BOARD OF CONTROL
Meeting Minutes
The Board of Control meeting was held Tuesday, March 7, 2023 at 9:00 AM in the Mayor’s
Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:04 AM.
Director of Public Service John Highman and Director of Public Safety Andrea Perry were
present. Board Secretary Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
3/7/2023 - Minutes
1. Ordinance 221/2020
Enter into Change Order No. 5 & Final with Wenger Excavating, Inc. for a cost reduction in the amount of
$39,880.96 for the Steese Area Roadway and Drainage – Phase 1, 39th St. NW Project, GP1284, in order
to close out the project, resulting in a new contract amount of $3,313,250.21.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced change order.
Director Highman seconded.
Vote: 3 yeas 0 nays Motion carried.
2. Ordinance 276/2022
Award and enter into contract with Shelly Materials, Inc. DBA Medina Supply Company for the supply of
ready mix concrete as needed for various City departments.
Discussion: No discussion.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.
Director Highman seconded.
Motion: Mayor Bernabei made a motion to approve the above referenced contract.

Vote: 3 yeas 0 nays Motion carried.
3. Ordinance 88/2022
Award and enter into a construction contract with Cavanaugh Building Corporation in the amount of
$2,020,273.00 for the 2022 Service Center Upgrade and Reconfiguration Project - GP 1331.

Motion: Mayor Bernabei made a motion to approve the above referenced contract.

4. Ordinance 276/2022
Award and enter into a one-year supply contract with Tidewater Products, Inc., for the supply of liquid
emulsion polymer for the Water Reclamation Facility for an annual operating cost of $1,005,492.00. This
includes the option of three (3) additional one-year extensions if mutually agreed upon in writing by the City
of Canton and Tidewater Products, Inc.
Discussion: Mayor Bernabei asked how the liquid emulsion polymer is used at the Water Reclamation
Facility. Director Highman explained that it is used during the treatment process. The polymer helps to
breakdown the waste. In order to award this contract, the bid polymer is tested at the plant. Polydyne, Inc.
was the apparent low bidder, however they failed the required test. If we would have awarded to Polydyne,
we would have been required to purchase additional polymer. Therefore, we went with the second low
bidder, Tidewater Products, who did successfully pass the polymer test.
