BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, August 25, 2020 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 8/25/2020 - Minutes 1. Ordinance TBD Ordinance TBD Enter into a funding agreement with the Canton City School District in an amount not to exceed $500,000.00 utilizing CARES Act funds to purchase Wi-Fi hot spots to ensure that students have reliable internet access while utilizing a virtual learning environment during the COVID-19 pandemic. Discussion: No discussion. Motion: Director Highman made a motion to approve the above referenced agreement. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 2/2020 Ordinance 2/2020 Enter into Change Order No. 1 with Central Allied Enterprises, Inc. in the amount of $44,000.00 for the Harmont Ave. Resurfacing Project, GP1322 due to the unforeseen cost to rebuild 22 catch basins located on the outside of the pavement which will fail when the old asphalt is removed, resulting in a new contract amount of $523,852.09. Discussion: Per Director Highman, the cost for this change order will be covered by the grant money used for this project. When the $44,000 is added to the project cost, the total amount is still within the grant fund amount. Motion: Director Highman made a motion to approve the above referenced change order. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinances 51/2019 & 1/2020 Ordinances 51/2019 & 1/2020 Enter into Change Order No. 1 with S.E.T., Inc. in the amount of $12,500.00 for the Fawcett Ct. NW Drainage Project, GP1300 in order to maintain the existing sanitary sewer connection and connect it to the existing storm sewer on Fawcett Ct. and also to replace a driveway approach and sidewalk section, resulting in a new contract amount of $184,696.33. Discussion: Per Director Highman, there was an unknown existing sewer in the basin where the new line has to be installed. They had to rebuild and relocate the lines at the new connection site. Motion: Director Highman made a motion to approve the above referenced change order. Director Perry seconded. Ordinance 2/2020 Ordinance 2/2020 Award and enter into contract with C&K Industrial Services, Inc. in the amount of $1,126,808.50 for the Large Diameter Sanitary Sewer Cleaning & Televising 2020 Project. Discussion: Per Director Highman, C&K Industrial Services is the company that the Collection Systems Dept. was hoping would be awarded the contract. They have seen their work before and have been aware of the company. This work is being done per the Administrative Order. Motion: Director Highman made a motion to approve the above referenced contract. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 66/2020 Ordinance 66/2020 Enter into contract with Hissong Kenworth, Inc. dba Kenworth of Canton in the amount of $350,046.00 for the purchase of two 2021 T370 Cab and Chassis salt trucks and snow plow packages for the Street Department pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding. Discussion: Mayor Bernabei asked if this is the cost of the entire vehicles, full salt trucks, or is this just part of the cost. Each vehicle is $175,023.00? Director Highman confirmed that this is the full cost of both vehicles in their entirety. This includes the cab, chassis, snow plow packages, etc. Motion: Mayor Bernabei made a motion to approve the above referenced contracts. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. Adjournment: Mayor Bernabei made a motion to adjourn the meeting. Director Perry seconded. Vote: 3 yeas 0 nays Meeting adjourned: 9:05 AM
