BOARD OF CONTROL Meeting Minutes A Board of Control meeting was held Tuesday, June 29, 2021 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:01 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman were present. Board Secretary Katie Wise was also present. Visitors present were Deputy Mayor Fonda Williams and Director Rollin Seward from the Department of Development. The following items were for review/approval by the Board of Control: 6/29/2021 - Minutes 1. Ordinance 86/2021 Enter into an Amendment to the American Rescue Plan Act (ARPA) Subaward Agreement with Stark County Community Action Agency for the ARPA Summer Learning/Work Experience Program in order to reduce the amount of program funds from $341,650.00 to $316,750.00. The amount of the difference of $24,900.00 will now be covered by CDBG COVID-19 funds. Discussion: Mayor Bernabei asked why the funds are being changed. Director Seward indicated that they oversubscribed for ARPA funds. This amendment will adjust the remaining funds over to CDBG. All other contract specifications will stay the same. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 192/2015 Authorize incentive payments to Phoenix Rising BHR, Inc. for 2019 in the amount of $41,962.05 and for 2020 in the amount of $53,633.98 per the Job Creation Incentive Program Agreement established in 2015 for the purpose of stimulating growth of the City’s municipal tax base through retention, expansion and recruitment of new businesses to the City of Canton. Discussion: Deputy Mayor Williams stated that the funds are dictated by the Job Creation Incentive Authorize incentive payments to Phoenix Rising BHR, Inc. for 2019 in the amount of $41,962.05 and for 2020 in the amount of $53,633.98 per the Job Creation Incentive Program Agreement established in 2015 for the purpose of stimulating growth of the City’s municipal tax base through retention, expansion and recruitment of new businesses to the City of Canton. Discussion: Deputy Mayor Williams stated that the funds are dictated by the Job Creation Incentive Program. It was determined by Director Highman and Mayor Bernabei that this did not need be go through Board of Control since the details for the payments were already stated in the original agreement from 2015. A purchase order can just be opened to make the payment. Motion: No action required. 3. Ordinance 270/2018 Enter into Change Order No. 4 & Final with Northstar Asphalt, Inc. for a cost reduction in the amount of $103,427.27 for the 2019 Paving Program GP1301, in order to close out the project, resulting in a new contract amount of $2,947,190.26. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced change order. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Ordinance 244/2020 Award and enter into a 1-year supply contract (with the option of a 30 day extension at the sole discretion of the City of Canton) in the amount of $0.3495 per pound with JCI Jones Chemicals, Inc. for the supply of liquid chlorine for the Water Department. Discussion: Director Highman mentioned that JCI Jones sent a force majeure letter to the City in May regarding potential price issues with the supply of liquid chlorine due to a fire at the manufacturer’s chemical plant in Alabama. The manufacturer informed JCI that supply delays and pricing could be impacted, which was then made worse by the pandemic. Katie Wise said that the current contract price for liquid chlorine is $0.27 per pound. Director Highman added that the Water Dept. did receive a full delivery of liquid chlorine just last week. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 244/2020 Award and enter into a 1-year supply contract (with the option of a 30 day extension at the sole discretion of the City of Canton) in the amount of $0.21 per pound with Univar Solutions USA, Inc. for the supply of hydrofluorosilicic acid for the Water Department. 5.
