City Council Proceedings The Canistota City Council met Monday, March 6, 2023 at 6:00 PM in the Canistota City Hall Community Room. City Council Members present: Mayor Justin Engbarth, Donovan O’Donnell, Jamie Miller, Brad Miller; Jessica Kerher was absent. Others present: Finance Officer Kathy Townsend, Maintenance Supervisor, Darin Nugteren and Maintenance Assistant, Brandon Dolejsi. Also present: Fire Chief Steve Richarz, SEFP Facilitator Heather Broehm, Darin & Alyssa Korkow and Tess Olsen. Kyle Sokulski, Snyder & Associates, arrived at 6:14 PM. Mayor Engbarth called the meeting to order at 6:01 PM Mayor Engbarth led the Pledge of Allegiance. The agenda was approved as presented on a motion by J. Miller, second by B. Miller, all voted yes, the motion carried. The proceedings from the last regular Council meeting were approved on a motion by B. Miller, second by J. Miller, all voted yes, the motion carried. The written reports from the McCook County Sheriff’s Office for February, 2023, were approved as presented on a motion by J. Miller, second by B. Miller, all voted yes, the motion carried. Richarz presented the February report for the Volunteer Fire Department. They responded to four rescue calls and received no fires during the month. A pancake feed fund raiser has been tentatively scheduled for April 16, 2023, depending on the weather. A partnership for a Chase the Ace fundraiser is also being explored. The report was approved on a motion by B. Miller, second by O’Donnell, all voted yes, the motion was approved. Richarz left the meeting at 6:05 PM Nugteren presented an update from the Canistota Development Corporation. The CDC will apply for grant funds to assist with project improvement in Canistota. No action on behalf of the city was taken until the grant has been received. Promoting Canistota was also discussed. The report was approved as presented on a motion by J. Miller, second by O’Donnell, all voted yes, the motion carried. Nugteren presented the report for the Planning and Zoning Commission: The Hazard Mitigation Grant process is concluding with SECOG submitting the application on behalf of the City. Two building permits were issued in February. O’Donnell motioned, second by B. Miller to approve the report, all voted yes, the motion carried. The Public Hearing for the Alcoholic Beverage License, Retail (On-Off Sale) Malt Beverage & SD Wine, Farm Wine License application for Total Stop Food Store was held. No one was present either for or against the application and on a motion by O’Donnell, second by B. Miller, the application was approved, all voted yes, the motion carried. Citizen Concerns Heather Broehm updated the Council on her SEFP Facilitator’s report. Broehm is involved with new client work, follow up with existing clients and preparations for the Career Fair to be held on March 8th. She reminded the Mayor and Council about the upcoming annual investor reception to be held on April 13th, 2023 in Parker. The South Dakota Department of Tourism has a grant opportunity available that Broehm will execute to aid in the marketing of Canistota. Broehm left the meeting at 6:40 PM Darin & Alyssa Korkow visited with the Council about solid waste pickup in Canistota. They plan on implementing several improvements in the near future, such as supplying “carts” to residents, one for garbage and if a resident chooses to recycle, a cart will be issued for that purpose. These will be heavier carts that will not blow over in the wind. Contract updates, along with garbage and recycling pickup times were also discussed. The Korkows’ left the meeting at 6:45 PM Sokulski, Snyder Engineer Representative updated the Council on the upcoming Public Meeting to be held on Tuesday, March 21, 2023 at 7 PM in the Canistota Legion Hall. All City residents are encouraged to attend, but especially those residents that will be affected by the upcoming Phase 3 Improvement Project. The contractor, along with City engineers will be on hand to answer questions and concerns. Shop drawings will also be on display. Olsen was present to ask about the Phase 3 Improvement Project. Sokulski and Mayor Engbarth addressed her concerns. Additional questions will be brought to the Public Meeting on Tuesday, March 21st at 7 PM in the Legion Hall. Olsen left the meeting at 7 PM, Sokulski left the meeting at 7:13 PM Nugteren & Dolejsi presented the February Maintenance Report: Several animal issues were dealt with. Nugteren has been conferring with the City attorney concerning code enforcement. A new blade has been purchased for the pickup for snow removal; a new cutting edge has been installed on the Kage snow plow along with other maintenance repairs. The plow may need to be replaced next winter. The tree pile is gone on the Keller property. Thank you to Chad & Mandy for allowing the community to place downed trees from the Derecho on their lot. MAP Engineering is close to submitting a completed report for upgrading the lighting at the sports complex. The new diving board for the pool has arrived. Nugteren and Dolejsi will investigate the leaks with the baby pool. EDD used their snow blower to open the half mile going west out of town on Ash Street, thank you to EDD for your assistance. Nugteren has ordered a part to upgrade the master meter in the meter pit. The cost is $350, this should aid in leak notification. Dolejsi will be attending a Water Seminar in “Yankton on March 29th & 30th. Finishes for the proposed picnic shelter/warming house in Stalting Park were discussed, along with water fountain placement. The report was approved as presented on a motion by J. Miller, second by O’Donnell, all voted yes, the motion carried. The following bills were approved for payment, including paying upon receipt the Xcel Energy bill which was not received in time to be listed on the March claims on a motion by B. Miller, seconded by O’Donnell, all voted yes, the motion carried. A SDPAA representative will be invited to attend the April meeting. The delinquent utility billing was discussed. The Fax machine is no longer operable so the Fax machine utility line will be cancelled with Golden West. The Finance Officer’s report was approved as presented on a motion O’Donnell, second by B. Miller, all voted yes, the motion carried. Council Reports: Mayor Engbarth: Applications for lifeguard and Rubble Site Attendant were reviewed. Applications are being accepted until Friday, March 31st, 2023. J. Miller, second by B. Miller, motioned for the city to sponsor the Kiddie Tractor Pull during Sport Days this summer, all voted yes, the motion carried. The current solid wase contract was discussed. O’Donnell motioned, second by J. Miller to waive the rental fee for the Economic Development Cohort meeting to be held in the Community Room of City Hall on Thursday, March 16th, roll call vote: J. Miller-yes, O’Donnell-yes, B. Miller-abstain, the motion carried. The completed annual report by Schoenfish & Co for the City of Canistota was acknowledged with completion accepted on a motion by B. Miller, second by J. Miller, all voted yes, the motion carried. Current certificate of deposit rates were reviewed with no action taken at this time. The Finance Officer will advertise for a part-time, summer employment position in the maintenance department. B. Miller: had no concerns. O’Donnell had no concerns J. Miller had an election question when a petition is not taken out for an open position B. Miller motioned to adjourn the meeting at 8:31 PM, second by O’Donnell, all voted yes, the motion carried. The next regular City Council meeting will be held at 6 PM on Monday, April 3, 2023 in the Community Room of City Hall. NOTE 6 PM START TIME. All are welcome to attend.
