SPECIAL BOARD OF CONTROL
Meeting Minutes
A Special Board of Control meeting was held Tuesday, March 29, 2022 at 9:30 AM in the
Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at
9:32 AM. Director of Public Safety Andrea Perry and Director of Public Service John Highman
were present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:

1. Ordinance TBD
Ordinance 69/2022
Enter into a professional service contract with Wi-Fiber, LLC in the amount of $41,710.00 for the Purchase,
Installation and Implementation of Security Cameras at the 9th St. NE Salt Storage Facility.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
2. Ordinance 214/2020
Enter into Change Order No. 1 with Anser Advisory formerly known as H.R. Gray & Assoc., LLC in the
amount of $20,000.00 for the construction oversight services on the Cleveland Ave. Water Main
Replacement Project due to additional oversight services required because of the contractor exceeding the
original substantial completion date, resulting in a new contract amount of $227,545.08.

Motion: Mayor Bernabei made a motion to approve the above referenced change order.

3. Ordinances 58/2021 & 7/2022
Award and enter into a construction contract with The Shelly Company in the amount of $168,822.75 for the
Cleveland Ave./2nd St. NW Onesto Streetscape Project, GP1362 for the Engineering Department.
Discussion: Mayor Bernabei asked what area this streetscape project would cover. Director Highman
indicated that the streetscape would be completed in front of the Onesto and the Bliss Tower. The entire
project will run from Court Ave. to Cleveland Ave. N. Also, currently there is no pedestrian crossing signal
on 2nd St. as there is no place to put one. This project will kick out the sidewalk to allow for the installation
of a pedestrian signal in that area.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.
