BOARD OF CONTROL Meeting Minutes The Board of Control meeting was held Tuesday, August 27, 2024 at 8:30 AM in the Mayor’s Conference Room. Board President, Mayor Sherer called the meeting to order at 8:30 AM. Director of Public Service, John Highman and Director of Public Safety, Andrea Perry were present. Andy Roth filled in as Board Secretary. Doug Foltz, Director of Parks and Recreation, was present. The following items were for review/approval by the Board of Control: 8/27/2024 - Minutes 1. Ordinances 117/2023 & 4/2024 Award and enter into contract with Protect-A-Cote, Inc. in the amount of $178,000.00 for the resurfacing of tennis courts at Schreiber Park to reconfigure them into six pickleball courts Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 2. Ordinances 225/2022 & 4/2024 Award and enter into contract with Protect-A-Cote, Inc. in the amount of $140,000.00, utilizing ARPA funds, for the resurfacing of tennis courts at Crenshaw Park to reconfigure them into four pickleball courts. Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Ordinance 62/2024 Enter into a professional services agreement with TranSystems Real Estate Consulting, Inc. in the amount of $594,100.00 for the right of way acquisitions for the W. Tuscarawas St. Safety Project, Phase 1, GP1165 Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 4. Resolution 83/2024 Enter into contract with Morton Salt, Inc. for the supply of road salt at a cost of $50.94 per ton for the 2024- 2025 winter season pursuant to O.R.C. Section 5513.01 (Ohio Department of Transportation Cooperative Purchasing Program). The City has committed to purchasing 5,500 tons of salt under this contract Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced contract. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 5. Ordinance 225/2022 Enter into Change Order. No. 1 with Daniel A. Terreri & Sons, Inc. in the amount of $80,408.00 for the Spray Park & Splash Pad Installations at Garaux, Harmont and Weis Parks. This is due to storm sewer revisions and pavement restoration at Garaux Park, resulting in a new contract amount of $1,499,533.00. Discussion: No discussion. Ordinance 111/2024 Enter into a professional services agreement with Anser Advisory Management, LLC in the amount of $279,808.00 for the construction oversight services on the Perry Heights Water Main Replacement Project, Phase II Discussion: No discussion. Motion: Mayor Sherer made a motion to approve the above referenced agreement. Director Highman seconded. Vote: 3 yeas 0 nays Motion carried. 7. Ordinance 218/2022 Enter into Change Order. No. 1 & Final with Don Wartko Construction, Inc. in the amount of $55,159.04 for the 31st St. NE Waterline Replacement & Storm Sewer Project, GP 1398, in order to close out the project, resulting in a new contract amount of $1,291,321.86.
