City Council Proceedings
The Canistota City Council met Monday, April 3, 2023 at 6:00 PM in the Canistota City Hall Community
Room. City Council Members present: Mayor Justin Engbarth, Donovan O’Donnell, Jamie Miller, Brad Miller;
Jessica Kerher was absent. Others present: Finance Officer Kathy Townsend, Maintenance Supervisor, Darin
Nugteren and Maintenance Assistant, Brandon Dolejsi. Also present: Fire Chief Adam Richarz and Lynn
Bren. Darin & Alyssa Korkow arrived at 6:23 PM.
Mayor Engbarth called the meeting to order at 6:00 PM
Mayor Engbarth led the Pledge of Allegiance.
The agenda was approved as presented on a motion by J. Miller, second by O’Donnell, all voted yes, the motion
carried.
The proceedings from the last regular Council meeting were approved with a correction to the name of the Fire
Chief : Adam Richarz, on a motion by J. Miller, second by O’Donnell, all voted yes, the motion carried.
The proceedings from the Board of Equalization meeting were approved as presented on a motion by B Miller,
second by J. Miller, all voted yes, the motion caried.
The proceedings from the Special City Council meeting held immediately after the BOE meeting were approved on
a motion by B. Miller, second by J. Miller, all voted yes, the motion carried.
The written report received from the McCook County Sheriff’s Office was reviewed and approved as presented on
a motion by B. Miller, second by O’Donnell, all voted yes, the motion carried.
Richarz presented the February report for the Volunteer Fire Department. They responded to six rescue calls and
three fire calls during the month. A pancake feed fund raiser has been scheduled for April 16, 2023. Several fire
fighters from Canistota attended fire school for grain safety, electric and heavy rescue training. A partnership with
the Bait Shop for a Chase the Ace fundraiser is scheduled to begin April 29th. The funds raised will be earmarked
for new gear, a grant opportunity will also be explored with the State of SD. The report was approved on a motion
by O’Donnell, seconded by B. Miller, all voted yes, the motion was approved. Richarz left the meeting at 6:10 PM
No report was received from the Canistota Development Corporation.
Nugteren & Dolejsi presented the report for the Planning and Zoning Commission: Topics of discussion included:
building permit applications received for March, set back and zoning guidelines for new build, along with the
rubble site and demo disposal. Tree removal as part of the Phase 3 Improvement Project, has been completed by
Snyder & Associates with removal scheduled to begin within the next week or two. Also discussed, increasing the
size of the parking area at the pool along with curb and gutter in various areas of the project.
L. Bren, from the South Dakota Public Assurance Alliance presented information to the Mayor and Council on
liability and property coverage for the city. Topics of discussion included safety reviews, employment practices
and benefits of joining the pool. Bren left the meeting at 6:54 PM
Citizen Concerns
Darin & Alyssa Korkow visited with the Council about solid waste pickup in Canistota. An increase in solid waste
fees from $18.50 to $21.00 per month along with carts for resident use were discussed. J. Miller motioned to
increase the garbage surcharge fee to $1.00/ month and to accept the three-year exclusive contract at $21.00 per
month for both solid waste and recycling pickup with Addy Disposal effective April 15th, 2023, second by
O’Donnell, all voted yes, the motion carried. Addy Disposal will also begin their route pickup
by 7 AM on Wednesdays in Canistota. Addy Disposal will be informing their customers of the anticipated
changes. D. & A. Korkow left the meeting at 7:27 PM
Nugteren & Dolejsi presented the March Maintenance Report: Several raccoon issues were dealt with. All street
lights are now working, the picnic tables donated by the Canistota Lions Club have been put together. The repairs
needed at the baby pool were discussed with Nugteren an Dolejsi working to isolate and repairing the leak. The
water tower has developed a couple of leaks with repairs ongoing; a water study and estimates for a liner for the
tower will be discussed further at the May 1st regular City Council Meeting. Matthaei has repaired a water main
break on Wood Street. A new meter has been ordered that will send usage information to Nugteren & Dolejsi four
times a day to better track leaks and water main breaks. Nugteren is cleaning up the remains of the tree pile on the
Keller property. Dolejsi will be attending a workshop on April 20 to calibrate the mosquito sprayer as mandated by
the State of SD. The replacement diving board for the pool has arrived and will be installed when weather allows.
Nugteren and Dolejsi continue with the Round House repairs. Nugteren and Dolejsi will compile a list of
equipment that is needed or in need of replacement before the first reading of the 2024 budget so that capital
improvements can be included in the budget. The report was approved as presented on a motion by B. Miller,
second by J. Miller, all voted yes, the motion carried.
The following bills were approved for payment, including paying upon receipt the Xcel Energy bill which was not
received in time to be listed on the April claims on a motion by J. Miller, seconded by O’Donnell, all voted yes, the
motion carried.

Townsend presented the Finance Officer’s report: The delinquent utility accounts were reviewed. On a motion by
B. Miller, second by O’Donnell City Offices will be closed Good Friday and Easter Monday, all voted yes, the
motion carried. The Finance Officer’s report was approved as presented on a motion B. Miller, second by
O’Donnell., all voted yes, the motion carried.
Council Reports:
Mayor Engbarth: Applications for pool manager, lifeguards and Rubble Site Attendant were reviewed. On a
motion by B Miller, second by J. Miller, the following applicants are hired as lifeguards for the 2023 swim season
contingent upon all required certifications and paperwork is returned to the Finance Office before a shift can be
scheduled: Noah Kleinsasser, $13.25/ hour; Brody Roshone, $13.25/hour; Natalie Becker, $13.00/hour; Ellie
Becker, $13.00/hour; Levi Schroeder, $13.00/hour; Natalee Hofer, $13.00/hour and Michelle Seitz, $13.00/hour.
The pool manager position along with rubble site attendant position will be offered after interviews are conducted
on Monday, May 1st, 2023 at the regular City Council meeting. B. Miller motioned, seconded by O’Donnell to
hold Free Spring Dump Days at the Rubble Site on Saturday, May 6, 2023, all voted yes, the motion carried.
O’Donnell motioned, supported by J. Miller to obtain a quote from the SDPAA for City insurance coverage. All
voted yes, the motion carried.
B. Miller had no concerns
O’Donnell commented on ordinance enforcement from the Sheriff’s office in regards to illegal parking, ticketing,
towing and addressing animal complaints
J. Miller had no concerns
A motion to adjourn was made by B Miller at 9:32 PM, second by O’Donnell, all voted yes, the motion carried.
The next regular meeting of the Canistota City Council will be held on Monday, May 1, 2023 at 6 PM in the
community room of City Hall. All are welcome and encouraged to attend.
