SPECIAL BOARD OF CONTROL Meeting Minutes A Special Board of Control meeting was held Thursday, September 24, 2020 at 1:00 PM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 1:00 PM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 9/24/2020 - Minutes 1. Ordinance 159/2020 Enter into a construction contract with The K Company, Inc. in the amount of $45,484.10 utilizing CRF funds for building improvements to facilitate outside air circulation with the demolition and replacement of a new rooftop unit at the Southeast Community Center. Discussion: Per Director Highman, the replacement rooftop unit will be located in the Arts and Crafts room at the Southeast Community Center (SECC). This new rooftop unit will improve the air quality at the SECC, which is one of the two large City buildings to be used as a shelter in the event of an emergency. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 159/2020 Enter into a construction contract with The K Company, Inc. in the amount of $42,442.55 utilizing CRF funds for building improvements to facilitate outside air circulation with the demolition and replacement of a new rooftop unit at the Southeast Community Center. Discussion: Per Director Highman, this new rooftop unit will be located in the Youth Development Room at the SECC. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 3. Ordinance 159/2020 Enter into a construction contract with The K Company, Inc. in the amount of $35,170.08 utilizing CRF funds for building improvements to facilitate outside air circulation with the removal and replacement of two new rooftop units at the Southeast Community Center. Discussion: Per Director Highman, one of these rooftop units will be located in the locker room and the other will be located in the Head Start Program room at the SECC. Motion: Mayor Bernabei made a motion to table the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 159/2020 Enter into a construction contract with Standard Plumbing and Heating Co. in the amount of $109,313.00  Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 159/2020 Enter into a construction contract with Standard Plumbing and Heating Co. in the amount of $109,313.00 utilizing CRF funds for building improvements to facilitate outside air circulation with the replacement of the cooling tower at the Sears Building. Discussion: Per Director Highman, Building Maintenance Superintendent Cliff Graves indicated that the new rooftop units that were previously approved by the Board of Control will not work properly unless the cooling tower is replaced as well because it is in bad condition. The new rooftop units will essentially be useless without a new cooling tower as the large rooftop units work to bring in the outside air that runs through the cooling tower. Motion: Mayor Bernabei made a motion to table the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried.
