City Council Proceedings The Canistota City Council met Tuesday, July 5, 2022 at 7:00 PM in the Canistota City Hall Community Room. City Council Members present: Mayor Justin Engbarth, Donovan O’Donnell, Jamie Miller, Jessica Kerher; Brad Miller arrived 7:08 PM. Others present: Finance Officer Kathy Townsend, Maintenance Supervisor Darin Nugteren, and Maintenance Assistant Brandon Dolejsi, City Engineer: Darin Ligtenberg, David Miller, representing the Canistota Volunteer Fire Department, Corey Spicer, Eugene Zelmer arrived at 7:23 PM, Steve Arends arrived at 7:26 PM and Kenny Rose arrived at 7:45 PM. Mayor Engbarth called the meeting to order at 7:00 PM Mayor Engbarth led the Pledge of Allegiance. The agenda was approved as presented on a motion by J. Miller, seconded by O’Donnell, all voted yes, the motion carried. No written report was received from the Sherriff. D. Miller presented the Canistota Volunteer Fire Department report, the department responded to three fire calls, four rescue calls and participated with one weather watch. The Department participated in a controlled burn opportunity with twelve hours of training exercises. The report was approved on a motion by O’Donnell, seconded by Kerher, all voted yes, the motion carried. City Engineer, Ligtenberg, updated the Council on the proposed Phase 3 Street Improvement Project. SD DANR has approved the plans that were submitted for the Phase 3 Infrastructure Project. Ligtenberg presented the project to the City Council for acceptance and approval, on a motion by J. Miller, seconded by O’Donnell, the engineered plans for the Phase 3 Infrastructure Improvement Project were accepted as presented, all voted yes, the motion carried. The City of Canistota will advertise for bids in the July 7th and July 14th edition of The Special with bids to be opened at 2 PM on Tuesday, July 26, 2022. A bid could be awarded at the regular council meeting on Monday, August 1, 2022. Plans and bid specifications are on file with the Finance Office. Ligtenberg and D. Miller left the meeting at 7:30 PM No sealed bids were received by the deadline for the City owned surplus property. S. Arends, with JL Arends Insurance briefly met with the City to discuss the renewal of City insurance. Because of the lack of electricity from the afternoon storm, the Council tabled discussion and review of the policy until the August 1st Council meeting. Values and deductibles will be reviewed prior to the meeting by the Council and will bring questions and concerns to the August meeting. Arends will be in attendance. Arends left the meeting at 7:45 PM. Kerher and Nugteren presented an update from the Canistota Development Corporation. Items of discussion at their recent meeting included: an informative booklet promoting Canistota, purchase property to develop and exploring options for nuisance property abatement. The report was approved as presented on a motion by B. Miller, seconded by J. Miller, all voted yes, the motion carried. Nugteren presented the Planning and Zoning report: Nine building permits were issued in June. Guidelines for VRBO was discussed and tabled until the August meeting. Nugteren will talk with the City Attorney to obtain the Assurance Agreement for property development. The Council is in agreement that zoned commercial property not be altered to include residential in the same building. The report was approved as presented on a motion by Kerher, seconded by O’Donnell. Citizen Concerns: Eugene Zelmer visited the Council about the Rubble Site. He also asked for a pay increase. Zelmer left the meeting at 8:05 PM C. Spicer visited with the Council about the surcharge fees for debt service that are included on utility billings. Spicer also briefly visited with the Council about the proposed purchase of a mower and bids submitted. The review and bid award was tabled until the August 1, 2022 regular City Council meeting. Spicer left the meeting at 8:17 PM K. Rose discussed the pool house with the Council. Rose left the meeting at 8:25 PM Nugteren presented the Maintenance report: The Humane Society was contacted about a pet concern. A nuisance property was discussed; the Code Enforcement Officer will be contacted to proceed with owner abatement and compliance. An updated water-cooling system for the concession drinking fountains was purchased and installed. Nugteren has obtained quotes to replace the mower, those bids will be reviewed at the August 1, 2022 meeting. The new mosquito sprayer has been delivered and is ready to use. Nugteren will call his contact about the tree pile to get an estimate when he will be in town to dispose of the trees. A concern was noted that it would be nice to have it cleaned up before Sport Days. Nugteren discussed with the Council the opportunity to utilize the city owned building behind the maintenance shop to permanently store the generator. With the completion of this project, during a power outage, power would be available to run City Hall, the Maintenance Building and the lights on Main Street. The lights at the ball field were worked on after the May 12th, Derecho. A bid was requested from Michaels’s Fence for repairs to the tennis court, pool, and ball field fences. The sprinklers are running at both ballfields. The rubble site was discussed, including the purchase of an automated gate by utilizing a grant the city has received. The radar speed signs and repairing the cross-walk sign that was damaged in the May 12th Derecho were discussed. Clark Paving and McCook County chip sealing were discussed. The report was approved as presented on a motion by B. Miller, seconded by Kerher, all voted yes, the motion carried. On a motion by J. Miller, seconded by Kerher, the following claims were approved for payment all voted yes, the motion carried. Mayor Concerns: A concern about private swim lesson during water walking at the pool was discussed. That is a liability concern and isn’t an allowed activity during water walking. B. Miller had no concerns J Kerher visited with the Council about altering the length of swim lessons from half an hour to an hour. This will be discussed next year when schedules are established. Cannabis licensing fees were also briefly discussed. O’Donnell visited about a vehicle that poses a safety concern, the vehicle has been parked for an extended period in the right of way. J. Miller had no concerns. Kerher motioned at 9:25 PM to adjourn the meeting, seconded by J. Miller, all voted yes, the motion carried. The next regular meeting of the Canistota City Council will be held on Monday, August 1, 2022 at 7 PM in the Community Room of City Hall. All are welcome to attend.
