BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, April 25, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:00 AM. Director of Public Service, John Highman was present. Director of Public Safety, Andrea Perry was excused. Board Secretary Katie Wise was also present. Visitor present was Director Sherice Freeman from the Community Development Dept. The following items were for review/approval by the Board of Control: 4/25/2023 - Minutes 1. Ordinance 65/2023 Ordinance 65/2023 Enter into the following contracts with the agencies listed below to receive grant funding in the overall amount of $610,429.00 in order to implement 2023 Summer Camps and Learning Programs utilizing ARPA funds: Discussion: Mayor Bernabei asked if this was the full list of approved recipients. Director Freeman verified that this is the full list. Motion: Mayor Bernabei made a motion to approve the above referenced contracts. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 2. Ordinance 176/2022 Enter into a contract amendment with Eric Snow YMCA for their public facility improvements in order to change the scope of work from installing two boilers to refinishing the gymnasium floor and replacing the carpet in the Wellness Room. The contract amount will remain the same at $38,600.00. Discussion: Director Freeman clarified that this project is being paid for with CDBG funds. carpet in the Wellness Room. Ordinance 39/2023 Enter into contract with Ohio Machinery Co. dba Ohio CAT in the amount of $134,528.33 for the purchase of a Mini Excavator for the Water Department, pursuant to the Sourcewell Cooperative Purchasing Program which exempts said purchase from competitive bidding. Discussion: No Discussion Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 4. Ordinance 63/2023 Enter into a professional service agreement effective through December 31, 2024 with Legacy of Honor in a total price not to exceed $124,400.00, utilizing ARPA funds, for Mental Health and Awareness Services for Canton Police Officers. Discussion: No Discussion Motion: Mayor Bernabei made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 5. Ordinance 50/2023 Enter into contract with Landscape Forms, Inc. in the amount of $89,196.56 for the purchase of new furnishings for Central Plaza per the Planning Department, pursuant to the NCPA Cooperative Purchasing Program, which exempts said purchase from competitive bidding. Ordinance 50/2023 Enter into contract with Murphy Tractor and Equipment Co. in the amount of $64,811.76 for Two (2) Eager Beaver 20XPT Equipment Trailers pursuant to ORC 125.04 which exempts said purchase from competitive bidding. Discussion: Director Highman asked if this is for the Street Department. Katie Wise stated that it was. Motion: Director Highman made a motion to approve the above referenced contract. Mayor Bernabei seconded. Vote: 2 yeas 0 nays Motion carried. 7. Ordinance 50/2023 Enter into contract with TrustedSec, LLC in the amount of $39,000.00 for the 2023 Cyber Security Program Maturity Assessment in order to strengthen the City's cyber security initiatives and decrease risk related cyber security threats. Discussion: Mayor Bernabei asked what will be done during this program. Director Highman indicated that he has spoken with IT Director Pat Barton and he explained that TrustedSec, LLC will assess our current cyber security systems and our policies. Motion: Mayor Bernabei made a motion to approve the above referenced contract. Director Highman seconded. Vote: 2 yeas 0 nays Motion carried. 8. Ordinance 50/2023 Award and enter into a one-year contract with the Montrose Auto Group for the purchase of Standard Trucks, Cars, SUV’s and Chassis Vehicles for Various City Departments at a set price of 4% above Net/Net Dealer Invoice per vehicle.
