BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, August 11, 2020 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:02 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. Visitors present were Director Rollin Seward and Renee Biggums from the Department of Development. The following items were for review/approval by the Board of Control: 8/11/2020 - Minutes 1. Ordinance 87/2020 Enter into contract with Economic & Community Development Institute utilizing CDBG funds in the amount of $72,000.00 pursuant to the CARES Act to assist businesses with grants that have been affected by the COVID-19 pandemic. Discussion: Per Director Seward, this is phase two of money for this assistance program. Mayor Bernabei asked if there is an administrative fee. Director Seward stated that there is an administrative fee of $12,000 and it is included in the $72,000 amount. $60,000 will actually go out. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 66/2020 Enter into a professional services agreement with Glaus, Pyle, Schomer, Burns & DeHaven, Inc. dba GPD Group in an amount not to exceed $109,820.00 for professional architectural and engineering services to develop a Master Plan for the City’s Service Center. Discussion: Per Director Highman, the services provided by GPD Group will encompass building assessments, land use assessments and operational assessments. He also stated that the City has had good experiences with using GPD Group on previous projects. Mayor Bernabei asked if a selection process was used in the selection of GPD. Director Highman advised that a qualification based selection process was utilized which was headed up by Jim Benekos from the Water Department. Three firms were short listed and interviews were held. Follow up meetings were also held. GPD was selected as they presented experience that was more specialized for this type of project. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 66/2020 Enter into a professional services agreement with PRIME AE Group, Inc. in the amount of $63,500.00 for engineering design services and plan preparation for the 15th St. SW Bridge Replacement Project, GP1299. Discussion: Mayor Bernabei asked where on 15th St. SW this bridge is located. Director Highman said that it is west of Cleveland Ave., near the Timken area. This is the first phase of this bridge project. There is a grant pending for future phases of the bridge replacement. Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Perry seconded. Discussion: Mayor Bernabei asked where on 15th St. SW this bridge is located. Director Highman said that it is west of Cleveland Ave., near the Timken area.
