1) Roll Call
The Joint Police Committee was called to order at 5:00 pm and roll call was taken. All
members present.
2) Approval of the February 10, 2026 Joint Police Committee meeting agenda
Motion by Hewitt, second by Blackwood to approve the February 10, 2026 Joint Police
Committee meeting agenda. Motion carried unanimously (6 – 0).
3) Approval of the January 6, 2026 Joint Police Committee Meeting Minutes
Motion by Blackwood, second by Hewitt to approve the January 6, 2026 Joint Police
Committee meeting minutes. Motion carried unanimously (6-0).
4) Review and discussion of Court and Police Reports
a. Court: December 2025, January 2026
Joint Police Committee February 10, 2026
Cambridge attorney has to review every citation, so they actually lose money on all
citations, which they are looking into it. Wieczorek suggested that the Village President
meets with the Municipality Judge to understand how decisions are made, specifically
with a violation of a pet ordinance with a resident has a duck on the premise. Deputy
O’Donnell attends municipal court.
Motion by Blackwood, second by Dunnington to approve the court reports for December
2025, January 2026. Motion carried unanimously (6-0)
b. Police: December 2025, January 2026
Deputy Corrigan shared the details of each municipality: Deerfield: a good portion of their
time is on winter parking enforcement. Cambridge: focus on the numerous property
break-ins (vehicles and homes). One of the individuals believed to be involved in the
break-ins was apprehended.
Motion by Blackwood, second by Dunnington to approve the police reports for December
2025, January 2026. Motion carried unanimously (6-0).
5) Update and discussions on the replacement of the day shift deputy position.
Captain Porter, shared that Deputy Dylan Demico has been hired to replace Deputy Lauritsen.
Deputy Demico has to complete a mini-academy (starts mid-March), shift rotation with patrol
training (late March) and will start in July/August timeframe. Deputy will be working the
third shift (7:00p-3:00a)
Deerfield residents have noticed police presence has declined since we have been
shorthanded, especially in the residential areas. Wieczorek is concerned that the current
deputies will get burned out if a third isn’t starting until mid-Summer, especially with an
increase in calls.
Committee would like to have temporary help in the interim, as there is budget for it.
Brooklyn is the most comparable to Deerfield and Cambridge. Deputies Corrigan and
O’Donnell have a couple of other deputies in mind. They will provide the info on those two
additional deputies. Wieczorek will provide the DCSO with available budget
Motion made by Trendel, seconded by Dunnington to approve the Deerfield and Cambridge
Administrators work with the DCSO on the costs of overtime with an additional interim
deputy and determine the exact budget. The Administrators will then bring it forward to the
Village Presidents who will shared with the Joint Police Committee. Motion carried
unanimously (6-0).
6) Discussion on communities’ priorities and general direction of the staff.
Public Works is concerned with the lack of enforcement with smaller infractions such as

winter parking regulations and vehicles blocking sidewalks. Wieczorek shared that specific
residents are taking advance of reduction and enforcement. Committee recommends that
warning tags be put on the vehicles that are in violation. First step is for the villages to work
with the deputies on shift. If that cannot resolve concerns, they can be brought to DCSO
meetings that the deputies attend.
7) Preliminary discussions on the police services contract with the Dane County Sheriff’s Office
Current contract is from 2007, so it needs to be updated as the village resources that are no
longer in the position. Also, in the contract it lists names instead of titles. The contract also
needs to better align with current State statutes. Lieutenant Simpson will provide an example
of a more recent contract from Brookfield (2021). Clerk Gingher will send out the Brooklyn
contract to the committee to review. Contract Compliance Officer is starting soon in the
DCSO, so that might guide how contracts are handled in the future. There is no set renewal
date with the existing contract.
8) Set next committee meeting: date, time, and location.
Motion by Dunnington seconded by Trendel to hold the next committee meeting on Tuesday,
April 14, 2026 at 5:00 pm at the Deerfield Village Hall. Motion carried unanimously (6 – 0).

Motion by Hewitt seconded by Blackwood to adjourn the Joint Police Committee meeting at

REF: Patrol Coverage Analysis and Overtime Implementation Plan
Purpose
This memo outlines the current patrol coverage levels for the community contract, the impact of
the vacant 1900–0300 position and a structured overtime plan to restore coverage to previous
levels until a replacement deputy is field trained.
Current Patrol Staffing Model (Fully Staffed)
The original staffing model consists of three deputies conducting routine patrol within
Cambridge/Deerfield.
• Deputy Corrigan assigned Monday–Friday, 0600–1400 (average 37.3 hours/week with
contractual days off)
• Deputy O’Donnell assigned 1400–2200 on a 6-on/3-off rotation (average 37.3 hours/week)
• One deputy assigned 1900–0300 on a 6-on/3-off rotation (average 37.3 hours/week)
Total average weekly coverage under full staffing is approximately 111.9 hours per week,
equating to approximately 67% of total weekly coverage (168 hours).
Coverage with Vacant Position
With the 1900–0300 position vacant, coverage is reduced to 74.6 hours per week (approximately
44% coverage).
Current Overtime Mitigation
Deputies Corrigan and O’Donnell are each working 8 hours of OT per week, adding 16 coverage
hours. These hours are targeted as to not overlap assignments.
Revised total:
74.6 + 16 = 90.6 hours per week
90.6 ÷ 168 = approximately 54% coverage
While this improves overall coverage, it remains approximately 12–13 percentage points below
full staffing levels.
Proposed Overtime Implementation Plan
1. Maintain the current 16 hours of OT distributed between contract deputies.
2. Allot an additional 8 hours of overtime each week to total 24 hours.
3. Assign vacancy coverage deputies to work the allotted additional 8 hours per week.
4. When contract deputies have extended days off and/or cannot cover the allotted 16 hours,
they will go into the pool for the vacancy coverage deputies.
5. Structure shifts to maximize net coverage hours and avoid overlap.
Recommended Personnel for Contract Coverage
The following deputies are recommended by the currently assigned Contract deputies for this
assignment and/or vacancy coverage based on familiarity with the community, pay rate, and prior
experience:
• Deputy Nate Katzenmeyer
• Deputy Lacey O’Brien
• Deputy Isaac Wachholz
Cost Breakdowns
Deputy Dimico is expected to complete his training in August. Deputy Nate Katzenmeyer
presents the highest cost per hour rate at $100.08. He brings the most experience as well as his
K9 partner, Kimo. If we gauge the supplemental OT hours at Deputy N. Katzenmeyer’s rate, 24
hours a week for over 20 weeks (5 months) the total cost is projected to be $48,038.
Utilizing Deputy Lauritsen’s projected 2026 OT rate of $101.57/hr the proportionate “OT
coverage” would have cost $48,753. Taking Deputy Lauritsen’s yearly estimate which includes
contract insurance/clerical support costs, the allocated funds for 5 months total $76,578.12
Attached to this packet are the hour/cost breakdowns of all recommended deputies as well as
the 2026 projections for current contract staff and Deputy Lauritsen.
