BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, September 19, 2023 at 9:00 AM in the Mayor’s Conference Room. Board President, Mayor Bernabei called the meeting to order at 9:01 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Board Secretary Katie Wise was also present. There were no visitors present. The following items were for review/approval by the Board of Control: 9/19/2023 - Minutes 1. Ordinance 176/2022 Enter into a contract amendment with Stark County Community Action Agency for the Drive Legal Drive Safe Program which provides low and moderate income youth financial assistance to secure a legal drivers license. This amendment will extend the contract expenditure date from November 30, 2023 to July 30, 2024. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced amendment. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinance 50/2023 Enter into a Professional Services Agreement with Motter & Meadows Architects in the amount of $85,700.00, utilizing ARPA funds, for the architectural and engineering services for the Renovation of Fire Stations #1 & #7. Discussion: No discussion. Motion: Mayor Bernabei made a motion to approve the above referenced agreement.  Discussion: No discussion. Ordinance 69/2022 Enter into a professional services agreement with Arcadis U.S., Inc. in the amount of $47,500.00 for the Kings Row Area Drainage Study, GP1382. Discussion: This project is located near the Montabella Estates, where the area floods into Market Ave. Jim Benekos is looking into ideas for a possible solution such as ponds or other expansion possibilities. Mayor Bernabei stated that the past City Engineer looked into this flooding issue three or four years ago and did not think that a solution was possible. Director Highman thinks that it is worth having Jim Benekos look into this with Arcadis again. Motion: Mayor Bernabei made a motion to approve the above referenced agreement.
