BOARD OF CONTROL
Meeting Minutes
A Board of Control meeting was held Tuesday, October 27, 2020 at 9:00 AM in the Mayor’s Conference
Room. Board President, Mayor Bernabei called the meeting to order at 9:02 AM. Director of Public Service
John Highman was present. Director of Public Safety Andrea Perry was excused. Board Secretary Katie
Wise was also present.
Visitor present was Chris Hardesty from the Department of Development.
The following items were for review/approval by the Board of Control:
10/27/2020 - Minutes
1. Ordinance 34/2020
Enter into Change Order No. 1 with Northstar Asphalt, Inc. in the amount of $47,606.00 for the 13th St. NW
Reconstruction Project, GP1248, due to additional electrical work for a school beacon, pavement at the lift
station, and adding ADA curb ramps, resulting in a new contract amount of $1,244,200.00.
Discussion: Mayor Bernabei asked for clarification on the school beacon. Director Highman stated that the
beacon is the flashing school zone sign. He also mentioned that these were items that should have been in
the bid, but were missed.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 2 yeas 0 nays Motion carried.
2. Ordinance 69/2017
Enter into Change Order No. 2 & Final with Kokosing Industrial, Inc. for a cost reduction in the amount of
$104,155.07 for the Sludge Processing Modifications Project, Contract 27, in order to close out the project,
resulting in a new contract amount of $3,419,844.93.
Discussion: Per Director Highman, the sludge processing equipment are no longer belt presses, the new
process is via centrifuge. This modification will save a large amount of money per month. Mayor Bernabei
noted that this is more efficient in the removal of the water. Director Highman added that this is a great
project. We currently have a contract with Kimble for the disposal of solid waste at the Water Reclamation
Facility. This modification project will make that disposal process more efficient as that contract moves
forward.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 2 yeas 0 nays Motion carried.
3. Ordinance 77/2019
Enter into Change Order No. 1 & Final with Central Allied Enterprises, Inc. for a cost reduction in the
amount of $2,161.16 for the Service Shop Site Improvements Project, in order to close out the project,
resulting in a new contract amount of $639,213.59.
Discussion: Per Director Highman, this project is located at the Service Center and was done in two
phases. The Water Department has piles of aggregate and other fill that they use for their projects. That
material is now under a structure to keep dry. It is located behind the Water Department. The driveway
back to the location was also reconstructed.
Motion: Mayor Bernabei made a motion to table the above referenced change order.
