City Council Proceedings The Canistota City Council met Monday, August 8, 2022 at 8:00 AM in the Canistota City Hall Community Room. City Council Members present: Mayor Justin Engbarth, Jamie Miller, Jessica Kerher; and Brad Miller. Absent, Donovan O’Donnell. Others present: Finance Officer Kathy Townsend, City Engineer, Darin Ligtenberg and Kyle Sokulski, Mayor Engbarth called the meeting to order at 8 AM The Mayor led the pledge of Allegiance. The agenda was approved as presented on a motion by B. Miller, second by Kerher, all voted yes, the motion carried. B. Miller motioned, seconded by Kerher to approve Resolution 2022-10 to enter into a construction agreement with H & W Contracting, LLC for the construction of the Phase 3 Infrastructure Improvements, contingent upon approval from both the SD Department of Transportation and SD DANR, all voted yes, the motion carried. The Resolution is printed elsewhere in this edition of The Special. The following policies and procedures were adopted for the Phase 3 Infrastructure Improvement Project: J. Miller motioned, second by Kerher to adopt the Equal Employment Opportunity Policy, all voted yes, the motion carried. Kerher motioned, second by J. Miller to adopt the Fair Housing Resolution, all voted yes, the motion carried. B. Miller motioned, second by J. Miller to adopt the Code of Conduct Policy, all voted yes, the motion carried. J. Miller motioned, second by Kerher to adopt the Operation, Maintenance and Repair Identification Statement, all voted yes, the motion carried. The Relocation, Displacement and Acquisition Plan was approved on a motion by Kerher, second by B. Miller, all voted yes, the motion carried. The Certification regarding Restrictions on Lobbying was approved on a motion by J. Miller, seconded by Kerher, all voted yes, the motion carried. A motion to Approve Mayor Justin Lee Engbarth signing the Local Match Statement for the Phase 3 Infrastructure Project was made by B. Miller, seconded by J. Miller, all voted yes, the motion carried. Kerher motioned, second by J. Miller to adopt The Excessive Force Policy, all voted yes, the motion carried. J. Miller motioned, second by Kerher to approve Mayor Justin Lee Engbarth signing the CDBG Disclosure Report, all voted yes, the motion carried. There was no one present for public comment. Eric Eisloeffel with the Hawks Nest will inform the city who he is hiring for security during his August 20th, 2022 dance. B. Miller motioned, second by Kerher to adjourn the meeting at 8:10 AM, all voted yes, the motion carried. The next regular City Council meeting is Tuesday, September 6, 2022 at 5 PM.
