. Park Impact Fees Acheson stated that park impact fees are fees that developers pay when they build a new home. Currently, the fees are $2,290.00 per unit and a study is being conducted on current impact fees. These fees can only be used for capital projects. In response to Lorenz, Acheson stated that City Council will approve the amount of the impact fee. F. Unfunded Park Improvement Projects List Unfunded Parks Improvement List Acheson stated that the capital facilities plan goes through 2035 and projects are listed in a comprehensive plan. The items on the unfunded agenda list are not necessarily eligible for impact fees but are potentially eligible for other alternative funding resources. G. Design Review for 232nd Pump Station (City File Number DR16-11) Details: The pump station is one of three new pump stations planned within the North Shore Sewer Transmission System. The 232nd Pump Station will be Page 2  located in Camp Currie, which is within the jurisdiction of Clark County. Through an interlocal agreement, the city is lead agency for all permitting for the North Shore Sewer Transmission System. For new developments in parks, the Camas Municipal Code, Section 18.32.040, states, "The Parks & Recreation Commission shall conduct design review and find that the development is generally consistent with the design standards of CMC Chapter 18.19 Design Review." Presenter: Sarah Fox, Senior Planner Staff Report for 232nd Pump Station Pump Station Plans North Shore Sewer Design Narrative Design Review Manual Senior Planner, Sarah Fox stated that the pump station is in the jurisdiction of Clark County but is located in a designated park area. The landscaping requires a variety of trees, which is included in the proposal and the pump station will be fenced. Fox stated that they are avoiding the removal of significant trees. Utilities Manager, Sam Adams, stated that the pump station is located north of the Camp Currie entrance about 150 feet. The pump is underground but this review is for the component that's above ground. In response to Bradley, Adams stated that they are working with Camp Currie and Clark County to maintain a rustic look and will also develop a hiking trail in the area. Fox stated that pump stations are required to be fenced and a wooden fence is recommended to blend in with the rustic look. Fox requested input on color and roofing materials. A site plan review will be issued on this project and Fox can incorporate the input of the Parks Commission into this review. In response to Bradley, Adams stated that the project will be completed in a year. In response to Gast, Acheson stated that the trail being built will be incorporated into future trail development in the area. Curtis gave approval for this project so they can move forward with it. H. Design Review for Pedestrian Bridge Details: A new, 150-foot long pedestrian bridge will be constructed over Round Lake, and east of the Everett Street Bridge. The bridge will also include a sanitary sewer force main under the walking surface that will be part of the North Shore Sewer Transmission System. The north side of the bridge will be within the city's Open Space (OS) Park Zone (Parcel #124242-000) and the south side will be on Clark County park property. For new developments in park zones, the Camas Municipal Code, Section 18.32.040, states, "The Parks & Recreation Commission shall conduct design review and find that the development is generally consistent with the design standards of CMC Chapter 18.19 Design Review." Presenter: Sarah Fox, Senior Planner Page 3  Staff Report for Pedestrian Bridge Pedestrian Bridge Plans North Shore Sewer Design Narrative Design Review Manual Senior Planner, Sarah Fox, and Utilities Manager, Sam Adams, reviewed the proposal for the Pedestrian Bridge. Fox stated that this is a large project that entails several elements. The bridge had a shoreline review and the permitting process was just finished. It received approval from the Department of Ecology. The bridge itself requires a site plan review and a design review and since it's located in a park, the Parks Commission needs to approve the design review. Sam Adams stated that this project started out as a utility bridge, but they decided it was a great opportunity for a pedestrian bridge that will connect to the overflow parking lot at Round Lake. It will be ADA compliant and 150 feet long. In response to Lorenz and Bradley, Adams stated that the bridge has an elevation of 8 to 10 feet above the average water level. In response to Lorenz, Adams stated that it will be assembled in the park and installed by two cranes. In response to Curtis, Adams stated that the bridge will have a concrete deck that's 10 feet wide as a concrete surface will be easier to maintain. Adams stated that the lake will be lowered in September for the annual clean-up and will remain lowered until January 2018 when the project is completed. Fox stated that under the city's new comprehensive plan, certain areas of the town are considered gateways to the corridor and this particular area is considered a secondary gateway corridor. There is design review criteria because it's in a gateway corridor. Discussion ensued on bridge design. In response to Marshall, Fox stated that this won't prohibit future signage proposals. Vergillo recommended a common design theme carried throughout the local parks. Fox stated that she can look into the difference in costs between wood and concrete surfaces. Adams stated that the project will begin in September 2017. Curtis summarized the discussion; reserve the option for future signage, look into the cost difference between wood and concrete surfaces, preference is a concrete surface with artistic finish, options for future artwork, natural weathering of surface vs painting and galvanized surfaces, a design similar to the bridge at Washougal River Greenway Trail. IV. PROJECT UPDATES Community Education - Acheson stated that the School District will operate the JWR facility and it will now be used for Community Education classes. Dog Park - Acheson stated that they will be doing a study on the area located next to the bowling alley for a potential dog park. Coopers View Park Dedication - Acheson stated that the dedication will be held Page 4  on Wednesday, May 10th at 4:00 pm. Krista Bashaw will be sending all the Park Commissioners an invite to this event. Ivy League - Marshall stated that 22 people showed up to her pilot project on March 18th. The next event will be open to everyone and will take place on Saturday, May 6th from 9 am to noon at Fallen Leaf Park. V. OTHER ITEMS Camas Cemetery - Abrahamsen stated that someone cut the fuel line of a work truck at the cemetery. She suggested installing a motion sensor light and suggested cutting down the plants at the cemetery entrance. In response to Curtis, Abrahamsen stated that the police don't have the resources to continuously patrol the cemetery. Skate Park - Abrahamsen suggested getting a receptacle for cigarette butts at the park but Denis Ryan suggested a "no smoking" rule throughout our parks. Volunteer Award - Curtis stated that Cassi Marshall received the Mayor's Volunteer Spirit Award on Monday and congratulated her on this wonderful achievement. VI.
