PARKS & RECREATION COMMISSION MEETING MINUTES - DRAFT Wednesday, April 26, 2017, 5:00 PM Lacamas Lodge, 227 NE Lake Road I. CALL TO ORDER Staff: Jerry Acheson, Susan Newlove and Denis Ryan City Council Liaison: Melissa Smith Present: Vice Chair Steve Lorenz, Eunice Abrahamsen, Cassi Marshall, Sean Vergillo and Juli Bradley Excused: David Gast and Chair Randy Curtis II. APPROVAL OF MINUTES A motion was made by Marshall, seconded by Abrahamsen, and carried to approve the minutes of the Parks Commission meeting held on Wednesday, March 22nd, 2017. This was approved. Final Feasibility Assessment for the Off-Leash Dog Park Camas Dog Park Site Assessment Acheson stated that a feasibility site analysis was done at address 3010 NE Third Avenue for a potential off-leash dog park. The analysis included a study on landscaping, parking, archaeological, wetlands, geologically hazardous areas and fish and wildlife habitat conservation areas. In response to Smith, Acheson stated that they needed a second opinion on this location site to confirm that it will not work as an off-leash dog park. In response to Marshall, Acheson stated that Goot Park is a potential location for an off-leash dog park and Smith agreed that it would be a good location. Acheson stated that at Goot Park, the well system and park access are potential issues. B. Eagle Scout Project Process Acheson stated that Denis Ryan has requested a change to the review process Page 1  for future Eagle Scout projects. Ryan has requested that if it's a routine maintenance project that is being proposed, it would not need to go before the Parks Commission for approval. If a new project is being proposed, it will go before the Parks Commission for review and approval. As an example, Ryan stated that an Eagle Scout has proposed to repair the overlook on Heritage Trail and he feels that staff should be able to approve this project. Lorenz agreed and stated that from now on, staff can approve routine maintenance projects proposed by Eagle Scouts and if it's a new project being proposed by an Eagle Scout, it needs to be presented to the Parks Commission for approval. In response to Smith, Ryan stated that they are apprehensive about approving projects that require future maintenance and he pointed out that it should be a benefit to the community as opposed to a hindrance. Bradley stated that the projects reflect the Eagle Scouts personal interests and the city has the option to turn down proposals. Smith recommended creating a list of potential projects for the Eagle Scouts to prevent any potential burdens on staff. Vergillo suggested having guidelines on paint colors, etc. Discussion ensued on the orienteering compass Eagle Scout project at Crown Park. Acheson stated that a sign review needs to be presented to the Parks Commission on this project. C. Tobacco Policies in Local Parks Abrahamsen recommended making all parks smoke-free and suggested posting signs in all parks reflecting this rule. She added that smoking is a health issue and shouldn't be allowed on public grounds; trails, playgrounds, athletic fields, picnic shelters and restrooms. Vergillo stated that a policy needs to be created before the rule can be enforced. In response to Marshall, Ryan stated that most of the signs should be replaced soon, which would be a good time to make any changes needed to them. Acheson stated they need to either make this a rule or a policy and explained the difference between the two. Smith stated that if it's not currently in the ordinance then the Parks Commission can add it in. In response to Lorenz, Abrahamsen stated that she would like a "No Smoking" rule as opposed to a "No Tobacco" rule. Acheson suggested involving Randy Curtis and David Gast on this issue at a future meeting to get their input as well. Lorenz stated that they will table this issue and recommended that the Commissioners think about how they want to pursue this while taking into consideration the cost of adding/changing signs and facilitating it. Smith suggested finding out if there's already an ordinance in place too. IV. PROJECT UPDATES Aquatic Evaluation Report/Crown Park Pool Study - A committee has been Page 2  formed for this study and a meeting was held at Crown Park. The first open house will be on Tuesday, May 16th from 5 pm to 7 pm at Lacamas Lake Lodge. At the meeting, discussion ensued on a playground, shelters and a path. Camas Municipal Pool - The city is currently accepting applications for summer positions at the pool. The city plans on painting the pool and fixing the pool heater. Camas Little League - The League will possibly be updating some scoreboards. They are in the process of getting permits to build the batting cage and hope to complete the project by the end of this year. Parks Foundation Grant - Denis Ryan stated that the city was awarded a grant for playground equipment for Louis Bloch Park. Ryan distributed photos of a climber that will be installed at the park that resembles a baseball glove. Ryan stated that the Parks Foundation awarded the city a $3,000 grant. Fallen Leaf Lake Shelter - Ryan stated that one of the structure beams on the shelter is dry-rotted. A structural engineer will check the structure to ensure that it's safe to use and will also provide repair estimates. Ryan stated that Sam Adams said that they are planning to redo the water hook-up and eventually replacing it at the park host location on site. Summit Terrace - Acheson stated that the ad hoc committee will be involved in a re-design taking place in this subdivision. Water department - Acheson stated that the water department is looking into the UL Triangle as a proposed location site for property #17. Pedestrian Bridge - Acheson stated that a study was done and there were some archaeological findings along the proposed path for the future bridge. The path would keep pedestrians from having to walk on the road. V. OTHER ITEMS Camas Cemetery - Abrahamsen distributed photos of the new information board at the cemetery, which is 40" x 40" in size. Swinging Benches - Marshall distributed photos of swinging benches that she oberved along a trail in the Tri-Cities. Ivy League - The next Ivy League event will be held on Saturday, May 6th from 9 am to noon at Fallen Leaf Lake Park. All are welcome to volunteer at this event. Fallen Leaf Park - Acheson stated that Vergillo can have trail maintenance parties at Fallen Leaf Park. He updated Vergillo on the status of Ash Creek Park and Ostenson Canyon. Page 3  Easter Egg Hunt - Lorenz stated that city staff did a great job at the Easter Egg Hunt this year. VI. ADJOURNMENT The meeting adjourned at 6:05 pm.
