BOARD OF CONTROL
Meeting Minutes
The Board of Control meeting was held Tuesday, January 27, 2026 at 8:30 AM in the Mayor’s Conference
Room. Director of Public Safety, Andrea Perry called the meeting to order at 8:31 AM. Director of Public
Service, John Highman was also present. Board President, Mayor Sherer was excused. Board Secretary
Katie Wise was also present.
There were no visitors present.
The following items were for review/approval by the Board of Control:
1/27/2026 - Minutes
1. Ordinance 3/2026
Enter into a one-year professional service agreement with RT Fox, LLC dba Connecting Point in the total
amount of $83,447.00 for license agreements on the Microsoft Exchange, Defender, Office 365 and Azure
plans for the City’s email system, online threat protection and file storage for the IT Department.
Discussion: No discussion.
Motion: Director Perry made a motion to approve the above referenced agreement.
Director Highman seconded.
Vote: 2 yeas 0 nays Motion carried.
2. Ordinance 62/2024
Enter into Change Order No. 1 & Final with Wenger Excavating, Inc. for a cost reduction in the amount of
$46,387.36 for the 15th St. & Allen Ave. SE Railroad Crossing Project, GP1390, in order to close out the
project, resulting in a new contract amount of $652,397.64
Discussion: No discussion.
Motion: Director Perry made a motion to approve the above referenced change order.
Director Highman seconded.

3. Ordinance TBD/2026
Enter into a contract for up to four years with Motorola Solutions, Inc. in the total amount of $299,991.00 for
a Public Safety Drone Program for the Police Department. Year One is a free trial to the City, Years 2, 3 &
4 will cost $99,997.00 per year, if utilized. This purchase is being made via the Sourcewell Cooperative
Purchasing Program which exempts it from competitive bidding.
Discussion: Table this item due to cancellation of City Council meeting on January 26th.
Motion: Director Perry made a motion to table the above referenced contract.

4. Ordinance TBD/2026
Enter into a two-year contract with Versaterm Public Safety US, Inc. in the total amount of $85,536.00 for
CommunityConnect Platform Software to automatically generate and send customized text and email
messages to victims of various crimes. This purchase is being made via the Omnia Cooperative Purchasing
Program which exempts it from competitive bidding.
Discussion: Table this item due to cancellation of City Council meeting on January 26th.
Motion: Director Perry made a motion to table the above referenced contract.
