SPECIAL BOARD OF CONTROL Meeting Minutes A Special Board of Control meeting was held Wednesday, June 2, 2021 at 2:30 PM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 2:32 PM. Director of Public Service John Highman and Director of Public Safety Andrea Perry were present. Board Secretary Katie Wise was also present. Visitors present were Director Rollin Seward and Tammy Hajdu from the Department of Development. The following items were for review/approval by the Board of Control: 6/2/2021 - Minutes 1. Ordinances 85/2021 And 86/2021 Enter into various contracts utilizing American Rescue Plan (ARPA) Act funds as follows: a. Stark County Community Action Association (SCCAA) - $341,650.00 for summer youth employment b. Simply Youth - $170,964.00 for summer youth employment Discussion: Mayor Bernabei clarified that these contracts will use ARPA funds. Director Seward confirmed that was correct. He also stated that these contract amounts are revisions to the contract amounts that were approved by the Board of Control on May 18th. The SCCAA contract includes additional administrative fees for payroll. The Simply Youth contract includes additional money for lawn equipment. Mayor Bernabei advised that the serial numbers and any other identification information be logged for the lawn equipment. Director Seward added that all equipment will be returned at the end of the program. Also, it was noted that the Stark County Community Action Association is also known as The Stark County Community Action Agency. Motion: Director Highman made a motion to approve the Stark County Community Action Association, also referred to as The Stark County Community Action Agency for $341,650.00. He also made a motion to approve the Simply Youth contract as a third party contract between Simply Youth and SCCAA. SCCAA will be the fiscal officer for the Simply Youth program. Director Perry seconded. Vote: 3 yeas 0 nays Motion carried. Adjournment: Mayor Bernabei made a motion to adjourn the meeting. Director Perry seconded. Vote: 3 yeas 0 nays Meeting adjourned: 2:36 PM
