City Council Proceedings The Canistota City Council met Monday, January 24, 2022 at 6:30 PM at the Canistota American Legion. City Council Members present: Mayor Justin Engbarth, Donovan O’Donnell, Jamie Miller, and Jessica Kerher. Absent: Brad Miller. Others present: Finance Officer Kathy Townsend, Maintenance Supervisor, Darin Nugteren, Maintenance Assistant Brandon Dolejsi, Darin Ligtenberg and Kyle Sokulski along with 8 members of the Community. Mayor Engbarth called the meeting to order at 6:30 PM Mayor Engbarth led the Pledge of Allegiance. The agenda was approved as presented on a motion by Kerher, seconded by J. Miller, all voted yes, the motion carried. Mayor Engbarth introduced City Engineer, Darin Ligtenberg of Snyder Associates. D. Ligtenberg gave background information on past and future projects for the City of Canistota, including the replacement of the water tower. With the completion of Phase 3 improvements, the proposed project area will no longer be considered a rural area with open ditches but rather will be improved to an urban area with the installation of curb and gutter. The break down of funding was reviewed with the City of Canistota awarded two grants, CDBG, in the amount $770,000.00 and CAG in the amount $550,000.00. The SD DANR has also awarded two low interest loans to the city; for Drinking water improvements, a loan of $667,000.00 and a loan in the amount of $1,758,000.00 for clean water improvements. The city has also been awarded a Transportation Alternative Grant in the amount of $201,597.00 which will be used for sidewalks in the project. Improving the width of 5th, 6th and 7th Avenues along with Pine Street was discussed. The streets of Fir, Oak and Walnut will also be included in this project with street resurfacing and the installation of curb and gutter. Ligtenberg estimates the cost to affected property owners in the project area for curb and gutter installation will be approximately $25 per foot against all assessable lots and tracts of land fronting or abutting the project. The construction schedule was discussed with various options for project completion available to the City. Concern with access to the pool was discussed with the work to be done in phases to keep children safe as they access the route to the pool. Access for homeowners to their property in the project area was also discussed. Ligtenberg would like to ensure the Phase 3 project for the City of Canistota is a well-done project, completed on time and with quality products. O’Donnell motioned to adjourn the meeting at 7:58PM, seconded by J. Miller, all voted yes, the motion carried. The next regular City Council meeting will be held at 7 PM on Monday, February 7, 2022 in the Community Room of City Hall.
